2013 Operation Damayan JTF 505 Shortfalls
• Due to relief efforts we lacked:
– Host Nation Mercury Processing due to AFP deploying staff
– Coordination with NGO’s
• Not everyone was familiar with Mercury
Self Imposed:
• Time consuming to incorporate spectrum assignments in
our current systems in order to build the virtual electronic
environment for planning and interference mitigation

2013 Operation Damayan Success
• APAN was used as a collaboration site
• Mercury established at the National Telecommunications
Commission (NTC) to facilitate Host Nation support
• Mercury had proved to be a success for spectrum
coordination by enabling flexibility and simplicity to the
spectrum request process.
• DISA published YouTube videos within 48 hours
• DISA established 24 hour helpdesk assistance for
processing new user accounts and other support
requirements

Recommendations for the Future
• Continue to:
– Socialize the Importance of Mercury for spectrum collaboration
• Phoenix Endeavor
– Refine the MNF SOP to outline processes
– Share information via APAN
• Incases where no subunified command USPACOM
representative at the Host Nation spectrum coordination
agency would expedite assistance for JTF and NGO’s
• As a result of user input Mercury will continue to evolve
