“Globalization is the Standardization of
Systems. . .”
“Information integration is considered one of the most significant
ways to change the structure and function of organizations.”
http://www.ctg.albany.edu/publications/reports/effective_strategies?chapter=2&PrintVersion=2
In an information based society, consolidation
of information is consolidation of power
“There is little difference between using computer and telecommunications technology to
achieve efficient political administration and political domination; little difference between
their use in efficient marketing and dictating to the marketplace.”
TOTALITARIAN NIGHTMARES By Frank W. Elwell
The politics (or policies) are determined
by the capabilities of the system
For the first time in human history, both the political
will and the technology exists to identify, track and
control every individual on earth

‘Global problems require global solutions’
Technology provides the means for transformation
Enforced law based on the principles of individual liberty and limited
government as our founders envisioned, is still the best shield from tyranny
Sustainable Development
“UN
Agenda 21/Sustainable Development is the action plan
implemented worldwide to inventory and control all land, all
water, all minerals, all plants, all animals, all construction, all
means of production, all energy, all education, all information,
and all human beings in the world.” –Rosa Koire
ELECTRONIC GLOBAL NETWORKING AND THE NGO MOVEMENT:
THE 1992 RIO SUMMIT AND BEYOND
“As electronic communication becomes more available,
a basis of international consolidation . . . also will
become more firmly established. Without that basis,
there cannot be an effective transition from
unsustainable to sustainable development.”

Boundaries, barriers and Jurisdiction
Post 911 Mantra “Breaking down Silos”
Silo - system, department or database, that operates in isolation from others
These boundaries or “silos” encompass jurisdiction-Authority , Power and ACCOUNTABILITY.
A Representative form of government requires
jurisdiction.
Jurisdiction-”The term jurisdiction is
really synonymous with the word "power“
Jurisdiction is the territory within which a
court or government agency may properly
exercise its power.” (Source: Legal Information
Institute)
Partnerships for “information sharing ‘ is a ruse for takeover.
When the lines of authority are blended power will default to the higher level.
In an information based society, consolidation of information is
consolidation of power

everything.
Information -Facts or
circumstances communicated
about people, places or things
Awareness -Having
knowledge or knowledgeable
Total Information Awareness
“Knowledge is Power”
The Total Information Awareness (TIA) system . . .according to
Poindexter, "break down the stovepipes" that separate commercial
and government databases, allowing OIA (Office of Information
Awareness) access to citizens' credit card purchases, travel
itineraries, telephone calling records, email, medical histories and
financial information. It would give government the power to
generate a comprehensive data profile on any U.S. citizen
http://www.cato.org/pub_display.php?pub_id=2959
“A . . .crucial component [of TIA] was the development of biometric
technology to enable the identification and tracking of individuals.” EPIC

The Global Information Grid
The Global Information Grid (GIG) is an all-encompassing communications project of the
United States Department of Defense. It is defined as a "globally interconnected,
end-to-end set of information capabilities for collecting, processing,
storing, disseminating, and managing information on demand to
warfighters, policy makers, and support personnel."

THE NEW PARADIGM—MERGING LAW ENFORCEMENT AND COUNTERTERRORISM
Intelligence Led Policing
• Preemptive
• Preventative
• Predictive
• Utilitarian the ends justifies the means
• Social control Seeks to influence the
behavior of the public to desired ends
• Merging of intelligence and Policing functions (police become part
of the national security apparatus. Federalized, militarized)
• Information and Tech driven (data-mining, predictive analytics, hitech surveillance)
• information sharing (without regard to jurisdiction)
• Interconnected data systems (Fusion Centers)
Intelligence-led policing is future focus in Rochester, 2010
"You're less likely to do something (wrong) if you think somebody's
watching," McAleer said. "This is the direction of policing in this country,"
ALPR - Automatic License Plate Reader
What it Is and What it Does
High speed camera plus software that captures photo of every
license plate in view.
• Captures thousands of plates PER MINUTE.
• Stores and analyzes tag number, date, time and geo-location of
each vehicle. Also captures photo immediate vicinity of vehicle
• Checks license plate number against “hot lists”
• Provides an instant alert to a law enforcement when a match or
hit appears.
The politics (or policies) are determined by
the capabilities of the system
PERSPECTIVE - Only a fraction of 1% of license plates reads produce
a “hit” (0.01 Rhinebeck NY, 0.3% Burbank IL, 0.08% High Point, NC)
Maryland 29 million reads - 0.2 % “hits”
1 Million Plates Read
97% of the ‘hits’ for suspended or
revoked registration or violation of the
Vehicle Emission Inspection Program
2,000 Hits
Only 47 hits were potentially associated
with a more serious crime (Stolen vehicle
or plate, wanted person or persons under
general suspicion like sex offenders, gang
members)
The vast majority of license plate data collected is from
ordinary people who have committed no crime.
The real value of ALPR
As a Los Angeles Police Department Chief of Detectives explained,
“the real value” of ALPR “comes from the long-term investigative
uses of being able to track [all] vehicles—where they’ve been and
what they’ve been doing.” http://papers.ssrn.com/sol3/papers.cfm?abstract_id=1956787
The Department of Homeland Security has created customized
software to integrate the surveillance data obtained through all the
different vendor systems that are on the market and used by
different localities. http://www.justiceonline.org/commentary/covert-national-mass.html
• ALPR can be used for Mass Surveillance
ALPR routine tracking , without probable cause, warrant and even reasonable suspicion
ALPR permits mass surveillance and data warehousing on innocent people.
• ALPR can be used a s tool for Social Control of the population
Even the International Association of Chiefs of Police, which promotes ALPR acknowledges
this. “The potential privacy harm of surveillance is its potential use as a tool of social
control.”
Policy determined by the capabilities of the system. . .
Vigilant Solutions
Vigilant Solutions is a private company, compiling a massive, central database of innocent
drivers’ whereabouts (Over 800 Million to date) using the data collected by ALPR tag
scanning devices. Database “National Vehicle Location Service.”
‘Vigilant Solutions announces today that St.
Charles Police Department in Missouri is seeing
benefits . . .of mobile license plate readers, license
plate recognition data, Mobile Companion
smartphone application, and hosted LEARN
enterprise solution for investigations.’

easy-to-use facial recognition system
for smart phones. You can either snap
a headshot of a suspect using your
smart phone’s camera. . . then match
them against a national database. . .”
Policy determined by the capabilities of the system. . .
Without LEGAL limits on data retention, license
plate readers WILL be license plate trackers
The vast majority of license plate data collected is from
ordinary people who have committed no crime.
Law enforcement must not be permitted to store or share
data about innocent people.
ALPR hit data should only retained under certain specified
circumstances
.Inventory
and Control
Mapping, measuring, monitoring, counting, scrutinizing, tracking
and controlling. . . everything and everyone.
“In order for the computer to
manage those entities that are
included in the inventory, each
entity must be assigned a unique
identifier.”
