5S1: Placement
Numerator: Number of status-known CTE concentrators who left
secondary education the previous year and, in the second (2nd)
quarter following the program year in which they left secondary
education, were enrolled in postsecondary education or advanced
training, in military service or employed.
Denominator: Number of status-known CTE concentrators who
left secondary education the previous year.

4P1: Employment
Employment is a measure of the percentage of graduates who are employed
6 months after graduation.
Numerator: Number of CTE completers who were employed during the
September‐December time period following graduation.
Denominator: Number of CTE completers in the reporting year.
GAO Report on Education, Employment Data
 26 states have the capacity to link individual
postsecondary student records with state-level
employment data, according to a September 2010 GAO
Report
 GAO offers several recommendations for expanding
data collection efforts, including the use of state-tostate data sharing agreements and the expansion of
national postsecondary educational surveys.
 GAO also recommends that the Secretary of Education
develop guidance on how states can share data while
complying with FERPA requirements.
Capacity to Link Data is Increasing
 Policymakers are becoming increasingly aware of the importance




of connecting education, workforce development, and
employment data.
The U.S. Department of Labor issued $12.2 million in Workforce
Data Quality Initiative grants to support the development and
implementation of statewide or multistate longitudinal
workforce data systems.
An additional $13.75 million for WDQI grants as part of the Fiscal
Year 2011 federal budget request.
Maryland was one of 13 states to receive a WDQI grant.
Department of Education has also provided significant funding
to support data collection, awarding nearly $250 million in State
Longitudinal Data Systems grants to 20 state education
departments in May 2010.

The Regional Area Data Exchange (TRADE)
 The TRADE process is a voluntary quarterly regional
exchange of UI wage record extract information
among DC, MD, NJ, OH, PA, VA and WV
 MOUs have been negotiated and renewed among
the state workforce agencies that define the process
and authorized uses of exchanged data
 Confidentiality is the #1 priority for sustaining this
multi-state capability
The Federal Employment Data Exchange System:
A comprehensive data exchange system
structured to meet states’ data needs for
federal reporting as well as state level reporting
and evaluation, capable of exchanging all

 The inclusion of regional TRADE data resulted in an
additional 9% of students with 4P1 employment
matches .
 The inclusion of federal FEDES data resulted in an
additional 2.6% of students with 4P1 employment
matches.
 Matches were also done with state apprenticeship data.
