1986 Plymouth Polytechnic ( later University of Plymouth
Colleges - UPC) saw need to improve access to HE for
mature students
1988 Government policy shift to increase participation in
Higher Education - with the direct result of a rapid
expansion of college based HE
2004 Cornwall gained first tranche of ESF Objective One
funding
2007 UPC had 9,500 HE students studying in FE with
assurance of quality and progression, on line resources
and support services and a wide range of courses linked
to local economic priorities
