Background and objective
 Background
 Health system strengthening (HSS) is now a global
health priority
 Yet, little common understanding/agreement of what
HSS is and how to track the impact of HSS
 Objective
 To stimulate the debate and discussion on how to
track the impacts of a comprehensive HSS using
PATHS2 as an example
PATHS2 program in Nigeria
• Partnership for Transforming Health Systems:
Phase 2 (PATHS2), is a follow up program of PATHS
• A comprehensive system-wide HSS program,
• Funded by DFID: 2008-2014,
• Implemented by a consortium of partners led by Abt
Associates Inc.,
• Goal: Using Nigeria's own resources more efficiently
and effectively to achieve the MDGs.
 In response to DFID’s requirement, PATHS2 has
developed a unique framework and approach to
measure the system changes over the program period
