Housing First
• Beginning in 2014, HPS is implementing a
focus on Housing First in an effort to reduce
the size of the homeless population.
• Measurement can help governments and
communities understand how to best achieve
the outcomes.
What are the Indicators?
• Estimated annual number of unique
individuals using emergency shelters
• Estimated number of shelter users that are
chronically homeless
• Estimated number of shelter users that are
episodically homeless
• Estimated number of people living on the
street (sleeping rough)
What are the Indicators?
• Percentage of communities that have
demonstrated a reduction in homelessness
through their point-in-time count
• Number of individuals placed in housing
through an HF intervention
• Percentage of HF clients who remained
housed at six and twelve month follow-ups
• Percentage of HF clients who require rehousing
How Will Data Be Collected?
• Target setting data obtained through the
Community Plans
• Annual Community Plan Update obtained
through annual updates provided to HPS by the
CE.
• HIFIS data on shelter usage trends
• Project-level data through the Homelessness
Electronic Reporting Information Network
(HERIN)
• Point-in-Time counts conducted at the
community-level
What is the role of HIFIS in data
collection?
• Data collected on the usage of shelters will play
an important role in measuring the progress
being made by the HPS at both the community
and national level
• An information management system will be a
critical tool to support communities in
implementing successful HF programs
• HIFIS has been identified as a means to track
housing placement and case management for HF
clients.
What is the role of HIFIS in data
collection?
• HIFIS can also help communities to collect the
project-level data they will be required to
submit to their CEs on the outcomes and
results of HPS-funded projects such as housing
placement and housing retention.
• Outcome data on the results of HPS-funded
projects is submitted to the HPS through a
different interface, the Results Report Online
(RROL) tool.
The CC’s Role in Data Collection
• HIFIS Community Coordinators (CCs) play an
important role in supporting data collection in
the community:
Works with key stakeholders to foster partnership
development
Promotes HIFIS, provides necessary training in the
community and assists with the implementation
of HIFIS in shelters and other service providers
Facilitates data reporting
