 A conversion report (para 4, Article 4 ( 1178/2011)) , which was previously sent to EASA
shall:
describe procedures, forms and a policy how to convert the ratings and how to issue the new
Part – FCL licence;
Include copies of all documents necessary to demonstrate the elements set out in points (a) to
(e) para 4, Article 4 ( 1178/2011), including copies of the relevant national requirements and
procedures.
 A Credit report (para 2, Article 10 ( 1178/2011)), which shall:

(c) Skill test. An applicant for a class or type rating shall pass a skill test in accordance with Appendix 9 to this
Part to demonstrate the skill required for the safe operation of the applicable class or type of aircraft.
The applicant shall pass the skill test within a period of 6 months after commencement of the class or type
rating training course and within a period of 6 months preceding the application for the issue of the class or
type rating.

If examiner licence issued by MS ( Member State)1, applicant’s licence issued by MS 2 the
examiner must:


pre-notify the competent authority of the licence holder;
receive a briefing (FCL.1015 (b), (3)) from the competent authority of the licence holder on national
admin procedures, requirements for protection of personal data, liability, accident insurance and fees;
 FCL 1005: Examiner shall not conduct Skill Test or assesment of competency for issue
licence, rating or certificete:
 To whom provided flight instruction;
 Recomendet for Skill test;
 Whenewer they feel that their objectivity may be affected.
CAA izvērtē Instruktorus kā pretendentus
 CAA jaizveido eksaminetāju pretendentu sarakstu (ņemot vērā reģionus un
paredzamās pārbaudes ), tie jāvirza un jāapmāca ATO vai CAA un gatavo eksaminētāja
pilnvaru piešķiršanai.
 Uztur LR un citu dalībvalstu nozīmētu eksaminētāju sarakstu ( Ne LR iekļauj pēc
“Briefinga”;
 Eksaminētājus CAA nozīmē katrai “Skill Test” pārbaudei;
 Eksaminētājam sertifikātā jābūt norādītām pilnvarām veikt “Ratings” derīguma
pagarinājumu vai atjaunošanu.

III.VIII.
FCL.070 Revocation, suspension and limitation of licences, ratings and certificates
(a) Licences, ratings and certificates issued in accordance with this Part may be limited, suspended or revoked
by the competent authority when the pilot does not comply with the requirements of this Part, Part-Medical
or the applicable operational requirements, in accordance with the conditions and procedures laid down in
Part-ARA.
(b) When the pilot has his/her licence suspended or revoked, he/she shall immediately return the licence or
certificate to the competent authority.
ARA.GEN.355 Findings and enforcement measures – persons.
ARA.FCL.250 Limitation, suspension or revocation of licences, ratings and certificates
(a) The competent authority shall limit, suspend or revoke as applicable a pilot licence and associated
ratings or certificates in accordance with ARA.GEN.355 in, but not limited to, the following
circumstances:
(1) obtaining the pilot licence, rating or certificate by falsification of submitted documentary evidence;
(2) falsification of the logbook and licence or certificate records;
(3) the licence holder no longer complies with the applicable requirements of Part-FCL;
(4) exercising the privileges of a licence, rating or certificate when adversely affected by alcohol or drugs;
(5) non-compliance with the applicable operational requirements;
(6) evidence of malpractice or fraudulent use of the certificate; or
(7) unacceptable performance in any phase of the flight examiner’s duties or responsibilities.
(b) The competent authority may also limit, suspend or revoke a licence, rating or certificate upon the
written request of the licence or certificate holder.
(c) All skill tests, proficiency checks or assessments of competence conducted during suspension or after
the revocation of an examiner’s certificate will be invalid.

MK Noteikumi Nr 51 / 2011 par aviācijas personāla sertificēšanu:

Sagatavoti grozījumi pamatojoties uz Reg. 1178/2011 un 290/2012 prasību pamata ( sakarā ar Reg.
terminēto prasību ieviešanu –Nacionālie Normatīvie dokumenti noteiks prasības šajās jomās.
