Counsel the rated Soldier on duty performance and professional
development throughout the rating period
Prepare a separate DA Form 2166-8-1 for each rated NCO
Assess the performance of the rated NCO
Prepare a fair, correct report evaluating the NCOs duty
performance, values/NCO responsibilities, and potential
Monitor support forms
Assess the ability of the rated Soldier
Evaluate potential but may address performance
Obtain the rated NCOs signature
When the SR does not meet minimum time requirements for
evaluation purposes, the statement: “Senior rater does not meet
minimum qualifications” must be entered in Part Ve and Parts VC
and Vd will be left blank
Reviewer is responsible for providing rating
safeguard and over-watch
Comments only when in disagreement
Ensure that the proper rater and senior rater
complete the report

The following rules apply:
(1) The reviewer’s signature and date cannot be before the raters or
SR
(2) The SR signature and date cannot be before the raters
(3) The rated Soldier may not sign or date the report before the
rater, SR or reviewer
The NCOER may be signed and dated by each individual 14 days
prior to the “thru” date of the report
If the rated Soldier is unavailable, unable, of fails to sign the DA
Form 2166-8 for any reason, the senior rater will either resolve the
problem or explain why in Part Ve and the rated Soldiers signature
is left blank.
THE REPORT WILL NOT BE DELAYED BECAUSE IT LACKS
THE RATED SOLDIERS SIGNATURE
Bullet comments are mandatory regardless of ratings given
Be short, concise, to the point
No longer than two lines
Start with action verbs or possessive nouns; personal pronouns may
be used
Use past tense when addressing performance/contributions
Double spaced
Preceded by a small “o”
Comment may only be used once
Quantitative and substantiated bullet comments are used to explain
any area where rated NCO is particularly strong or needs
improvement
Pass/Fail/Profile and date (YYYYMMDD)

Reports must reach AHRC 90 days after the ending
date of the report
SR are responsible for ensuring reports are submitted
in a timely manner
