 On any given day assignments are generated based on availability parameters and
highest rank
 Example: 5 games using 10 officials on March 11, 2015 – Officials ranked 1, 3, 9, 12
& 14 are unavailable. Arbiter assigns officials ranked #2 & #4 to game 1, #5 & #6 to
game 2, #7 & #8 to game 3, #10 & #11 to game 4 and # 13 & # 15 to game 5. Official
# 4 turns the assignment down because they are not available but FAILED to block
the date in Arbiter. As a result, the 16th ranked official is the next best available
option for the top game of the day. IF official # 4 had blocked the date in advance,
the next best available official for that top game would have been #5 instead of #16
