Introduction
HIMCON, a multi disciplinary consultancy organization
engaged in entrepreneurship development since 1977.
• Established by all India financial institutions viz. IFCI, IDBI,
ICICI, commercial banks and Government of Himachal
through State Level Institutions viz. HPFC, HPSIDC and HPAIC.
HIMCON has played a pivotal role in promoting industrial
growth in the state.
• HIMCON is a catalyst for entrepreneurship & micro enterprise
development in the state.

Highlights of activities 2009-10 …….
 During the year HIMCON received sanction from Ministry of RD for special Project
“SGSY” under this project 1700 youth belonging to BPL families are being trained and
subsequently their placement will be done in Industries in Private Sector.
 HIMCON conducted Two workshops on GREEN BUILDINGS at Shimla and Mandi
on behalf on MNRE for Architects, Planners, Builders and Officers of the Govt.
 HIMCON expanded its activities in adjoining states such as Punjab, Haryana,
Uttarakhand & Jammu & Kashmir.
 HIMCON organised 67 awareness workshops on CGTMSE in Himachal Pradesh,
Punjab, Haryana & Uttarakhand.
 Directorate of Industries Uttarakhand ordered Skill Oriented Training for the youth
of the State through HIMCON.
 Trainings were conducted on behalf of NSFDC, NSKFDC, MOFPI, NBCFDC in the
state of Himachal Pradesh, Haryana, Uttarakhand & Jammu and Kashmir.
 HIMCON conducted 5 Farmers Meets on Venture Capital Scheme on behalf of
SFAC and HPSFAC in Himachal Pradesh.

• ISO 9001-2000 Certification of Dr. Y. S. Parmar University for
Horticulture, Nauni, Distt. Solan.
• ISO 9001-2000 Certification of 13 Police Stations of Himachal
Pradesh.
• Special Project “SGSY” Department of Rural Development
• Trainings to Youth belonging to Safai Karamcharies and their
dependants on behalf of National Safai Karamcharies Finance
& Dev. Corporation.

Proposed Areas of Diversification/Expansion…..
1. To become Local Nodal Agency for Departments of Central Govt.
subsidies and implementation of Govt. schemes in Himachal Pradesh.
2. HIMCON has already initiated with MNRE on work of popularization of
GREEN BUILDINGS, SOLAR PASSIVE BUILDINGS AND SOLAR THERMAL
TECHNOLOGIES in Himachal Pradesh.
3. Hydro Power is an important and priority activity with vide scope in
Himachal Pradesh, Uttarakhand and J&K. HIMCON is enhancing its
capability to provide consultancy services for upcoming Micro/Mini
Hydro Power Plants. Necessary steps have already been taken and one
such assignment is already in hand. HIMCON has been empanelled
with Ministry of Power.

Areas of Diversification Attempted by HIMCON
1. Eco-Tourism project under Rashtriya Sam Vikas Yojana (RSVY) scheme in District
Chamba.
2. Export promotion activities by way of participation in National/International trade
fairs (on similar lines of UPICO).
3. Running of Hotel/Cafeteria. (HPTDC owned on Lease).
4. Setting up a Youth Training and Placement Centre (under Jawahar Knowledge
Centre Scheme as done by APITCO).
5. Energy Audit (as undertaken by NITCON) - being reattempted since Energy Save is
Energy Gained.
6. Event Management (HIMCONs Initiation being Hill Station) - activity is being
undertaken on continual basis.
7. Project Appraisal for H.P. Financial Corporation (HPFC) – activity is being
undertaken on continual basis.
8. Assignments under Securitization Act. (being FI Promoted Company) – generating
business from Banks and other institutions.
9. ISO Certification – Being undertaken successfully, certification of Police Stations &
Horticulture University on hand as well as contract of SIDC Goa is under finalization

Education Centre i.e. Tie up with best local coaching institutions in Himachal
Pradesh .
Identifications of need based areas of training in modern trades suitable for
wage/self employment opportunities for educated unemployed youth.
Training youth belonging to BPL families in job oriented trades for placement
in existing Industries and Tourism sector enterprises in Himachal Pradesh.
Participation in Total Sanitation Campaign
Opportunities in Herbs Cultivation & Processing
Consultancy in processing of Horticulture/Agriculture produce. The
empanelment with SFAC is underway which will strengthen the Project

Rural development / Micro Enterprise Development.

Ministry of MNRE is considering to declare HIMCON as Nodal agency for new
energy mission in H.P.

Efforts are under way to become Local Nodal Agency of Departments of Central
Govt. for subsidies and implementation of their schemes in Himachal Pradesh.

Expansion of activities on regular basis in Uttrakhand, Haryana, Punjab & Jammu
& Kashmir.

Bio Technology and Solid Waste Management.

Ministry of MNRE has empanelled HIMCON as a Nodal Agency for Energy
Conservation measures and implementation of Energy Mission.

Empanelment of HIMCON with more and more Financial institutions for Valuation
of Assets & SARFAESI ACT is indicating a upward trend in Project Consultancy.
During the year Central Bank of India & H.P. Co-operative Bank empanelled
HIMCON for these activities. (Already empanelled with SBI, PNB, SBOP, UCO
Bank

The slogan of HIMCON “QUALITY OUTPUT IN TIME” is playing an important
role in establishing credibility of HIMCON.

Designing of course Curriculum, Course Material and Training Module for various
Self/Wage employment related trainings for various Departments of State/Central
Governments is new area in addition to trainings for various category of youth.
