• Flexible assistance that is tied to a procurement contract.
• A US company bidding on a contract that can show substantial
competitive support from another government.
• Amount/content of training depends upon size of underlying

Vietnam Aircraft Engines:
• Vietnam Airlines procuring 4 engines in 2001.
• $60 million contract. Both Pratt & Whitney & GE bid.
• Strong competition from Rolls Royce.
• USTDA offered $300,000 training grant for safety, maintenance
and repair procedures if US engines selected.
• Vietnam Airlines selected GE.
