The Progress Programme
• Aimed at families where there is worklessness
• The term family is more than two people (not necessarily with
children)
• There must be an adult in receipt of a working age benefit to
qualify for Progress
• More than one member of the family can be on Progress, but
they are all able to make individual choices
• Linked to the Troubled Families agenda
• Ideal for families who are just outside the TF agenda
• Ideal for Work Programme returners
• Supports adults to reduce their barriers to employment
• Involves identifying individual targets and working towards
specific ‘Progress Measures’
• There are 23 Progress Measures that cover a wide range of issues

The Progress Programme
What is involved?
• One to one intervention and support
• Working with close partners to identify
candidates and support them to select
Progress
• Starts with a coaching session – a warm hand
over is preferred
• Progress measures achieved through one to
one activity, cohort learning, work experience
and volunteering.
