WHAT IS “GAMBLING?”
The legal definition of gambling :
Gambling “includes any activity when a person pays
something of value (consideration) to participate in an
event that presents the possibility of winning something of
value (prize)whose outcome is determined at least in part
by chance (Rose, 1986). “

• Some populations are more likely to have or develop a
problem:
 Young people, especially males, age 29 or older
 Alcoholics, drug addicts, or people with other addictions
 Some cultures, including African American, Hispanic and
Native American
 Inmates
 Casino workers, Law Enforcement, Day Traders, etc.
• Problem Gambling can be even more harmful to some
groups of people, including:
 Elderly

addiction.

• 2.5 times as likely to smoke cigarettes2
• 2 to 7 times more likely to use illegal drugs (rates
vary by drug)2
• Twice as likely to binge drink alcohol (taking 8 or
more drinks in a 24 hour period)2

Problem gamblers are arrested almost 3 times more than regular
citizens: 35.1% to 13.5%1
… and incarcerated more than 3 times as often: 20.5% to 6.3%! 1
… and account for as much as $8 billion dollars in annual social
costs2
Studies suggest that roughly one third of inmates are problem or
pathological gamblers – the highest prevalence of any
population! 3
