INTRODUCTION
The population of Grigny (France) has long been stigmatised as violent-prone. Following a particularly
strong riot, decision was made to create a non-for-profit association named VIVACITEAM to appease
the youth through sport and facilitate its access to the city’s social integration services.
The association was mainly built to accompany troubled, excluded kids (unemployed, dropouts,
dismantled families, health/addiction problems, etc.), but it also welcomes a vast public of wellintegrated people who seek new sport challenges and/or contact with the youth, social workers, and
coaches.
VIVACITEAM is a space dedicated to integration through sport. The gym is open every day and offers
various classes, such as grappling, Brazilian jiu-jitsu, freestyle wrestling, luta livre, or weight training.
VIVACITEAM has already opened four gyms across four Parisian suburbs and counts 3000 members.
One of VIVACITEAM’s goals is to empower its members through the realisation of common projects in
which everyone’s talent can be expressed. The main project that has been carried out since 2005 is
the organisation of “VIC”, a yearly international grappling tournament that has rapidly become the
most prestigious tournament organised in France. The “VIC Tour” concept was launched in 2011 with
the aim of organising regional selections across France in order to seed the best talents.
2012 was marked by a rapprochement of VIVACITEAM and FILA and the decision to extend the VIC
Tour concept to the rest of the world and make it one of the qualification phases for the 2013 World
Combat Games.
The Belgian Committee of Associated Wrestling Styles (B.A.W.S.) joined forces with VIVACITEAM to
conduct similar social projects in Brussels and hold the 2013 VIC Tour Final in the venue that hosted
the 2012 European Championship.
PARTICIPATION
1. Only the National Federations or Committees duly affiliated to FILA for the year 2013 can
participate in the tournament.
2. The athletes who qualified for the World Combat Games on the occasion of the 2012 World
Championship are not allowed to compete in the VIC Final (in the style in which they
qualified).
3. All first and second-ranked athletes at the VIC Tour qualifying tournaments held in Rennes
(FRA), Toulon (FRA), Belaya Tserkva (UKR), Athens (GRE), Naro Forminsk (RUS), and
Dinant (BEL) are qualified for the VIC Final. Each weight category will therefore count 12
athletes from the qualification tournaments.
4. The National Federations or Committees that did not host or take part in qualification
tournaments are allowed to enter 1 senior athlete per weight category.
5. Each senior competitor must be 20 or older. Competitors aged 18 and 19 will be allowed to
participate upon presentation of a medical certificate. Age and nationality will be checked with
the passport at the weigh-in.
6. The competition will also be open to kids aged 12-14 and 15-17. The weight categories will be
decided at weigh-in depending on the number of participants. The number of participants per
weight category and per country is not limited for kids.
7. Each competitor must present a valid national licence for 2013 and a valid passport at
accreditation.
8. The competitors who do not hold a FILA international licence will be requested to sign a
waiver to release FILA and the organisers of any responsibility in the event of an accident
occurring during the tournament.
9. The delegations in need of a visa to enter Belgium must send their visa application forms to
info@fila-grappling.com before 25 April 2013. The organizer will take care of sending official
invitation letters to the Belgian consular representation in their country of residence.
10. The National Federations and Committees must confirm their athletes’ participation via the
entry form that must be returned to info@fila-grappling.com before 11 May 2013.
11. The entry fee for senior competitors is 40 EUR for 1 style and 50 EUR for 2 styles.
12. The entry fee for youth competitors is 30 EUR for 1 style and 40 EUR for 2 styles.
13. The competitors who miss the weigh-in times will be denied access to the competition. They
must make sure to report early enough to complete the weigh-in procedure within the allotted
timeframe.
14. The competitors who compete in both styles must report to the weigh-in scheduled before
each style in order to re-check their weight and draw a number. If a competitor misses the
second weigh-in, he/she will not be allowed to compete.
15. Competitors are under the exclusive responsibility of their National Federation or Committee
through their respective coaches. Any breach of the rules will be sanctioned according to the
FILA Disciplinary Regulations.
TECHNICAL CONDITIONS
1. The competition will run according to the FILA official rules on 3 FILA approved mats.
2. The competition will take place in the official weight categories and no weight allowance will be
accepted: Men 62, 66, 71, 77, 84, 92, 100, +100kg and Women 58, 64kg.
3. Each competitor will be requested to undergo a medical examination before the official weighin, during which his/her competition uniforms will be inspected for compliance with the
international FILA rules:
No-Gi Grappling: Board shorts or leggings and a mandatory rashguard. The first competitor
called shall wear an overall red uniform and the second one an overall blue uniform. The
shorts/leggings can be of a neutral color such as black, grey, or white.
Gi Grappling: The first competitor called shall wear a white Gi and the second one a blue or
black Gi.
In case the competition uniforms are not compliant, competitors will be able to buy approved
gear on the spot.
4. The country’s abbreviation (3 capital letters of 8-10 centimetres) must appear on the back of
the athletes’ competition uniform. The athletes who do not comply with this requirement will be
able to have their countries’ abbreviation pressed on the spot for 10 EUR per garment.
5. The drawing of lots for position in the brackets will be done manually at the time of weigh-in.
6. Competitors who forfeit a match without proper medical certificate will not be allowed to
proceed throughout the tournament (even in other styles) and will be withdrawn from the final
ranking.

8. The winners of the following weight categories will qualify for the 2013 SportAccord World
Combat Games:
No-Gi Grappling Men 66kg, 77kg, 84kg, Women 58kg
Gi Grappling Men 71kg, 92kg, Women 64kg
The participants in the World Combat Games will have all their expenses covered by the
organising committee.
REFEREES
1. In accordance with the FILA regulations, each delegation participating with more than 3
athletes (all styles combined) is required to enter at least 1 referee. The National Federations
or Committees that would not comply with this rule will be imposed a penalty of 1000 CHF
invoiced by FILA at the end of the year.
2. All referees must attend the seminar that will be organized on 24 May 2013.
3. All referees must wear the regulation uniform (during the course and competition), that is: the
official black polo, black flat front pants, and black plimsolls or socks (sport shoes are no
longer accepted).
4. The participating referees will be evaluated in view of the selection for the SportAccord World
Combat Games. The first evaluation took place at the European Championship in Kecskemet
and the third and last evaluation will take place at the World Championship in London.
TRANSPORT & ACCOMMODATION
The delegations are responsible for their own transport and accommodation arrangements.
Public bus services from Brussels International Airport and Charleroi International Airport to the center
of Brussels (Gare du Midi, central station) are available at reasonable rates (between 10 and 22 EUR).
