It solves unfavourable operating situations (caused e.g. by high transit of
power from wind parks in Northern Germany).
These flows of power result from increased installed power generation capacities in
wind power stations as well as from prices of power on spot markets (such prices of
power are directly related to the volume of wind power generation)
