Q. How does Historical Information help determine if my bill is too high or too
low?
A. Monthly gas and water usage can be compared to previous history using the
charts to verify current usage is in line with typical usage. Gas consumption is
likely to increase with colder weather and water consumption may be impacted
by activity such as lawn irrigation or household changes.

Q. Why would my meter reading be estimated? What if my reading was over
or under-estimated?
A. Citizens attempts to get actual reads each month, but an estimation may be
necessary if we cannot safely access a meter due to weather or obstructions
such as landscaping or fences. When estimating bills, Citizens reviews historical
usage and considers the weather. The estimated reading will automatically
adjust with the next actual reading.

DEFINITIONS
CCF - Amount of gas and water which goes through the meter, measured
in 100 cubic feet. For water and sewer, 1 CCF is approximately 750
gallons.
cr - Indicates a credit.
Cu FT - Cubic Feet - A standard unit of measure for volume.
Conversion - Used to convert the metered consumption to calculated
charges for billing purposes (for example CCF to Therms)
Water Charges - Includes cost of water used, maintaining a safe
dependable distribution system, meter reading, billing, and public fire
protection.
Q. I think I have a water leak – what should I do?
A. Please refer to our website for useful, self-help tips or give us a call before
contacting a contractor. It could be something as simple as a running toilet/silent

On April 29, Friends of White River
hosted the 34th Annual White River
Cleanup, an opportunity for volunteers
to assist in removing litter, trash, and
illegally dumped debris from the banks
of one of Indianapolis’s most precious
natural resources. Serving as lead
sponsor, Citizens Energy Group recruited
more than 50 of our employees to join
more than 100 volunteers from across
the community in getting their hands
dirty at this year’s cleanup.
Irrigation
Be WaterWise with your lawn irrigation! During hot, dry weather events, approximately 50 to 70 percent
of all drinking water produced in Central Indiana is used simply for lawn irrigation purposes. This level of
water use creates stress on our water system that leads to costly and wasteful water main breaks and higher
bills for customers. Rather than watering on a schedule, consider only watering your lawn as needed; even
during extended dry spells, a dormant lawn only needs to be irrigated once every 4-6 weeks. Or if you
must schedule irrigation, consider that established lawns typically don’t need to be watered more than twice
per week. In addition, you should only water early in the morning to avoid evaporation.

Backflow Prevention
Conservation Tip
Turning on your irrigation system soon? Don’t
forget to have your backflow prevention
device tested! Backflow prevention devices
are required to be installed on all cross
connections, including irrigation systems.
These devices are usually installed by the
irrigation system contractor, but after
installation, the Indiana Department of Environmental
Management (IDEM) requires that they be tested at least
annually by a certified backflow tester. A cross connection
is any physical connection from a public water supply to a
secondary water supply or system, and the owner is primarily
responsible for maintaining a backflow prevention device to
keep potential contaminants from entering the public water
supply.
If your water heater has a tank, make sure to drain it
annually to keep the appliance running at highest efficiency.

Safety Tip
Many older natural gas appliances have a continuously
burning pilot light that ignites the main burner while
newer models have electric igniters. Know which of
your appliances (if any) have a pilot light. Keep the
manufacturer’s relighting instructions within easy reach
or call a heating-equipment professional if you are unsure
how to relight the pilot light.

will know how to identify and respond to
a leak or emergency.
Please read this publication carefully and
use the emergency numbers to notify us
24 hours a day, 365 days a year, if you
observe any abnormal activity at or near
any of our facilities or in the unlikely
event of an emergency.
What are the signs of a natural gas pipeline leak?
∙

Blowing or hissing sound/dust blowing from a hole in the ground
Continuous bubbling in a wet or flooded area
Gaseous or hydrocarbon odor, an odor similar to rotten eggs
A spot of dead or discolored vegetation in an otherwise green area
Abnormally dry or hard soil
Flames, if leak is ignited
What should I do if I suspect a pipeline leak?
∙ DO stop working and evacuate the area by foot and try to prevent
unsuspecting people from entering.
∙ DO avoid any open flames or other ignition sources. Turn off and
leave equipment and vehicles. Your personal safety should be your
first concern.
∙ DO notify Citizens Westfield immediately at (317) 924-3311 so
that the leak can be verified and corrective measures taken. If the
pipeline company is not known, call 911 or your local fire, police or
sheriff department and advise them of the location and nature of
the situation.
∙ DO NOT attempt to extinguish a natural gas fire. Request firemen to
observe and protect adjacent property.
∙ DO NOT attempt to operate any pipeline valves. You may
inadvertently make the situation worse.
∙ DO NOT drive into a leak or vapor cloud when leaving the area.
How do I identify a pipeline?
Pipeline marker
This marker is the most common
type used to show the approximate
location of a natural gas pipeline
and to provide contact information.
Casing vent marker
This marker is used where a
pipeline, protected by a steel outer
casing, passes beneath a roadway,
rail line, or similar crossing.
Aerial patrol marker
Patrol planes can pinpoint locations
along the pipeline using skyward
facing aerial markers like these.
How do I know where a pipeline is located?
∙ Markers show a pipeline’s approximate location, not its exact location.
∙ Signs on the marker indicate commodity transported (natural gas),
the name of the pipeline company and a telephone number where
company representatives can always be reached.
∙ Markers do not indicate how deep the pipeline is buried or if there
are multiple pipelines.
∙ Pipelines do not necessarily follow straight lines between markers.
∙ For more information on pipeline locations, see the National
Pipeline Mapping System at www.NPMS.gov.
Right-of-way maintenance
To ensure the
pipeline right of
way is properly
maintained, do
not plant trees
or high shrubs
or build any
structures on
the right of way.
Do not dig on
the right of way
unless you have
first notified the state one call center (IUPPS).State law requires you
to call the one call center at least two full working days (excluding
national holidays and weekends) before digging on or near the right
of way. That way, pipeline company representatives can come to the
site, clearly mark pipeline facilities and coordinate excavation and
construction activities to ensure continued, safe operation.
What if I need to dig?
Damage to
pipelines occurs
most often when
third parties
unknowingly dig,
ditch, blast or
drill in the area
of a pipeline.
The likelihood of damage can be greatly reduced if you call Indiana
811 at 811 or 1-800-382-5544 two working days before performing
excavation or construction activities.

pipeline infrastructure, which includes 1.4 million miles of natural gas
pipeline, is the nation’s safest energy delivery system, according to
U.S. government statistics.
