required for all children’s products and must
be created by the manufacturer or importer

– Children’s apparel requires two if decoration done
at different time or by a different vendor
– Distributors responsible under CPSIA for same
requirements and obligations as “manufacturer” if
they purchase blank garments and have them
imprinted.
