What is TERA?
A simulation that allows your staff to respond to and visualize the
impact of their actions in a disaster that may affect your normal
operations.
Transportation version of the Emergency Management Staff Trainer (EMST)
 Developed by Engineering & Computer Simulations, Inc.
 Created under the Cooperative Research Program (TCRP) Project A-36,
Command-Level Decision Making for Transit Emergency Managers.
 Sponsored by the National Cooperative Highway Research Program 20-59,
Surface Transportation Security Research.

