Service Transition Work
• ATIS is analyzing a basic set of services commonly provided
in circuit switch PSTN, and addresses the technical issues
surrounding support of these services in a mixed circuit
switch/packet switch environment and, in the future, allpacket-switch environment.
• Output to include detailed call flows, new ISUP/SIP and
TCAP/IP inter-workings and extensions to SIP in support of:

ATIS/SIP Forum IP-NNI Joint Task Force
In December 2013, ATIS and the SIP Forum launched the
IP-NNI Joint Task Force to simplify voice IP interconnection:
• Defines reference architecture with functional entities necessary
for IP-based interconnection.
• Defines the architecture for sharing NNI interconnection data; did
not identify a single approach.
• Routing solutions fall into two broad categories:
• Mechanisms that build on structures in the North American
Numbering Plan (NANP).
• Registry approaches independent of NANP structures.
• Interworking between different approaches specified.
Drafts published for industry review/comment; 1Q 2015
target completion.

IP Services Interconnect (IPSI) Focus Group
• The IPSI Focus Group identified the key obstacles and a
strategy for enabling enriched IP services end-to-end
across all service provider types.
• Work concluded in September 2014 with the publication
of IP Services Interconnect Technical Report –
Assessment of Requirements and Specifications, which:
• Provided representative use cases for IP services to
assess the standards coverage across the key technical
areas including: session establishment and signaling;
addressing and routing; and media handling.
• Presented conclusions and recommendations for each of
these key technical areas to aid the industry in the
development of detailed interconnect profiles.

Public Safety Related Applications Task Force
(PSRA TF)
• The PSRA TF, formed in April 2014, addresses the effects
of the All-IP migration on the infrastructure associated with
public safety, particularly key applications that are based
upon legacy PSTN technologies and services.
• The TF identified relevant stakeholder organizations
related to the following applications:

Alarm circuits to local fire and police departments
FAA circuits to towers and alarms
Circuits that monitor railroad crossings
Circuits for sensors at gas and power company locations
Meter and alarming circuits related to power grid
Circuits supporting underground communications

Public Safety Related Applications Task Force
(PSRA TF)
• The TF will take the findings from industry outreach to:
• Determine if prioritization of key applications is needed
• Identify if there are common issues impacting All-IP
transition across industries
• Evaluate existing and potential solutions towards the
publication of guidelines
• Identify opportunities for customer education regarding the
All-IP transition
• Target completion: 1Q2015.
• In parallel, the TF is developing plans to share the final
report with relevant interest groups and regulatory bodies.

Public Safety and Emergency Services
To address IMS-based public safety solutions that are natively
designed for an All-IP environment, ATIS is:
• Supporting FirstNet to help ensure that its public safety
LTE/3GPP requirements are being met;
• Developing standards to support Multimedia Emergency
Services (MMES) for a full multimedia experience; and
• Creating a standard for mission critical Push to Talk voice
interoperation between Land Mobile Radio and LTE
systems.

Numbering and Routing
ATIS’ Industry Numbering Committee (INC) is in dialog with
the FCC regarding numbering evolution for All-IP change.
• Recommendation for a consistent, nationwide user dialing
experience (e.g., 7 digit, 10 digit, 1 plus 10 digit).
• Role of Rate Centers and LATAs including impact of Bill
and Keep order.
• Determine the disposition and evolution of numbering
systems. (e.g., LIDB, LERG, Number Portability
Databases, ENUM).
• Decouple geography from numbering.
• Less-than-thousands-block number allocation.

Testbeds
• ATIS identified the potential benefits of a common testbed
support mechanism; effort launched November 2014.
• Industry transition initiatives are calling for testbeds to
validate solutions for migration to All-IP (e.g., numbering
evolution, IP-NNI routing, authenticated caller-ID)
• Individual testbeds duplicate many functions and are
inefficient to implement and maintain
• Scope of Work (Target completion 1Q2015)
• Evaluate existing testbed activities and proposals to identify
common requirements
• Determine if there would be value in combining separate
activities into a common testbed support capability

Reliability and Robustness
• ATIS has a central role in the FCC process regarding
network reliability and robustness. With the transition to
All-IP, this interaction is evolving to include the unique
characteristics of these networks.
• ATIS conducts quarterly meetings with the FCC to
review Network Outage Reporting System (NORS) data,
identify trending issues, and proposed field-proven
industry solutions.
• VoIP metrics have been added to the quarterly NORS
review.
• The DS3 outage reporting criteria have been modified to
account for the use of these facilities in IP applications.

Back Office Integration
Today, IP interconnection agreements are completed on a
customized, bilateral basis. ATIS is extending the standard
ordering process used by the PSTN to include All-IP
connections and services.
• ATIS’ partnership with the MEF on standardized forms
for Ethernet ordering is an example of how ATIS is
developing capabilities required for the scalable
transition to All-IP.
• ATIS is evaluating how to evolve the Access Services
Ordering Guidelines (ASOG), the most widely deployed
method for facility ordering between service providers.
