Civil Aviation Authority,

Civil Aviation Authority, Bangladesh (CAAB) is a
public sector organization under the Ministry of
Civil Aviation and Tourism of the Government of
People’s Republic of Bangladesh.
 CAAB is the regulatory body for all civil
aviation activities in Bangladesh. As a member of
ICAO, CAAB act as the aeronautical authority in
Bangladesh.

Highlights :
• Bangladesh was notified for CSA audit by ICAO to
be conducted during 18-29 May 2009.
• MOU was signed between Bangladesh and ICAO
on 07 August 2008.
• Bangladesh Submitted SAAQ and CCs (most) on 11
August 2008.
• Bangladesh took massive preparation for the audit.
• Highest number of TA was rendered to Bangladesh
by COSCAP-SA for preparation of audit.

Highlights of the Closing Meeting by Audit Team :
• On completion of the audit, the team leader made a de-brief.
• In the de-brief, it was Indicated the probability of posting
Bangladesh with ‘Significant Safety Concern’, as Entire scope of
Annex 6 part-1 in respect to aviation safety and security in the issue
of AOC was not fully addressed by CAAB while providing the air
operators with AOC.
• ICAO Audit Team Leader, during the closing meeting, advised
CAAB to conduct a structured evaluation of all Air Operators issued
with AOC in order to ensure their compliance to the provisions of
Annex 6 to avoid probability of posting SSC.

CAAB’s Background in reference :
Bangladesh has established the formal system of the issuance
and renewal of Air Transport Operating License (equivalent to
air operator certificate) through the Air Navigation Order ANO
(AT) A-2, issue 01 on 24 November 2004.
ANO (AT) A-2, issue 02, has been revised on 07 April 2009,
prior to ICAO audit, addressing the requirements of ICAO
Annex-6 part -1 and incorporated ICAO Standard AOC and
Operations Specification following the guidelines of DOC 8335.

CAAB’s Background in reference :
None of the AOC has been issued by CAAB without
complying the international standards.

Immediate Action by CAAB (as recommended by ICAO):
– CAAB conducted the structured evaluation of all eleven operators.
– Operations of four air operators were suspended immediately.
–
Rest seven operators were instructed to comply within stipulated time.
– Out of seven, only three namely Biman Bangladesh Airlines, United Airways Ltd
and GMG Airlines had been conducting International operations.
– Two operators-Biman Bangladesh Airlines and United Airways Ltd met maximum
requirements as per Annex 6.
–One airlines with marginal compliance status was allowed to continue operation
under strict surveillance by CAAB with the condition of improving within a stipulated
time.

Short-term Action by CAAB :
CAAB has re-viewed and established adequate
procedures vide ANO (AT) A-2 (Issue-3)
addressing all
deficiencies in respect of
issuance of AOC.
Long-term Action by CAAB :
CAAB is in process to develop a filing system for
maintaining records of all certification activities
related to applicants and holders of AOCs.

Despite immediate action taken by CAABangladesh as per recommendation of
ICAO audit team, Bangladesh has been
posted with ‘Significant Safety Concern’,
which was unexpected.

ICAO’s Comments and CAAB’s Position in reference to
SSC :
ICAO : Review and approval of an air operator’s flight
safety documents system
CAAB : CAAB has promulgated Rule 123 (8) of CAR ’84
and, on 26 August 2009, accordingly, developed ANO
(OPS) H-2 in line with ICAO Annex 6, Attachment-H on
Flight Safety Documents System for implementation of
Flight Safety Documents System within all operators.

ICAO’s Comments and CAAB’s Position in reference to
SSC:
ICAO : Coordination between operations, airworthiness and
other affected areas of the CAAB during the certification
process
CAAB : Coordination between operations, airworthiness and
other affected areas of the CAAB during the certification
process was already in existence and was in practice. However
the documentation and record keeping were inadequate and
insufficient.
At present CAAB has issued and established adequate
procedures vide ANO (AT) A-2 (Issue-3) addressing all
deficiencies.

Notes:
As per ICAO State Letter Ref: AN/11/1.3.21 & AN11/32.3.5 –
09/86 dated 06 November 2009, Standardization of AOC
and its Operations Specification has become mandatory for
the States by 01 January 2010.
States were argued to comply on or before the schedule
date or to notify difference with specific implementation plan.
Bangladesh has notified with plan of implementation and
expected date of completion has been fixed on June 2010.

Civil Aviation Rules -1984 (CAR’84) has been updated as per latest ICAO
SARP’s and whole CAR’84 has been posted with the CAAB website:
www.caab.gov.bd
CAAB has appointed four most experienced pilots from three of major
airlines to act as Flight Operation Inspector on part time basis to perform
surveillance of air operators operation on behalf of CAAB.
Advertisement has been placed for two full time Consultant/ Flight
Operation Inspectors.
Training Programme has been developed for all Consultant/Flight
Operation Inspector for part time basis.
