Why Public Access?
Easy access to published research funded by NIH will help
advance science and improve human health
• Meets the public’s expectation that articles based on NIH-funded
research are publicly available (Harris Poll 2006).
• Over 2.6 million articles are now in PubMed Central (PMC).
• Every weekday, 800,000 users access the database, retrieving over 1.5
million articles.
• NIH can monitor, mine, and develop its portfolio of taxpayer funded
research more effectively.
• NIH-funded research becomes more prominent, integrated and
accessible, making it easier for all scientists to pursue NIH’s research
priority areas competitively.

The Author’s Responsibilities
The author has four responsibilities:
1. Address copyright
2. Acknowledge the grant
3. Submit paper to NIH Manuscript Submission System
4. Cite the paper correctly

1. Address Copyright
• Authors own the original copyrights to materials they write.
• However, authors transfer some or all of these rights to the
publisher when the journal agrees to publish their paper.
• Before any rights are transferred, authors should work with
the publisher to ensure that all conditions of the NIH Public
Access Policy can be met.

Before you submit for publication, determine the
journal’s NIHPA policy. There are four types of journals:
Method A: Journal deposits paper
Method B: Journal deposits paper for a fee
Method C: Author submits paper to NIH Manuscript System
Method D: Journal submits paper to NIH Manuscript System

2. Acknowledge the grant
• Authors must acknowledge the grant(s) that supported the
research reported in the paper.
• Example: “Research reported in this publication was
supported by the National Institute on Minority Health and
Health Disparities of the National Institutes of Health under
award number U54_MD008149” (space after activity code).

3. Submit to NIH Manuscript
Submission System
• The NIH Manuscript Submission system allows you to submit
an electronic version of your peer-reviewed final manuscript
for inclusion in PubMed Central.
• Authors can log in to NIHMS using their eRA Commons login.
• After the paper is submitted, it will be converted into a PMCready manuscript.
• Once it has been converted, the author must review and
approve the PMC-ready version of the manuscript.
• If the primary author is unable to perform necessary actions
in NIHMS, a co-author may take over duties for the record.

4. Cite the paper correctly

When citing a paper in NIH applications, proposals,
biosketches, and progress reports, include the PMCID at
the end of the full citation.
This requirement only applies to papers that fall under
the Policy and are authored or co-authored by you or
arose from your NIH award.

A paper with an NIHMSID indicates that it has been
submitted to the NIH Manuscript System
Papers using Methods C and D will start out having only
an NIHMSID, and then later will be assigned a PMCID
Once a PMCID number has been assigned, cite the
PMCID number rather than the NIHMSID number
A paper that has been submitted to NIHMS more than
three months after publication will be considered “noncompliant”

The PI’s Responsibilities
1. Work with authors to ensure all peer-reviewed
papers supported by your grant are submitted to
PubMed Central using one of the four methods.
2. If Method C or D, remind authors that they will also
need to approve the PMC-ready manuscript.
3. Train authors, collaborators, program managers, etc.
4. Plan in advance – don’t wait until the Progress
Report is due.
5. PubMed search using the grant number to locate
potential papers citing that grant.
