Increase range of functions based on context:


Mobilize the drop outs/ hard to reach groups for FP,
immunisation, child health, nutrition, health insurance,
disease control prog.
Entrust social mobilization role


Continuum of care & support for maternal & newborn
health: at home & at the institution
Especially to reach the socially excluded
Include Dais as an official member of primary
health care team:

Dai/ANM/AWW & VHSC
Expanding the Role of Dais …………..

Include Dais in monthly review meetings:


PHC, block level
Select them as ASHAs:

Waive the criteria for literacy
Decentralised Planning

From a programmatic standpoint:




Important to plan for inclusion of Dais at the local
levels - block/district.
Women’s choices needs to be considered in planning
Where institutions are not prepared: (staff and
equipment), in all tribal villages and hamlets, and in SC
habitations, dais must be trained as safe delivery
providers, with strong referral and transport back up.
NRHM-NGO programme guidelines should enable
dais to be engaged in programmes for unserved/
underserved areas
Capacity Building

Dais need appropriate training:






Based on capacity needs assessment
Documentation and inclusion of beneficial traditional
practices
Psychosocial aspects should be included
Including on the job mentoring & training
Training must focus on achieving a minimum quality of
care (set standards)
Include Dais:

In ASHA/AWW orientation/refresher training/field
mentoring
Capacity Building

Doctors & nurses must be oriented to the content
and methodology of TBA training.


Training must be done within the community



To sensitize and promote TBAs as service providers
This enables communities support and recognition
Enable setting up of Dai schools at local level
Functional literacy should be included in the
training.
Empowerment of DAIs


Recognition:
 Dais need formal recognition in the form of an
identity card
 Establish accreditation and certification
mechanisms
Organise Dai Collectives :


At the Panchayat, block, district, State & National
level
Create platform for sharing of experiences.
Include Dais in financial incentive
schemes


For home deliveries where the mother
gets Rs. 500, some financial compensation
needs to be provided to the TBAs.
In JSY scheme – TBAs should get the
incentive when she accompanies the
mother to the institution.
Fund Allocations

Provide resources for:

For capacity building
For remunerations

For organising into groups.

