Why collect data on bird presence and bird strikes?
• In safety what isn't documented doesn't exist!
• Proof
• Monitoring the effectiveness of the measures
(passive and active)
• We monitor the level of risk – risk assessment

Why collect data on bird presence and bird strikes?
• We fulfill legal requirements:
• National (SLO) regulation:
• Regulation on occurrence reporting in civil aviation
• EU regulation:
• COMMISSION REGULATION (EU) No 965/2012–
Air operations
• COMMISSION REGULATION (EU) No 139/2014
– (EASA ED DECISION 2014/012/R in ED
DECISION 2014/013/R) – Aerodromes
• Requirements of ICAO Annex 14 - Reporting for IBIS
base

How did we collect data before deployment of
GALIOT WLM?
7
Wildlife management with Galiot WLM
• Filling out a paper form –
by approx. 50 firefighters
• Consistency of data
(incorrect location,
incorrect naming of
species of birds, number
of birds recorded with
words)
• Difficulties in ensuring the
readability of reports
• Time consuming

Digitization and analysis of data
• Manual
digitalization of
data
• Manual analysis
of data

Preparation of documentation

The transition to a software solution
• Review of situation on the market (comparison Scarecrow
Ultima and Galiot - WLM)
• We opted for a comprehensive solution Galiot (all the
different applications in one place)
• Testing - demo WLM application for all to try
• Translation to Slovene
• Implementation (buying a laptop, ensuring mobile internet
connection – 3G, coordination with Galiot, staff training)

ONLINE APPLICATION FORM
14

GALIOT - WILDLIFE MANAGEMENT MODULE
• Using the online form (we eliminated many of the
problems - readability and consistency of data,
etc.)
• The data is now analyzed and digitalized
automatically
• Automatic bird strike risk assessment – it is
generated at any given time

HEURISTIC MODEL – BIRD RISK ASSESSMENT
• The methodology of risk analysis in GALIOT is in
line with the methodology of dr. John Allan (Head
of Wildlife Management Programme FERA - UK)
• The methodology is described in the article:
• Allan, John. 2006. A Heuristic Risk Assessment
Technique for Birdstrike Managment at Airports

SERIOUS MULTIPLE STRIKE
WHAT IS A SERIOUS MULTIPLE BIRDSTRIKE?
• A serious multiple strike is defined as an incident in
which more than 2 birds were struck and more than 10
seen
OR
• when more than 10 birds were struck.

What does this adjustment allows us?
Collisions between aircraft and flocks of birds have
greater weight in our analysis.

RISK IN THE AVIATION SYSTEM
 How to manage risk? Managing of risk is associated three components (exposure, likelihood and
severity).
EXPOSURE
(habitat management at the
airport)
PROBABILITY
(detection and bird harassment)
SEVERITY
(aircraft engines that can adsorb
energy from a bird strike, stronger
windshields, training pilots in case
of bird strikes, etc.)
 When we successfully manage all three components, only then we can say that our
system is optimized.
