ADOPTION, ISSUANCE AND PROMULGATION OF THE ENHANCED
TABLES OF SPECIFICATIONS FOR THE SUBJECTS IN THE
CHEMICAL ENGINEERS LICENSURE EXAMINATION
WHEREAS, Section 9 of Republic Act (R.A.) No. 10968, known as the “Philippine
Qualifications Framework Act”, mandates the Professional Regulation Commission
(PRC/Commission) and the Commission on Higher Education (CHED) to review the
system of assessment of learning outcomes and align them with the those of the
Philippine Qualifications Framework;
WHEREAS, CHED issued Memorandum Order (CMO) No. 91 (s. 2017) or the “Policies,
Standards and Guidelines for the Bachelor of Science in Chemical Engineering (BSChE)
Program Effective Academic Year (AY) 2018-2019”;
WHEREAS, Section 9(h) of R.A. No. 8981, known as the “PRC Modernization Act of
2000”, empowers the Professional Regulatory Boards to prepare, adopt and issue the
; syllabi or tables of specifications (TOS) of the subjects for examination in consultation with
0^ the academe, and determine and prepare the questions for the licensure examinations

which shall strictly be within the scope of the syllabus or TOS of the subjects for
examination;

WHEREAS, the Professional Regulatory Board of Chemical Engineering (Board) issued
Resolution No. 1 (s. 2012) on the promulgation of the syllabi or TOS for the subjects in
the Chemical Engineers Licensure Examinations (ChELE);
WHEREAS, the TOS shall include the qualifications level descriptors defined in terms of
knowledge, skills and values, application, and degree of independence referred to in
Section 8 of R.A. No. 10968;
WHEREAS, the proposed Enhanced TOS of the ChELE subjects aims to ensure the
candidates’ competence in demonstrating the program outcomes of the 2017 Bachelor of
Science in Chemical Engineering (BS ChE) curriculum;

WHEREAS, the Board conducted a public consultation in partnership with the Accredited
Integrated Professional Organization of Chemical Engineers and the CHED and Higher
Educational Institutions offering BS ChE, in compliance with R.A. No. 8981;
WHEREAS, the Board, with the guidance of the PRC Consultant for Test Construction
and Development, formulated the TOS for implementation in the ChELE;
NOW THEREFORE, the Board RESOLVES, as it is hereby RESOLVED, to adopt, issue
and promulgate the “Enhanced Tables of Specifications for the subjects in the Chemical
Engineering Licensure Examinations” (Annex “A”), repealing for the purpose Board
Resolution No. 1 (s. 2012);

RESOLVED FURTHER, that this Resolution shall apply in the October 2023 Chemical
Engineers Licensure Examination and the subsequent schedules thereof.
This Resolution shall take effect immediately following the completion of its publication in
the Official Gazette or in any newspaper of general circulation in the Philippines.
Let a copy of this Resolution be furnished the University of the Philippines Law Center
and posted at the PRC Website for information.
