 European Commission's position paper recommendations:

Financial priority should be given to the railway sector, in particular, to construction of a new fully interoperable higher speed railway connection to Central Europe, electrification and upgrading of the existing TEN-T core and comprehensive rail networks, including purchase of modern rolling stock. Development of multimodal and interoperable nodes. Integrated and low carbon public and urban transport systems. In relation to the road network, the priority should be completion of missing links in the TEN-T core road network and enhancing regional mobility through connecting secondary and tertiary nodes to TEN-T infrastructure.

In cooperation with the private sector, the state makes investments in the transport infrastructure, which is crucial for business activity nationally and internationally. This is done not merely as a way of rationally taking advantage of the country ’s favourable geographic position, but also to boost Latvian businesses in supplying competitive products and services to foreign markets. Multi-modal transportation corridors play an increasingly important role in transit – consisting of transit roads, the railway and ports.

The electrification and modernisation of transportation corridors allows more and more goods to be shipped through such corridors and facilitates the development of new processing and service industries in Latvia.

(TEN-T), ports and airports of international significance has a substantial role in improvement of external accessibility of

Latvia.

 It would ensure the possibility for Latvia to develop successfully as a significant transit country, the bridge between the EU states, Asia, Russia and the nearest neighboring countries, as well as to serve as a link between two economic regions of

Europe – Eastern Europe and Northern Europe.

Targets

 Transport policy target is competitive, sustainable, co-modal transport system which ensures high quality mobility, effectively using resources, incl.EU funds.

 Vision of sustainable transport system:

 high quality transport infrastructure (roads in good condition, electrified railway, comfortable TEN-T linkage with cities, airport „Riga” as central air traffic point in the region)

 high traffic safety level

 transport and logistics services, which ensure workplaces and provide significant contribution to increase of services export volume

 accessible public transport which ensures accessibility on the whole territory of Latvia (comfortable, single public transport system, achieving inter-coherence of bus and railway transportation)

 Road network still have the main role in the provision of internal accessibility. Density of road network is sufficient it ensures availability from any populated area to the nearest administrative centre, links administrative centres with each other as well as with the capital of the country. However, its quality is not sufficient as approximately half of roads with asphalt pavement and gravel pavement are in bad or even critical condition.

 Therefore the priority in respect of the road network will be ensuring quality TEN-T core road network as well as enhancing regional mobility through the renovation and reconstruction of the existing infrastructure.

 TEN-T core road network should be to strengthen state main road surface in order to increase its servability (increase levelground and bearing capacity, decrease traffic accident risk), and ensure investment efficiency within the designed surface lifetime – 20 years.

 Reconstructed road sections allow reducing the duration of trip also in the public transport. Thereby the availability and accessibility of services (education, health, social, culture, entertainment etc.) and work places will be ensured for rural inhabitants.

Policy funds in next MFF foresees the state and local government budget funding investments in the national road network maintenance and restoration. Moreover the investments are planned for organisation of public transportation services in a single bus and rail network, providing rural residents with the possibility of reaching regional development centres and, from there, the national development centres and the capital

(connections from parishes to the 21+9 at least twice daily).

 Compliance with the White Paper target - 30% of road freight over 300 km should shift to other modes such as rail or waterborne transport by

2030, and more than 50% by 2050, facilitated by efficient and green freight corridors. To meet this goal will also require appropriate infrastructure to be developed.

 Expected activities – only basic public infrastructure

 Riga port - reconstruction of east and west breakwaters, development of new territory beyond the west breakwater. Reconstruction of access channel for ships entering the port that will provide handling for hightonnage vessels.

 Port of Liepaja - harbour breakwaters reconstruction to prevent sand silt entering the port area in order to improve maritime safety and railway infrastructure development.

Latvian railway network electrification

 In Latvia, during the last years in freight and passenger transportation as well as public use railway infrastructure the following problems have intensified:

 Depreciation of rolling stock: diesel-electric locomotives (freight carriages) and electric trains (passenger carriages);

 Depreciation of power supply equipment (that is a part of public use railway infrastructure) in electrified sections;

 Increase in transportation costs due to rapid increase in diesel price.

Latvian railway network electrification can solve the above mentioned problems.

The existing DC network for passenger traffic will be renovated and converted to

AC system and the high priority line sections for freight traffic will be electrified using the AC system. The electric passenger rolling stock will be replaced by modern AC units and the existing diesel locomotives for freight traffic will be partly replaced by AC electric locomotives.

 The railway network electrification has been established as one of the national priorities for the next programming period. TEN-T multi-annual program have approved preliminary design of Latvian railway network electrification project to ensure project preparedness for the new programming period.

As well as providing a unified, automated train dispatcher work process.

 Reconstruction of the major railway junctions (Riga and

Daugavpils railway junction modernization) morally and physically obsolete equipment replacement and the modernization of basic infrastructure, which will prevent the East - West corridor bottleneck Daugavpils railway junction, making the train - the transfer station to be carried out at the customs procedures.

Rail Baltica II – new European standard gauge line

 Compliance with the White Paper targets

 By 2050, complete a European high-speed rail network. Triple the length of the existing high-speed rail network by 2030 and maintain a dense railway network in all Member States. By 2050 the majority of medium-distance passenger transport should go by rail.

 By 2050, connect all core network airports to the rail network, preferably high-speed; ensure that all core seaports are sufficiently connected to the rail freight and, where possible, inland waterway system

Rail Baltica II – new European standard gauge line

 Rail Baltica II project aims at ensuring a safe, fast and high quality connection between the Baltic States and the major economic, administrative and cultural centres of Western Europe.

 Interoperability with Polish and German 1435mm gauge network is an important aspect of the project as a whole because international traffic in the

North-South direction with the present 1520mm gauge rail network in the

Baltic States is very inefficient and not effective.

 The key features of the project:

 Overall length of new track 728km (Latvian section – 235km)

 The route is a mixed traffic conventional route, with a maximum design speed of 240 kph

 Journey times between Tallinn and the Lithuanian/Polish Border

 Passenger 4.13 hrs (4hrs:8mins)

 Freight 10.38 hrs (10hrs:23mins)

 Average speeds

 Passenger 170 kph

 Freight 68 kph

 In order to ensure project ’s preparedness Ministry of Transport in January

2013 launched tender on detailed technical study and environmental impact assessment. The aim of the detailed technical study is by 2015 to determine precise location of planned railway line on the territory of Latvia, including connections with the port and the airport and to carry out necessary studies and preliminary works for commencement of preparation of technical design of the railway line, land expropriation and construction.

Connecting Europe Facility

 new integrated instrument for investing in EU infrastructure priorities

 CEF proposal defines potential strategic projects on the TEN-T core network

 CEF proposal identified core corridor “Baltic – Adriatic” defines support for high speed railway line “Rail Baltica” with rail – airports/ports interconnections, rail-road terminals and

Motorways of the sea

 East-West rail network (Latvian railway network electrification) corridor and Via Baltica road are also identified as CEF priorities.

 If the funding is granted within the Connecting Europe Facility only then during the period 2015 - 2022 implementation of activities related to the construction of the main line will take place, namely:

 connection to the Riga International Airport and port

(including terminal construction for railway input)

 Daugava River crossing (railway bridge) in Riga City territory

 multi-modal bridge construction (Saulkalnes crossing - section of

E67/A5 from the A4/A6 junction to Ķekava Bypass)

 starting the base line construction (including land purchase)

 The indicative necessary funding from CEF – 840 mill/EUR

 Expected result in 2030 - number of international railway passengers, thousand per year – 2.3 mill.
