Since Winterbourne View …
Inspected all 23 Castlebeck services
Found four services to be of serious concern; seven services
were not compliant with essential standards; twelve services
were compliant
Themes identified:
lack of staff training;
inadequate staffing levels;
poor care planning;
failure to notify relevant authorities of safeguarding incidents;
failure to involve people in decisions about their own care

Learning Disability inspections …
CQC conducting review of 150 learning disability services
Focus on: care and welfare of people using services; and
safeguarding people using services from abuse
Same methodology as dignity and nutrition inspections:
inspector; professional expert; expert by experience
Six pilot inspections conducted in early September
Will publish a report on each location visited and a national
overview report. Reports will also be available in easy read
versions
Set up advisory group to provide advice on these inspections.
Chaired by Jo Williams and made up of stakeholders from
charitable, voluntary and other sectors

Conducted early assessment of CQC’s actions in Winterbourne
View
Conducting in-depth management review of actions since
Winterbourne View was registered
Management review will be CQC contribution to serious case
review, chaired by independent person, Margaret Flynn
Department of Health review of roles of all agencies involved in
Winterbourne View. Advised by: Mark Goldring; Professor Jim
Mansell; Anne Williams
Ministers will report to Parliament when findings known; then
decide any further action necessary
