Local Action Plan – PÉCS, Hungary
Komor István
Urban Network for Innovation in Ceremics
In Europe, the transition from heavy industry that had lost its
competitive edge on the worldwide market to an economic model based
on innovation penalises all the more the cities whose history and
economic development have been intrinsically linked to a specific
industry. The nine cities in the URBACT UNIC project share the common
denominator of having a strong tradition in the ceramics industry and for
two years they shared their experiences and developed local policies
adapted to this changing economic context in order to make ceramics an
asset for their territory in terms of innovation, cultural dynamism and
attractiveness.

Implementation in general – keep the ULSG active
A compulsory methodological recommendation of the URBACT programs is
to establish local support groups (ULSG). Cooperative civil relations can provide the
real strength of a community. That is why the city of Pécs sets a high value on
establishing the local support group, and considers its maintenance a special and
highlighted element of the Local Action Plan, underlining this as the most important
general field of implementation.
In establishing the Local Support Group of the City of Pécs, the idea was to
represent the widest possible circle of actors from the fields below:
Technical research/development
Heritage protection
Architecture
Production
Art and design
University

Implementation – Long term sustainability
-
Since the ULSG and the porcelain and ceramics cluster overlap, the funds of the
cluster can be used for the long-term maintenance of the ULSG, as well
-
The Zsolnay Cultural Quarter, as the basic infrastructure of innovation in ceramics, will
receive funds partly from state institutions (University) and city institutions (Gyugyi
Exhibition, Zsolnay Family and Factory Museum) and partly from its own income
sources (tourism, rental fees)
-
The harmonic symbiosis of different kinds of activities and organizations will generate
new ideas and innovative energies
Tapasztalatok, következtetések
+
-Az URBACT filozófia olyan értékeket helyez középpontba, amelyek az újonnan
csatlakozott országokban súlyos károkat szenvedtek:
lokalitás –”a városok az innováció motorjai”
helyi társadalmi tőke –a városi célok társadalmasítása
-A városok tematikus hálózatai az együttműködés valóságos lehetőségeire
mutatnak rá. A tematika nélküli, egy-egy közös ünneplésben kimerülő, zömében
bilaterális kapcsolatokhoz képest, az URBACT hálózatokban tényszerű
eredmények érhetők el
-Az URBACT metodológia –baseline study, local action plan, local support grop- a
közösen megélt problémák elemzésének, a lehetséges intézkedések
megkonstruálásának és társadalmasításának rendszerszerű kereteit adja.
-A limoges-i kezdeményezés a porcelánipar legjelentősebb központjait szólította
meg. A részvétel Pécs Város számára a Zsolnay tradíciók nemzetközi rangjának
kontinuitását tette nyilvánvalóvá
-A megvalósításban elvész a lendület
-A kialakuló struktúrák a támogatott szervezőmunka hiányában széthullanak
