European Groupings for Territorial cooperation

EGTC established with EC regulation 1028/2006 and it is part of the EU Acquis

Regulation proposal from 6th of October 2011, Article 1 directs EGTC towards
territorial cooperation :
„The objective of an EGTC shall be to facilitate and promote territorial
cooperation, including one or more of cross-border, transnational and
interregional cooperation, between its members as set out in Article 3(1),
with the aim of strengthening economic, social and territorial cohesion.”
EGTC implementation in Croatia

The transposition of 1082/2006 EC Regulation on
European Grouping of Territorial Cooperation in
Croatia is administered by the Working group for
implementation of 1082/2006 EC Regulation on
European Grouping of Territorial Cooperation.

The working group is chaired by the Ministry of
Administration.
EGTC implementation in Croatia



The task of the working group is preparation of an
expert opinion about the implementation of EGTC
Regulation in Croatian legislation.
Chronology of the Work of the working group:
January 2011 – 1st meeting of the Working group for
implementation of 1082/2006 EC Regulation on
European Grouping of Territorial Cooperation
EGTC implementation in Croatia

May 2011 – 2nd meeting of the Working Group

July 2012 – following the parliamentary elections in
December 2011 and changes in the scope of the Ministries,
new members of the Working group are nominated by the
Ministries.

Working group is chaired by the Ministry of Administration,
while other members of the working group are: Ministry of
Regional Development an EU Funds, Ministry of Finance,
Ministry of European and Foreign Affairs, Ministry of Justice
and Ministry of Labour and Pension System
EGTC implementation in Croatia near future

Following the accession of Croatia into EU on 1 July 2013, legal
preconditions must be ensured for setting up of EGTC-s in which regional
and local authorities could participate.

As the EGTC Regulation is not yet implemented in Croatia, there are no
existing EGTC-s yet.

The issue of the EGTC Regulation implementation is recently raised on a
national level. New meetings are planned.

Also we will need to accommodate national law according to new
requirements of the new regulation related to EGTC for the period 20142020.
