NTSS DRAFT REVIEW FRAMEWORK
NTSF MEETING

PURPOSE
•
To request the NTSF to note the Draft Framework for the
NTSS Review and provide comments for its enrichment.

BACKGROUND
 NTSS launched in March 2011; to contribute towards creating
conditions for the sustainable development and growth of the
tourism in SA;
 Strategy underpinned by 3 pillars viz.
 to grow the tourism economy;
 to enhance visitor experiences; and
 to sustain good governance in the industry.
 Implementation of the NTSS commenced in April 2011; and
 NDT responsible for monitoring the implementation of the
Strategy through the NTSS Implementation mechanisms.
 The mid-term NTSS review process is scheduled to be
undertaken in the 2015/16 financial year- preparatory work to
start within current financial year;

WHY NTSS REVIEW?
 To assess where we are and consider what strategic focus areas
and approaches will help us consolidate current achievements
and take us to the next level whilst contributing to the country’s
long-term goals;
 To ensure that the NTSS responds to global and national trends;
 To give effect to the latest changes to tourism legislation as well
as in the environment generally;
 To ensure that implementation risks are minimized;
 To retain the relevance of the Sector Strategy;
 The need for the review of the NTSS is also derived from the
Chapter 2 of the Tourism Act No 3, of 2014.

 Establishment of the Strategy Review Task Team/Working Group
 To oversee and provide strategic guidance and ensure broad input and
consideration of the issues;
 It is envisaged that the Task Team/ Working Group would act as a national
forum to make recommendations on the future Strategy to the Minister.
 Its mandate would be to inter alia:
 Identify the key elements of the Strategy, both industry-led and
Government-led,
 Specify recommendations and actions, to give effect to the future strategy;
and
 Consultation on the contents of the Draft Strategy.
 It will be constituted by senior representatives from stakeholder groups that will
use and be affected by the Strategy including Strategy development experts
with an extensive understanding of the tourism sector; .
 Focus groups to also be utilised.

 To review the 2011 NTSS, the following three-phased approach is proposed:
 Phase 1: Macro Level Assessment
 This will entail conducting a travel and tourism environmental scan and
formulating broad questions that the strategy should address;
 The environmental scan will assist in identifying the relevant trends, potential
opportunities, challenges and future developments in the external environment
that are most likely to have a significant impact on the development, promotion
and transformation of the tourism sector;
 A detailed review and assessment of the current tourism scenario in the country
and globally will form part of this phase ;
 It is envisaged that, this analysis would set parameters for the comprehensive
and in-depth review of the Strategy.
 A Situational Analysis Report is a major output of the Macro-level assessment.

 Phase Two: Micro Assessment
 Review of the Strategy’s achievements and challenges, as well as the
areas where it failed to deliver as expected;
 Identifying the actions where implementation is well advanced; where
further progress is required and those that represent key barriers to
further development;
 It will furthermore provide benchmarks for the future growth of the
tourism sector;
 This phase will be finalised in consultation with all established tourism
structures such as MIPTECH and its Working Groups, MINMEC, NTSS
Sub Sector Forums NTSS Clusters and National Tourism Stakeholders
Forum.
 This will ensure that current and future needs of the tourism industry
have been well identified and endorsed by the sector.
 An Options- Analysis Report will be a major outcome of this phase.

 Phase Three: Reviewing/Drafting of the Strategy
 The drafting will flow from information gathered in phases 1 and 2;
 The reports from the two phases will provide guidance on where a
major review of the NTSS is required or major amendments are
expected and would also set parameters for the comprehensive
and in depth review of the Strategy.
 The drafting process will be initiated in line with the provisions of
the Tourism Act 3 of 2014.
 It will make provision for objectives, measures/indicators, targets,
focus areas and priority actions which would most contribute to the
continued successful development of the sector;
 This will include identification and prioritisation of key
elements/issues to be pursued which could be drivers of future
success so that resources get directed to critical areas for the
development of a robust and more vibrant tourism industry.

 Gazetting of the Draft Strategy
 In compliance with the Act, the Draft Strategy will be launched for
gazetting to request for the submissions of inputs and comments.;
and
 Furthermore, formal requests/letters to obtain inputs will be
forwarded to role players such as national Departments since they
would not have had an opportunity to participate in the Strategy
Review Task Team.
 Analysis
and
Consolidation
of
Stakeholder
Inputs
 Refinement and finalisation of the Draft Strategy based on consultative
feedback.
 Further consultations (with NTSS structures) on the amended Draft
Strategy will be undertaken and further comments integrated resulting
in the final Draft Strategy.

 Initiation of Approval Processes
 Presentation to all relevant structures culminating in its presentation to Cabinet
for consideration and approval;
 As part of this process, a costed implementation plan will be developed to
ensure that the minimisation of implementation risks and ensure that the
Strategy’s goals are not compromised.
 Launch of the Strategy
•
 The review process will be concluded by the launch of the Strategy to create
awareness and to this end, the Strategy Communication Plan would be critical.
