Background
 The Ministry of Labour and Social Affairs selected the
conference topic having considered the Programme
Statement of the Government, in which the
Government had undertaken "to create conditions
for a quicker return of caring parents to paid work
and to establish conditions for the further
development of family policy and childcare in
order to enhance the social status of the family
and to strengthen the involvement of both parents
in childcare."
 Educational care constitutes one of the core functions
of the family – basic element of the society.

 Family care offers presence of a steady
related person, creation of a stable relation in
a safe/familiar home environment

development of the child

to the element of the home environment supplemented and/or
developed by the care.

Institutional care by non-parents for children under three
years of age (in specific cases over two years of age)
 Healthcare facilities (crèches),
 Childcare services provided under Act No.
455/1991 Coll., Trade Act, as amended
(hereinafter referred to as "Trade Act") in scope of
professional trade classification "Daily care for
children under three years of age" – in business
premises
 Pre-school facilities established according to the
"Education Act" – family-like or common
kindergartens, corporate kindergartens

Institutional care for children over three
years of age
 Kindergartens
 Childcare services provided under the
Trade Act in scope of unqualified trade,
trade classification no. 72 “Extracurricular
education, organisation of courses,
trainings, including lectures“
– provided in business premises – agencies,
clubs, maternity centres, leisure centres,
activity clubs for children and youth

Non-institutional care for children up to
three years of age
 Under the Trade Act, qualified trade "Daily
care for children under three years of age"
– so-called childminders  Under the Trade Act, trade classification
no. 79 "Providing services to family and
household", BUT occasionally and
temporarily

Non-institutional care for children over
three years of age
 Care provided in scope of unqualified trade, trade
classification no. 72 „Extracurricular education,
organisation of courses, trainings, including
lectures“,
 In scope of unqualified trade classification no. 79
"Providing services to family and household" care for children over three years of age must be
provided individually in the children's household,
or occasionally and temporarily, if provided
outside the children's household,
 e.g. short-term childcare facilities, agencies,
individual nurses, housekeepers, nannies etc.

Problems faced by providers
 Education – the qualified trade requires
secondary healthcare education, e.g. general
case nurse, healthcare assistant, hospital
attendant, birth assistant, emergency healthcare
assistant
 Sanitary conditions
 Unclear interpretation of the "daily care" concept
in the Trade Act
 Absence of legislative regulation for the so-called
mutual parental assistance
The "pro-family package" offers a solution.

Selection of the childcare form must
provide for:
the so-called free choice principle respecting the
child's and the parent's needs:
 Radka Dudová, sociologist: "first of all, conditions
must be provided to enable fulfilment of the
children's and the parents' needs“
 Jeroným Klimeš, psychologist: "I would reverse
the question a bit: How important is the stay with
their children in this period for the parents?“
