Current legislation
• European and national laws regulate exposure of workers to both
physical and chemical agents
• It is the responsibility of the employer to ensure that these laws are
adhered to 13.7 MB (14,367,744 bytes)
To comply with legislation, in general employers must:
• Design out risks where possible
• Inform workforce of health & safety risks
• Assess the risks
• Provide an actionable solution
• Deliver training to employees
• Keep health and action records

Basics of Hand-Arm Vibration
Most handheld power tools transmit
vibration to the hands and arms. Over
exposure to vibration can result in HandArm Vibration Syndrome (HAVS).
Each year, HAV accounts for
approximately 3,000 new claims for
Industrial Injury Disability Benefit, the
greatest number being in the
construction industry. This has led to an
incremental increase in insurance
premiums.
All tools have a Vibration
Magnitude, which is measured in
m/s2 and must be monitored on a
daily basis by an employer.
Exposure Action Value (EAV: 2.5 m/s2):
The level that can be worked to without any health surveillance in place. A tool with a vibration magnitude
of 2.5m/s2 or below can be used for an 8 hour day without any risk
Exposure Limit Value (ELV: 5.0 m/s2):
The absolute maximum level allowed, below this, but above EAV, additional controls such as health
surveillance must be in place
 All vibration monitoring systems offer transparency to exposure to hand-arm vibration
with relation to EAV and ELV

Drilling and Breaking
 Hold tool in a stance which allows good
balance
 Hold tool below shoulder level where possible
 Restrict the contact pressure to a level where
the tool function most effectively
 Always grip both handles and restrict grip
force just sufficient to hold tool securely
 Just because it doesn’t shake,
it doesn’t mean that it won’t
work
