New Pests and Pest
Programs
Asian Citrus Psyllid
 Continues to spread in California.
 Quarantines have recently been expanded in Fresno, Kern,
San Joaquin, San Luis Obispo, Santa Clara, Tulare Counties
 Parasite release have been successful in reducing population
numbers.
 No additional sites with Huanglongbing (HLB) – only
confirmed find has been the single property in Los Angeles
County in 2012.
 Research continues on alternative HLB detection methods;
however, PCR is the only federally recognized test at this
time.
European Grapevine Moth
 Only one moth trapped in 2014 (Sonoma County – outside
quarantine area)
 Solano and portions of Napa and Sonoma released from
quarantine in August 2013.
 446 square miles remain under quarantine in Napa and
Sonoma counties.
Fruit Flies
 Mediterranean Fruit Fly – 52 detections in Los Angeles County
resulted in quarantine which was lifted in August.
 Guava Fruit Fly – 9 detections (Contra Costa, Riverside, Alameda,
Los Angeles, and Santa Clara Counties); MAT in Contra Costa
County; no quarantine triggers reached.
 Oriental Fruit Fly – 29 detections (Los Angeles, Orange, Riverside,
San Diego, San Mateo, and Santa Clara Counties); 3 MAT
eradication projects (Los Angeles County and 2 in San Diego
County); no quarantine triggers reached.
Light Brown Apple Moth
 Continues to spread in California
 In many instances spread can be directly linked the
interstate movement of infested nursery stock.
 No plan to drop quarantine as it is still a pest of concern for
many trade partners (i.e., Canada and Mexico)
Japanese Beetle
 Seven adults trapped in Sacramento County (Carmichael
and Fair Oaks)
 Fair Oaks finds near detections of 2011 and 2012.
 All properties treated.
Gypsy Moth
 Five moths trapped in 2014 (Los Angeles,
Orange, and Sacramento Counties).
 No additional moths detected in subsequent
surveys.
 Larval survey planned for spring.
 All confirmed to be North American/European
(not Asian).
Cereal Leaf Beetle
 Detected for the first time in California in Modoc and Siskiyou
Counties in 2013.
 Biocontrol program initiated.
 Exterior Quarantine (CCR 3277) repealed.
Sweet Orange Scab
 Currently a federally actionable pest and listed as a pest of
concern for some trade partners.
 Detected for the first time in California in Oct 2013 in Imperial
County.
 Subsequently detected in Los Angeles and Riverside
Counties
 Infected areas will be added to Federal Order; CDFA is using
statutory authority to regulate intrastate
movement.
Cucumber Green Mottle Mosaic
Virus
 A seed borne disease that affects many cucurbits and other
vegetable crops.
 Detected for the first time in North America in Yolo County in
2013.
 Detected in San Joaquin County in 2014.
 Traceforwards/Tracebacks show extensive distribution of
potentially infected seed and transplants.
Egyptian Broomrape
 Parasitic plant with an extensive host range.
 Federal action pest previously undetected in North America.
 Detected in a single field in Solano County in 2014.
 The field was placed in hold and will be tarp fumigated with
methyl bromide.
Pest Exclusion Programs
Border Stations
 FY 2014/2015 $3.1 million BCP approved to augment program
budget.
 Most permanent and temp-help staffing restored.
 Currently operating all 16 stations.
 Nine are full-time and seven are part-time.
High Risk Pest Exclusion
$3.07 million to counties (same as last year).
Partially funded pathways:
Airfreight ($1.6 M)
Parcels ($600k)
High-risk nursery stock ($870k)
Allocation of funds to pathways is the same as
last year.
Review if pathway analysis is being discussed.
Dog Teams
 Currently funded at $3 million per year through farm bill.
 Program continues to be highly successful.
 This year’s farm bill proposal will be at $4 million and would
fund four additional teams.
 Santa Clara County is engaged in pilot program to obtain
warrants for USPS parcels.
 If successful, this warrant authority will be delegated to other
counties.
Commodity Inspection
Inspection and Compliance
 Online training commodity training modules are now
available (http://www.cdfa.ca.gov/is/i_&_c/standardization.html)
 Advocacy training was provided in summer/fall 2014.
 Hearing Officer Training will follow in Jan 2015.
 Standardization database will be available in early 2015.
 Farmers Market Database
is under development.
Inspection and Compliance
 AB1871 Direct Marketing/Certified Farmers’ Markets







Defines and allows for penalties for misrepresenting products.
Defines agricultural and non-agricultural products.
Vendors must have health code compliance signage
Ag products no longer allowed in “event” portion of market
Commissioners may charge for inspection.
Changes composition of advisory board.
$2 fee stall fee for all vendors selling in and in conjunction with
CFMs.
 Allows for CDFA to contract with CACs for inspection
reimbursement.
 Regulations will be needed to further define and clarify
enforcement of AB1871 – CDFA will work with CACASA to
develop.
Egg Safety and Quality Management
 Missouri challenge to new Shell Egg Food Safety regulations
overturned.
 CDFA is performing audits on out-of-state producers to
ensure compliance with cage and vaccination, and chick
paper testing requirements.
 On January 1, 2015, all eggs must be labeled as being Shell
Egg Safety Compliant.
 Egg inspection contracts were offered to eight additional
counties – all but one accepted.
 CACs are planning a coordinated egg blitz in the near future.
