Section D: - Mention Moral, Legal & Financial argument for all actions – 300-350 words
Moral: - Based on humanitarian ground, its moral duty of SAFETY limited to take care of their employee and provide safe
workplace and equipment, no workers should be harm and suffer from work related illness due to unsafe workplace and
equipment provided by the organisation. It is the right of all workers that as they have come to work safely in the company, they
should return to their home also safely. Due to unsafe equipment and workplace accidents can occur which results lowering moral

Section E: -Justification for any three actions.
Action 1: - Protective guard to be installed on all unguarded grinding machine. (Work equipment and machinery)
Specific legal arguments (100-150 words): As per ILO Convention C119 safety and health in convention, 1963 Article 11, all machinery to be guarded properly. No worker shall
use unguarded machinery to prevent serious injury.
As per ILO Recommendation R118 – 1963, the use of machinery with any dangerous part which can expose to user and without
guard should be prohibited by national low or regulations.
As per ILO code of practice on safety and health in construction, section 7.1.1 (e), to minimise the risk of injury from unguarded
machinery and equipment all plants, machinery and equipment including hand tools be provided with protective guards, shields or
other devices as required by national low of regulation.
Likelihood & severity (75-150 words): - (also mention no of workmen and duration of being affected)
Likelihood of harm due to using unguarded grinding machine is very likely because 10 workers are engaged in grinding of metal pipe
with unguarded grinding machine which possess a high chance of injury because workers can get exposed to rotating wheel of
grinding machine. This activity has been carrying out daily for more than 6 hours. So there is maximum chance that workers will
exposed to rotating part of machine and got injured.
The severity of the hazard to be considered as catastrophic because it is very significant that if any worker exposed to unguarded
rotating part of grinding machine can result in serious injury like cuts, abrasion, permanent disability and fatality.

How effective the action is likely to be in controlling the risk. This should include:
 The intended impact of the action;
 justification for the timescale that you indicated in your risk assessment; and
Whether you think the action will fully control the risk.
The guard on grinding machine will work as a protective guard which prevent and restrict workers who are using machine to get
exposed to rotating wheel of grinding machine.
Timescale of 4 months given to complete the preventive action because, it needs the management approval to purchase the
protective guards, after that it will be issued to P&M department on request, after that guards will be installed on unguarded
grinding machine by competent person from P&M department and before sending equipment back to work all equipment will be
inspected by competent person.
Yes, the action will fully control the risk as protective guard restrict the workers to get exposed to rotating part, also face shield to
be used as additional control measures.

Action 2: - Provide edge protection on existing scaffold, by providing top rail and mid rail on scaffold. (Work at height)
Specific legal arguments (100-150 words): As per ILO Convention C167, safety and health in convention, 1988, Article 18(1), preventive measures shall be taken against fall of
workers, if workers are working on the height where structure or its slope exceeds that prescribed by national lows and regulation.
I.e. if the height of a platform is more than 2-meter guard rail, top tail and toe guard must be provided as a fall protection.
As per ILO Recommendation R053, safety provision (Building) Recommendation, 1937 regulation 18. 11 (a & b). Every working
platform including scaffold which exceeds the height prescribed by national lows and regulation and from where there is chance of
fall of person must be provided with adequate fall protection system i.e. top-rail, mid-rail and toe guard.
As per ILO code of practice on safety and health in construction, section 4.3.12, as far as practicable, to work at height more than 2
meter, every part of working platform, gangway or stairway of a scaffold form which workers can fall or as prescribed by national
laws or regulations, should be provided with guard rail and toe guard

The likelihood of fall of workers from scaffold is very likely because 4 workers are engaged at 15 meter on an unguarded scaffold
platform. During work if any workers come accidently at the edge of scaffold they can fall down because there is no guard rail and
toe guard provided. Work at height is the routine activities which carried for more than 5 hours on daily basis.
The rating of severity of the hazard is Catastrophic, because workers are working at 15 metre height if any workers fall from that
height it will result in serious injury e.g. multiple bone fracture, permanent disability and even fatal.
The severity of the hazard to be considered as catastrophic because it is very significant that if any worker exposed to unguarded
rotating part of grinding machine can result in serious injury like cuts, abrasion, permanent disability and fatality.

For work at height guard rails act as a support system so by providing edge protection like top-rail, mid-rail and toe guard risk of fall
will be reduced, because if any worker comes at the edge of scaffold guard rails will restrict the workers to fall.
I have given a timescale of 2 months to provide edge protection because, for this work company have to hire trained scaffolding
gang and a scaffolding supervisor for proper supervision and inspection of scaffold.
Yes, this action will prevent workers to fall from height during working on scaffold, except edge protection proper supervision to be
provided to look after workers that they are anchoring their harness in life line during work.
Section F: - Review, communicate and check
Planned review date with reasoning – 50-100 words: As per the company policy, Risk assessment has to be reviewed at least every 12 months. Risk assessment will also be reviewed
before the decided date if any changes in work process adopted.
How the risk assessment will be communicated AND who you need to tell 100-150 words: -?
I will arrange a safety meeting with project manager, HR Admin, Site-In-charge and purchase department to go through the actions
in risk assessment and agree with the actions and the timescale for each action.
The site Supervisors and Engineers will be also involved in the meeting.

Engineers and supervisors will be asked to conduct Tool box talk with workers to disclose all the risks and action that is mentioned in
the risk assessment. In tool box talk worker’s feedback will be noted if there need to be add any action it will be added.
How you will follow up on the risk assessment to check that the actions have been carried out: After the given timescale for each action I will communicate to responsible person and Site in-charge and also visit worksite to check
whether the action mentioned in risk assessment have actually implemented at workplace or not.
If any action has not completed on given timescale I will remind responsible person through Email and if the action being postpone
from more than 2 week of given timescale I will remind and inform to project manager and call him for a formal meeting.
Mention rest of five hazards and Justification for one action.
