Jonathan in Council and launched in June 2010 during the eNigeria 2010 International Conference, with a policy statement that all agencies must implement their areas of the ICT4D Plan. • The plan consists of 11 Sub-Plans representing the 11 Pillars of the Plan. Each Sub-Plan is made up of Programmes and Plan-Actions Why Evaluation? • Ongoing implementation, developments in ICT and related activities in the country since the plan’s approval • Essential to ascertain progress made by the plan and its effectiveness in ensuring quality leverage on ICT to achieve inclusive growth, foster global competitiveness and sustainable development in Nigeria • To recognize implementation strengths and weaknesses as well as review ICT4D policy performance in Nigeria which improves transparency and accountability in policy-making • Strengthens the ICT4D policy development process and ensuring ICT efforts, resources and investments are value driven and applied efficiently, effectively, and transparently to drive inclusive development and achieve Nigeria’s socio-economic goals and vision • To propose recommendations on future steps and actions for the strategic ICT4D plan process in Nigeria - serving as a basis for policy revision and update in line with NITDA’s mandate BASIS GOAL [FOR POLICY] [TO DEV. It is described as a one-stop shop for all who desire to interact and engage with the Federal Government on any service provided through the MDAs. Relevant Nigerian Strategic ICT4D Plan Programmes eGov -1 Provide simplified public services through the use of ICT eGOV-2 Facilitating Information Provision & Dissemination of Government Information Comments: Transforming the way government operates. Confers sense of participation in governance on citizen. It should connect to development priority issues such as job creation, education, health, etc. Emphasis should further be placed on a consultative approach, and encouragement of engagement and regular updates. Inclusive impact is presently limited by infrastructure constraints (power supply, internet availability). Sub-Plans and Notable Initiatives ICT Infrastructure Development Sub-Plan promoting infrastructure development including physical and the telecommunications and communications infrastructure Title of Initiative: Landing of Broadband Fibre-Optic Submarine Cables Implementation Agency/Organization: Nigerian Communications Commission (NCC) Highlights Before 2009, Nigeria largely depended on the challenging South Atlantic 3 (SAT-3) (South Atlantic 3/West Africa Submarine Cable) for wholesale broadband provision. Since 2009, several organizations have submarine cable on the shores of the country to expand available options and gain the benefits of competition in the wholesale broadband market. Relevant Nigerian Strategic ICT4D Plan Programmes INFR-1 Making ICT Infrastructure accessible and affordable INFR – 4.01 Backbone Interconnect Comments: Estimated to have attracted a total of over $2 billion investment in the last five years. However, there is an absence of internal “last mile” connectivity within the country. Nigeria’s submarine cable capacity utilization rate is less than 10 percent. The promise of significantly cheaper bandwidth for subscribers has not materialized although costs have come down slightly in the wholesale market. There is massive opportunity and huge untapped opportunity through wholesale broadband provision Sub-Plans and Notable Initiatives Human Resource Development Sub-Plan promoting human resource development Title of Initiative: Annual IT Postgraduate Scholarship Scheme Implementation Agency/Organization: National Information Technology Development Agency Highlights Started in 2010 resulted in the award of postgraduate scholarships in relevant Information Technology field of studies abroad in 2011. Awards go to 6 candidates chosen for the Doctorate degree programme (1 award per geographical zone) and 72 for the Master’s degree programme (2 awards per state). Each Masters Degree award is for twelve months, while each Doctorate degree award is for three years. Relevant Nigerian Strategic ICT4D Plan Programmes HRD-1 Programme to promote and facilitate HRD in Nigeria using ICT HRD-1.12 eLabourForce Comments: Has been regular and sustained by NITDA. Doctorate awards went this year to university lecturers. Needs to be scaled up for more impact. Beyond the award, there should be monitoring of the impact beneficiaries have had after graduation as well as publicity on success stories during their studies and after graduation. Outstanding achievements should be celebrated. A web portal can be established for networking, publicity and information sharing. Sub-Plans and Notable Initiatives ICTs in Education Sub-Plan promoting ICTs in education targeting all levels of the educational system from primary to university level Title of Initiative: National Standards for IT Education Implementation Agency/Organization: Federal Ministry of Education Highlights Provides IT education standards for teachers, students, educational administrators and other education stakeholders. Includes IT education standards for Early Childhood Care Education, basic education, post basic education, NCE awarding institutions, enterprise institutions, polytechnic education, diploma, national diploma, universities, etc Relevant Nigerian Strategic ICT4D Plan Programmes EDU-1 Programme to promote and facilitate the training of selected teachers and administrators in Nigerian schools on ICT education EDU-2 Programme to promote and facilitate a compulsory ICT driven curriculum for primary, secondary and tertiary institutions in Nigeria Comments: Ongoing implementation is creating awareness about the importance of IT education at all levels. Better sharing of the standards with all stakeholders in IT and Education, with public awareness for students and parents. Entire education system needs to be restructured to embrace knowledge economy realities. Regular review is important to maintain relevance. Challenges of power inadequacy and ICT infrastructure Sub-Plans and Notable Initiatives ICTs in Health Sub-Plan promoting the use of ICTs to transform the health sector Title of Initiative: ICT4SOML: Leveraging ICTs to Save the Lives of One Million Women and Children in Nigeria Implementation Agency/Organization: Federal Ministry of Health Highlights The ICT4SOML project which comprises of the UN Foundation, Intel, GSMA, the Saving One Million Lives office and other key partners in Nigeria works with the Federal Ministry of Health's ability to utilize ICTs to achieve SOML in a planned and organized manner. Relevant Nigerian Strategic ICT4D Plan Programmes HS-2.2 The Federal Ministry of Health is to deploy various telemedicine services – telediagnosis, telepharmacy, teleradiology, teleconsultation, etc. HS-3.1 The federal government is to ensure the creation of a comprehensive database of Health Sector Resources – Facilities and Personnel as part of the National Health Information System. Comments: Health ICT Project Inventory for Nigeria has been developed along with a report on the Enabling Environment for ICTs for Health in Nigeria. Efforts are now on advocating/facilitating a National Health ICT Framework to guide ehealth and mhealth activities. Spread awareness amongst stakeholders as they need to be on board. Sub-Plans and Notable Initiatives ICT Awareness and Popularization Sub-Plan promoting the use of ICT to meet social, commercial and educational needs of all especially the traditionally excluded and those in rural and under-served communities Title of Initiative: Specialized ICT Reporting and Media Implementation Agency/Organization: Various (Media Houses, NITDA, etc) Highlights ICT awareness has increased through specialized ICT reporting which has grown from reports in a weekly page in a few newspapers reports in weekly columns and sections in nearly all newspapers, ICT magazines, ICT TV shows and Online media resources. Relevant Nigerian Strategic ICT4D Plan Programmes ICTPD-1 Programme for Institutional popularization and deployment ICTPD-2 Programme for Community based popularization and deployment Comments: Capacity building programmes have been organized for ICT journalists in Nigeria by the Nigerian Communications Commission (NCC), the National Information Technology Development Agency (NITDA), Zinox Technologies, Microsoft and other stakeholders. Specialized ICT Reporting and Media Associations have also been setup. Government and industry stakeholders should collaborate more with specialized ICT reporting and media associations. These associations should be regarded as important partners in the ICT4D process. Capacity building initiatives should be expanded and scaled up to increase the number of journalists benefitting. Sub-Plans and Notable Initiatives Agriculture Sector Development Sub-Plan promoting the use of ICTs to transform the agricultural sector Title of Initiative: Growth Enhancement Support (GES) Scheme Implementation Agency/Organization: Federal Ministry of Agriculture and Rural Development (FMARD) Highlights The Federal Ministry of Agriculture and Rural Development works with a mobile commerce company in the provision of technology platform that enables accredited farmers to receive fertilizer allocations and related information through their mobile phones. Scheme entails massive overhaul of national fertiliser and seed supply system, Relevant Nigerian Strategic ICT4D Plan Programmes AGRIC-3 Use ICTs to Modernise Agriculture for Increased Productivity AGRIC-6 Use ICTs to Promote Private Participation in Agriculture Comments: Has significantly improved the access of farmers to subsidized seeds and fertilizers, and ended over forty years of corruption in government fertilizer subsidy scheme. New private sector investments in fertilizer manufacturing ($5 billion within the past three years) have been attracted. Ongoing plans to expand the scope of the GES to cover all agriculture services should be intensified. Challenges include limited network coverage of rural areas and quality of network services. The scheme’s sustainability issues as well as the building of in-house capacity must also be addressed. Sub-Plans and Notable Initiatives Private Sector Development Sub-Plan supporting the development of the private sector including promoting the use of ICTs to support sectorial development, including key economic sectors Title of Initiative: Cashless Policy of Nigeria Implementation Agency/Organization: Central Bank of Nigeria (CBN) Highlights The key CBN policy initiative driving e-payments penetration in Nigeria encourages the increased utilization of e-payment channels such as: Point-Of-Sale Systems, online payments, Internet Banking ATMs Electronic Funds Transfer Direct Debits. Relevant Nigerian Strategic ICT4D Plan Programmes PS-03.5 Enhancing National Payment Systems and Infrastructure PS-03.11 Promotion of e-banking and online financial services Comments: The initiative has made the payment systems more efficient through the improvement of speed of transactions and the arising cost reduction to customers. Jobs have been created and a culture of digitally enabled activities is gradually emerging. However, financial inclusion, mobile money, information security and legislation all require more attention. The challenge now is to ensure the improvement of payment and banking systems transforms the nation in an inclusive and sustainable manner. Legislation and capacity building within the industry are also issues. Sub-Plans and Notable Initiatives Private Sector Development Sub-Plan supporting the development of the private sector including promoting the use of ICTs to support sectorial development, including key economic sectors Title of Initiative: National Software Conference and Competition Implementation Agency/Organization: Institute of Software Practitioners of Nigeria Highlights Organized annually with the Cross River State, the conferences promote software development and entrepreneurship. The conference usually attracts global IT professionals, business community, academia, NGOs, stakeholders and distinguished resource persons and facilitators who are world experts and champions in software engineering. The National Software Competition featuring teams from Nigerian Tertiary Institution is a major highlight. Relevant Nigerian Strategic ICT4D Plan Programmes PS-08.10 Capacity building for Software development PS-08.12 Encouraging Innovation and entrepreneurship in Software Development Comments: The first National Software Conference and Competition was held inat the Tinapa Business Resort, Calabar, Cross River State, Nigeria from 26th – 28th October, 2011. The national annual event provides participants with a wide range for networking, educational, career and business opportunities. The consistent support of the Cross River state Government is evidence of collaborative partnership that works. Sub-Plans and Notable Initiatives Governance and Legislation Framework Sub-Plan creating the necessary legal and regulatory environment to support the development, deployment and exploitation of ICTs within the economy and society Title of Initiative: Establishment of the Federal Ministry of Communication Technology Implementation Agency/Organization: Federal Government of Nigeria Highlights The Federal Ministry of Communication Technology was established in 2011 by the administration of His Excellency, President Goodluck Ebele Jonathan to facilitate the transformation of Nigeria into a digital economy. Agencies under the Federal Ministry of Communication Technology are: Nigerian Communications Commission, National Information Technology Development Agency, Nigerian Postal Services, Nigerian Communications Satellite and Galaxy Backbone Relevant Nigerian Strategic ICT4D Plan Programmes LRG -1 Initiatives to promote and facilitate ICT policy implementation, coordination, monitoring, evaluation and regulation LRG-2 Initiatives to establish the necessary regulatory environment for the promotion and development of an ICT driven knowledge based economy Comments: Raises ICT visibility and in working towards the digital transformation of Nigeria, the Ministry’s four areas of strategic focus are: Connect Nigeria, Connect Nigerians, Local Content and ICT in Government. Sub-Plans and Notable Initiatives National Security and Law Enforcement Sub-Plan addressing national security and law and order issues through the exploitation of ICTs Title of Initiative: Lagos State Emergency Communication and Command Centre and Legislation Implementation Agency/Organization: Lagos State Government Highlights Lagos State became the first state to introduce dedicated, toll-free (767 and 112) call centre lines for emergency government services in 2009. The 3-digit number facilities lines were created to enhance quick communication with security agencies and other emergency services (fire, medical, rescue, etc) during accidents and other crisis periods. Relevant Nigerian Strategic ICT4D Plan Programmes NSA-1 A Modern ICT driven National Security Work Environment NSA-4 Improved Inter-Agency Cooperation and Collaboration Comments: Gradual capacity improvements enabled the provision of 24 hours, 7 days a week service in July 2010. The law passed in February 2014 establishes the Lagos State Emergency Command and Control Centre as well as the designated 112 and 767 as emergency lines, regulates the making of telephone calls to the centre and specifies penalties (fines, jail terms) for false and irrelevant calls to the emergency numbers. Working with a local firm, the successful public project is an example of pro-citizen innovation that works with the Police, Fire, Traffic, and Ambulance Services. Sub-Plans and Notable Initiatives Research and Development Sub-Plan promoting research and development (R&D) Title of Initiative: Establishment of IT Research and Education Fund Implementation Agency/Organization: Nigeria Computer Society (NCS) Highlights A Research and Education Scholarship Fund has been instituted by the Nigeria Computer Society (NCS) to support Information Technology educational and research development in the country. The launching of the Fund took place in December 2013 during the National Information Technology Merit Awards (NITMA). Though the bulk of funding is presently by NCS, a few individuals and corporate bodies have also made some financial contributions to the fund. Relevant Nigerian Strategic ICT4D Plan Programmes R & D – 1.08 Establishing A National Research Coordinating Agency/Fund R & D – 1.11 Investment in R & D Comments: Encouragement of IT research is fundamental to developing a knowledge economy. Funding capacity limits the impact of this initiative. Scope should be expanded beyond the numerous members of Nigeria Computer Society. increased funding with assistance by the relevant government organs. Observations • Outcomes in the e-payment, e-commerce landscape have been among the most outstanding in terms of investments, jobs, culture changes. Holds huge promise for the nation’s large youthful populace • Level of local content in major projects is still quite low. Capacity building levels not sufficient to drive the needed transformation. Prospects in software entrepreneurship, capacity building and local content guidelines initiatives for increasing local participation in industry and advancing the local economy. • Though impressive implementation results in telecom infrastructure have significantly attracted significant investments and created jobs, overall adequacy is still an issue • Infrastructure inadequacies in network quality and broadband penetration as well as in power supply continue to hamper implementation prospects of other sub-plans and overall inclusion Observations … contd • Quite a few implementation agencies have no working plan for monitoring, data analysis and knowledge management for ICT4D strategic action plan initiatives. There is often a disconnect from the overall plan and in communication with NITDA • Implementation progress is weak throughout the plan in areas relating to legislation for the ICT environment. Lack of a comprehensive legal framework for ICT does not help the cause of ICT investment and ICT for development. New cybersecurity legislation may hold promise • Implementation has been above average on an overall basis. Despite challenges, the Federal Ministry of Communication Technology and NITDA have provided strong and visionary leadership and support • Several plan actions developed in the Year 2010 are already outdated and do not reflect the present reality of available technologies as well as socio-economic developments in the country. A lot however still remains to be done to achieve the strategic vision behind the plan • Infrastructure provision implementation should be sustained and highly prioritized in all aspects of ICT development especially with achieving the targets of the National Broadband Plan and power supply adequacy • As a matter of urgency a working group including stakeholders in the public and private sectors should be set up and coordinated by FMCT and NITDA to fast track the enactment of draft ICT bills • Strategic and systematic plan implementation of ICT enabled initiatives to hinder new forms of terrorism and national security threats. • Exceptional achievements in innovation supporting digital literacy, job creation, local content development in ICT, software entrepreneurship, inclusion, youth empowerment, digital gender mainstreaming, research should be encouraged, celebrated and scaled up. Explore strategic partnerships for faster, sustainable results. Recommendations … contd • Public awareness should be strategically raised on ICT4D strategic action plan activities. A wide range of forums, media and resources should be used to encourage, sustain and support ICT4D efforts • Mobile technology should be embraced at all levels to leverage on Nigeria’s improving teledensity for strong growth, financial and digital inclusion - development of feasible and sustainable mobile initiatives relating to mobile money, mEducation, mHealth, mAgriculture, etc • In its coordinating role, NITDA should ensure that implementing agencies develop knowledge management practices, plans and resources in fulfilling their IT governance responsibilities • The National Strategic ICT4D plan launched in year 2010 should be reviewed and updated building on the current plan and an assessment of current national socio-economic development policies, strategies, challenges and issues as well as ICT developments and trends in Nigeria and globally - based on best practices and efficient and effective multistakeholder participation and consultation Conclusions • In evaluating sectorial implementation of ICT4D plan, achievement of the Federal Government’s Transformation Agenda and various socioeconomic development programmes aimed at positioning Nigeria amongst the 20 leading economies in the world by year 2020 through the development of an information and knowledge-based economy and society was the overarching and guiding perspective • Despite the challenges and obstacles in the environment, findings indicate the substantial progress that has been made, as well as the huge potential and promise in strategic ICT development for Nigeria and the Nigerian people. It is expected that the observations will be noted and analyzed and that the recommendations will be followed and implemented in a synchronized manner as intended • ICTs for social inclusiveness, accelerated development, economic growth; national prosperity; and global competitiveness is about the future of Nigeria.
