Read to Achieve
Excellence in Public Schools Act, House Bill 950
• A third grade student may be promoted to grade 4 if the
student demonstrates reading proficiency through one of the
following:
• NC EOG Reading Test (Level 3 or 4) or
• Completion of Grade 3 Reading Portfolio or
• Retest of the NC EOG Reading Test (Level 3 or 4) or
• NC Read to Achieve Test (Level 3 or 4) or
• Completion of Grade 3 Reading Portfolio or passing the
Read to Achieve Test after participating in Summer Reading
Camp or
• Completion of the Grade 3 Reading Portfolio or passing the
Reading to Achieve Test at mid-year promotion

Good Cause Exemptions
Limited English Proficient students with less than two
years of instruction in ESL
Students with disabilities whose IEP program indicates
use of alternate assessments and reading
interventions
Students who have (1) received reading intervention
and (2) previously been retained more than once in
K, 1st, 2nd or 3rd grades

Read to Achieve Portfolio
The portfolio MUST contain the following 3 components:
Evidence of ALL benchmarking and progress monitoring
from Mclass Reading 3D
Evidence of an ongoing PEP with goals, interventions and
instructional strategies based on student data that
matches the needs of the individual student
Evidence of proficiency on 36 completed passages, three
passages for each of 12 standards.
