The Supreme Court has distinguished between “Virtual Money” & “Real Money”.
 Only two authorities are permitted to arrange real money gaming in the State of Israel (State Monopoly):


TOTO Council (1967) , offers real money wagering, sports wagering and horse racing.
LOTTO (“Mifal HaPais”) (1951) offers lottery and scratch card betting.
