• BW reception facilities not appropriate
• BW exchange according to B-4.1 is not possible for
most of the ships that call at Swedish ports
• Designated exchange areas not appropriate in Swedish economic
zone

- Conditions for survival and for spread of organisms
salinity, distance from land, wind, streams, et cetera
- Impact on areas valuable for fishing and biodiversity

BWM.1/Circ.10 Accession by Sweden
Reservation of not fully complying the Convention
“Due to geographical, hydrographical and hydrological conditions,
Sweden cannot fully comply with the requirements regarding
Ballast Water exchange, and will therefore not fully comply with
the requirements of the said Convention until the year 2017. In
addition, regulation B-3.3 will not be applied until the second
yearly survey of ships, but at the latest by the end of December
2011.”
