ABATTOIR OR SLAUGHTERHOUSE - the establishment or premises used in the
slaughter of food animals for human consumption.
ACCESSORY BUILDING. - a detached building or structure in a secondary or
subordinate capacity from the main or principal building on the same premises.
ADDITIONAL CONSTRUCTION IN AN ESTABLISHMENT - an extension of any
structures or rooms in an establishment which requires additional s anitation
facilities and amenities.
ADULTERATED FOOD - food that contains any poisonous or deleterious
substances' in a quantity which may render it injurious to health, or 'has been
processed, prepared, packed or held under insanitary conditions, where va luable
nutrients have been in part or in whole omitted thereof.
AEROBIC COMPOSTING - decomposition of organic matter in the presence of
oxygen with a range temperature beyond 60'c for a certain length of time.
AGRICULTURAL WASTE - waste generated from planting or harvesting of crops,
trimming or pruning of plants and wastes or run off materials from farms or fields.
AIRCRAFT - any machine used for aerial navigation.
AIRCRAFT COMMANDER - the person serving in the aircraft and in-charge or in
command of its operation and navigation.
AIRPORT/PORT OF DEPARTURE - the last place where an aircraft takes off/a
vessel leaves port.
AIRPORT/PORT OF ENTRY - any airport/port designated as such by the
concerned authorities of the Philippines on which aircraft/vessel may land or call
where the formalities incident to customs, immigration and quarantine are carried
out.
AISLE OR PASSAGEWAY- a space between rows of stalls utilized as passage by
the public.
AMBULANT PEDDLER - one who sells his wares, commodities or foodstuffs and
keeps on travelling and selling his goods from one place to another.
ANAEROBIC COMPOSTING - decomposition of organic matter in the absence of
oxygen.
ANIMAL STOCKADE - any land, building or structure used for the keeping,
stabling, feeding, watering, grooming, shoeing, treatment of an animal, or any
other veterinary purpose.
ANNUAL EXAMINATION - regular physical examination done once a year.
ANSI - refers to American National Standard Institute.
APARTEL - a cottage or unit with one or more rooms distinctly different from a
hotel room in such a way that cooking is allowed inside and that complete facilities
for such are provided.
APARTMENT HOUSE - a building containing a number of separate residential
suites.
APPLIANCE - includes the whole or part of any utensil, machinery, instrument,
apparatus, or article used or intended for use in or for making, keeping/ storing,
preparing or supplying of any food.
Approved excreta disposal facilities shall mean any of the following:

ARRASTRE - receiving and loading/discharging cargoes from the port to the ships
tackle and vice versa with the use of dock gang and cargo handling equipment.
ARTESIAN WELL - a well where water is confined under hydrostatic pressure
between two relatively impervious layers such as rock formations.
ARTICLE OF BEDDING - includes upholstered furniture and filling materials and
any mattress, pillow, cushion, quilt, bed pad, comforter, upholstered spring bed,
box-spring davenport or day bed, metal couch, metal bed, metal cot, metal cradle,
used for sleeping, resting or reclining purposes and any glider, hammock or other
substantially similar article which is upholstered in whole or in part.
ASHES - the residue from the burning of wood, coal, or other solid combustible
materials.
BACK DRAIN - a hole to allow water to escape from behind a retaining wall and
thus reduce the pressure behind it.
BACK SIPHONAGE - the flowing back of used contaminated or polluted water from
a plumbing fixture or other source into a water supply pipe as a result of negative
pressure in the pipe.
BACKWASHING - washing of a filter by reversing flow of water through it to
remove accumulated impurities.
BAGGAGE - the personal effects of a traveller or of a member of the crew.
BAKERY, BAKE HOUSE, CAKE KITCHEN OR SHOP AND SIMILAR
ESTABLISHMENTS - any premises in which breads, pastries, cakes, savories, or
other bakers small goods are baked or cooked for sale and any portion of such
premises used for storage of yeast, flour or other ingredients, of used for the
kneading or working with dough.
BAR - includes cocktail lounges and similar establishments with counter at which
food and drinks, especially alcoholic beverages, are served.
BARBECUE/ROASTING PLACE - a designated site where grills are setup for
roasting of fish, meat and other food.
BARBER - an individual whose occupation is cutting, styling and dying of hair,
shaving and trimming of beards, moustaches, eyebrows and other body hair and
performing other related services.
BARBER SHOP - a barber's place of business usually catering to the male
customers.
BATHHOUSE - an establishment having individual showers and wash basin
facilities.
BATHING LOAD - the maximum capacity of a swimming pool/bathing place.
BATHROOM- a room with toilet and bathing facilities.
BEAUTICIAN/HAIRDRESSER/HAIRSTYLIST/MAKE-UP ARTIST - an individual
who shaves, cuts, trims, styles, waves, curls, stains or dyes or who in any other
way treats the hair of any person; also an individual who performs scalp or facial
treatment, manicure, pedicure, or who in any other way treats or deals with the
head, scalp, face, hands, skin, fingernails, toe nails, or feet; the term does not
include medical, paramedical and allied practitioner, while engaged in the conduct of
his profession.
BEAUTY PARLOR - an establishment or a department in an establishment offering
services in adorning or beautifying the human head, hair, face, scalp, hands, feet,
skin or nails and other services such as shampooing, blow drying, cutting or
trimming, penning or waving, curling or shaving, barbering, dying, straightening,
hot oil treatment of hair, hair removal in the arn1pit and legs, skin, facial and scalp
treatment, manicuring, pedicuring.
BILGE - part of the underwater body of a vessel lying between the flat of the
bottom and the straight vertical top sides.
BIODEGRADABLE WASTE - any material that can be reduced into finer particles
(degraded or decomposed) by micro-biological organisms or enzymes
BIODEGRADATION - a process in which a material is decomposed by
microbiological organisms or enzymes.
BIOLOGICAL CONTROL - a pest control method which utilizes predators, parasites
and natural enemies of pest species to reduce or eliminate pest population.
BOARDING HOUSE - a building where selected persons for fixed period of time are
supplied with and charged for sleeping accommodations and/or meals. This will
include dormitories and other similar establishments.
BORED WELL - a well constructed by manually driven augers into the ground.
BUILDING - an edifice or structure framed or constructed, designed to stand more
or less permanently, and covering a space of land for use as dwelling, shelter,
storehouse, or for industrial, commercial, business and some other useful purposes.
BURIAL GROUNDS - cemetery, memorial park or any place duly authorized by law
for permanent disposal of the dead.
BURIAL - interment of remains in a grave, tomb or the sea.
BUS STOP - a common place for the stopover of buses located along the highways
or regular route for transport in long travel.
BUS TERMINAL/BUS STATION - a passenger station and a place for the final
stopover or a permanent station, office and yard of buses which may also serve as
loading and unloading area for passengers.
CABARET - an establishment serving food and drinks and providing entertainment,
usually singing and/or dancing.
CAMP - the ground or spot on which tents, caravans/mobile homes, cottages, or
other shelters, with sanitary and recreational facilities, are temporarily or
permanently constructed and located and commonly arranged in an orderly manner
used for vacation or outing.
CAMPFIRE - a fire made in a safe manner using untreated wooden materials,
especially for the purpose of social gathering during night time.
CARAVAN/MOBILE HOME - is a structure designed or adapted for human
habitation which is capable of being moved from one place to another, whether by
towing, or by being transported on a vehicle or trailer, or any vehicle so adapted. A
caravan/mobile home may be classified as:

CONTAINED-TYPE - this is the type of caravan/mobile home having.
sanitary facilities such as water closet, lavatory, shower and kitchen sink.

UNCONTAINED-TYPE - this is the type of caravan/mobile home that has
no sanitary facilities.

STATIONARY-TYPE - this is the type of caravan/mobile home, either of
contained or uncontained type, which is owned or controlled by the
operator of a camp, which normally remains within the camp, and which is
available for letting.
CARCASS - all parts, excluding viscera of slaughtered animal after bleeding and
dressing, that may be used for human consumption.
CARGO - the merchandise/goods conveyed on a vessel/aircraft.
CARINDERIA SECTION - a section in the market where cooked foods or drinks are
displayed, sold and/or served.
CATACOMB - place of burial consisting of galleries or passages with side recesses
for tombs.
CATERER - any person, firm or corporation maintaining or operating a kitchen or
any similar establishment for the preparation, purveying, cooking or processing of
food or drink for sale or hired to serve to persons elsewhere.
CEMETERY - public or private land used for the burial of the dead and other uses
dedicated for cemetery purposes, to include landscaped grounds, driveways, walks,
columbaria, crematories, mortuaries mausoleums, niches, graveyards and public
comfort rooms.
CERTIFICATE OF REGISTRATION - a certification in writing issued by the
department of health committee of examiners for masseurs who will be authorized
to perform massage and to supervise massage attendants/masseurs.
CHEMICAL CONTROL - a pest control method which utilizes rodenticides,
insecticides, larvicides and pesticides.
CHEMICAL PRIVY - a privy where fecal matter is deposited into a tank containing
a caustic chemical solution to prevent septic action while the organic matter is
decomposed.
CHEMICAL WASTE - comprises of discarded solid, liquid and gaseous chemicals.
Chemical waste may be hazardous or non-hazardous. It is considered to be
hazardous when it is toxic, corrosive (acids of ph <2 and bases of ph> 12),
flammable, reactive (explosive, water reactive, shock sensitive), or genotoxic
(carcinogenic, mutagenic, teratogenic or otherwise capable of altering genetic
material). It is considered non-hazardous if it consists of chemicals other than those
described above.
CHILDREN'S INSTITUTION - a place other than a boarding home, orphanage or
children's hospital where, for compensation or otherwise, children under twelve (12)
years of age are received for day/night care and given tutorship.
CHIROPODIST - an individual who practices the art of treating diseases of the
hands and feet.
CHUTE - facility used for loading and unloading animal.
CINERARY REMAINS/REMAINS - the ashes resulting from cremation of a dead
body.
CISTERN - a water-tight rank used to store water.
CLOSURE OF CEMETERIES - termination of burial activities in the cemetery
concerned.
CODE- the code on sanitation of the Philippines, P.D. 856.
COLIFORM ORGANISMS - any rod-shaped, non-spore-forming, gram negative
bacteria capable of growth in the presence of bile salts, or other surface-active
agents with similar growth-inhibiting properties which are cytochrome-oxidaze
negative and able to ferment lactose at either 35ᴼc or 37ᴼc with the production of
acid, gas and aldehyde within 24-48 hours.
COMMERCIAL LAUNDRY - a type of laundry utilizing mechanized equipment,
specialized facilities, and trained personnel to perform the operation. The service is
charged with a fee. There are several types of commercial laundry depending on its
specialization, these are:
DIAPER-SUPPLY - a type of laundry which exclusively supplies clean diapers for
babies. The customer may own the diapers and use the service for laundering or
rent the diapers along with the service.
DRY CLEANING-a process of removing dirt and stains from linens, leathers, fabrics
and furs using liquid solvents other than water.
COMMERCIAL REFUSE - refuse resulting from the use or occupation of any
commercial or business establishments or premises where any business of work is
carried out, other than a manufacturing process.
COMMITTEE - the department of health committee of examiners for undertakers,
embalmers, masseurs.
COMMUNAL EXCRETA DISPOSAL SYSTEM - an excreta disposal system serving a
group of dwelling unit.
COMMUNITY LAUNDRY AREA - a place provided with laundry stalls and other
sanitary facilities where the public can wash their clothes for free or a certain fee.
COMPANY'S HEALTH AND SAFETY COMMITTEE - the composition of which shall
be in accordance with the prescribed rules and regulations of the labor code of the
Philippines and its implementing rules and regulations.
COMPANY'S MEDICAL STAFF - includes company physicians, nurses, dentists,
and first-aiders with adequate training on occupational health and safety.

FULL TIME - a service rendered for 8 hours/day; 48 hours/week.

PART TIME - a service rendered for at least 4 hours/day, 12 to 24
hours/week as the case maybe.
COMPLETE TREATMENT - a series or combination of water treatment processes
which shall include coagulation, absorption, sedimentation, slow and rapid sand
filtration, aeration and chlorination.
COMPOSTING - a process of biological degradation under controlled conditions; the
processing of biodegradable waste such as food waste, garden waste, animal waste,
human ·waste into soil conditioner/enhancer or humus by mixing them with soil,
water, biological additives or activators and air.
CONDOMINIUM - a building with one or more storeys composed of multiunit
residential suites under the joint ownership of occupants, each unit provided with
complete sanitary facilities, utilities and other amenities.
CONSTRUCTION - any or all activity necessary or incidental to the alteration,
demolition, installation, assembling, or equipping of buildings, private or public
highways, roads, premi3es, parks, utility line, including line grading, excavation and
filling.
CONSTRUCTION SITE - any premises that are being used in connection with the
erection, demolition or renovation of a structure.
CONTAMINATION - the presence of pathogenic organisms, suspended air
emissions, heavy metals, chemicals and other pollutants in an inanimate article or
substance.
COSMETICS - any preparation approved for use by the bureau of food and drugs to
be applied to the human body for beautifying or preserving the appearance of a
person or for cleansing, coloring, conditioning, or protecting the skin, face, hair,
nails, lips or eyes.
COSMETOLOGY - the art and science of cosmetic treatment and professional
application of cosmetics.
COTTAGE - a type of house forming part of an establishment, constructed for
permanent or temporary use.
CREMATION - a process that reduces human remains to bone fragments of fine
sand or ashes through combustion and dehydration.
CREMATORIUM - any designated place duly authorized by law to cremate dead
persons.
CREW - the personnel of a conveyance who are employed for duties on board.
CUSTOMER - a person receiving or seeking or awaiting the provisions of some
service in an establishment.
DAIRIES - establishments for the production, sale or distribution of milk or milk
products such as butter or cheese.
DANCE INSTRUCTOR/INSTRUCTRESS - a person who conducts lessons on
ballet, modern dancing, jazz dancing, ballroom dancing, ethnic dancing, folk
dancing, theater dancing and other forms of dancing.
DANCE - rhythmic and expressive body movements usually coordinated into a
pattern and adapted to musical accompaniments.
DANCE HALL - a public or privately owned room suitable for dances a nd offering
facilities for dancing. This shall include bistros, cabarets, discos, discotheques,
ballroom dance halls and similar establishments.
DANCING SCHOOL/ STUDIO - an establishment offering training or instructions
on ballet, modem dancing, jazz dancing, ballroom dancing, ethnic dancing, folk
dancing and other forms of dance. This shall include dance training/ talent
schools/studios managed by placement agencies that recruit dancers for work
abroad or locally.
DANGEROUS/HAZARDOUS CARGO - goods or merchandise in the form of solid,
gas or liquid, which exhibit dangerous/hazardous properties and are taken on board
a vessel/aircraft.
DAY CARE CENTER - a school taking care of children three (3) to five (5) years old
when their parents/guardians are out.
DEATH CERTIFICATE - a document issued by the attending physician or in his
absence, by the city/municipal health officer or other duly authorized government
official, using the prescribed form certifying the death of a person.
DEEP WELL - a well with depth greater than 20meters constructed in areas
characterized by aquifers or water-bearing formations generally located at a depth
of more than 20 meters below ground surface.

DEPILATORY WAX - a wax used for the removal of superfluous hair.
DERMATOLOGIST - a physician specializing in the field of dermatology.
DERMATOLOGY - the branch of medicine concerned with the diagnosis and
treatment of skin diseases and disorders.
DETERGENT - any of the various surface-active agents used in removing dirt or
other foreign matter from soiled surfaces such as clothes and linens and retaining it
in suspension.
DIATOMACEOUS EARTH FILTERS - microscopic fossils of marine plants used in
the filtering systems of swimming pools.
DIGESTIVE CESSPOOL - a pit for the reception or detention of sewage.
DIRECT TRANSIT AREA - a special area established in connection with an
international airport, approved by the national quarantine office and under its direct
supervision, for accommodating transit traffic and, in particular, for accommodating,
in segregation, passengers and crew breaking their air voyage without leaving the
airport.
DISCO/DISCOTHEQUE - an establishment serving food and drinks, equipped with
electronic sound and lighting system and similar accessories, and providing a space
for dancing.
DISINFECTION - a process of reduction or elimination of the number of potentially
infectious microorganisms on an item or surface to safe levels, or surface by either
thermal disinfection, use of a chemical disinfectant solution, or use of radiation.
Water treatment processes designed to destroy disease -causing organisms. The
efficacy of disinfection is often asessed by measuring the coliform group of indicator
organism.
DISINFESTATIONS - any measure taken to kill the vermin present in land, places,
buildings, residences, conveyances and establishments.
DISINSECTION - the operation in which measures are taken to destroy the insect
vectors of human disease present upon the person or in the environment, in
conveyances or containers.
DISINTERMENT - the removal or exhumation of remains from places of interment.
DISPOSAL AREA - any site, location, tract of land, or structure used or intended to
be used for refuse disposal.
DISTRIBUTION BOX - a small concrete receptacle between the septic tank and
the drain field from which lines of drain tiles extend and which acts as surge tank to
distribute the flow of sewage equally to each line of drain tiles.
DISTRIBUTION LINE OF A LEACHING TILE SYSTEM - the pipe from within the
distribution box to the drain field.
DOCK GANG - a group of persons working on shore and on board vessels.
DOCK WORK - the loading and unloading of cargoes to and from any vessel.
DOCKWORKER - a person who deals with loading and unloading of cargoes on
shore and on board vessel.
DOMESTIC AIRPORT/PORT - any airport or port situated within Philippine
territorial limits generally utilized for local travel.
DOMESTIC ANIMAL - any animal, such as horse, cattle, swine, fowl, etc., which
has been suppressed by man to live and breed in a tamed condition.
DOMESTIC REFUSE - refuse from households, as distinguished from industrial,
commercial and institutional waste.
DOMESTIC SEWAGE - the sewage containing human excrement and liquid
household waste. Also called sanitary sewage.
DOUBTFUL SOURCE - a water supply facility or source that is subject to
recontamination (e.g. Open dug well, unimproved spring, surface water).
DRAINAGE SYSTEM - the drainage pipes of a plumbing system taking the waste
water from the plumbing fixtures and delivering it to the sewer or some other
outlet.
DRESSED/DRESSING

In relation to slaughtered animals except for swine, sheep and lambs,
goats and kids, means the removal of head, hide or skin, viscera (either
including or excluding the kidneys), genital organs, urinary bladder, feet up
to carpal and tarsal joints, and udders of lactating animals,animals that
have calved, or are in advanced stage of pregnancy;

In relation to slaughtered swine, means the removal of hair and bristles or
skin, claws, eyelids, viscera (either including or excluding the kidneys),
genital organs, urinary bladder, udders in the case of lactating animals,
animals that have farrowed, or are in advanced stage of pregnancy, and
the external acoustic duct unless in respect of that part an alternative
effective form of cleaning is carried out; and

In relation to sheep and goats, means the removal of the head, except in
the case of young lambs and young kids. the pelt or skin viscera, genital
organs, urinary bladder, feet up to the carpal and tarsal joints, and udders
of lactating animals, animals that have lambed, or are in advanced stage of
pregnancy.
DRILLED WELL - a well constructed by percussion or rotary drills.
DRINKING WATER - water intended for direct human consumption or for use in
food preparation.
DRIVEN WELL - a well constructed by driving an iron pipe with a well point at
lower end into the ground water bearing stratum.
DRY GOODS SECTION - area in the market where dry goods (e.g., clothing,
kitchen utensils, toys, and other similar items) are displayed for sale.
DUG WELL - a well normally circular or rectangular in shape, with diameter ranging
from 1 to 1.5 meters. After the well is dug, it is necessary to put a lining made of
permanent materials like masonry, brickworks of reinforced concrete which serve as
protection against surface or outside contamination. An open dug well shall mean a
well dug manually or mechanically to draw water by use of bucket or any container
attached to a rope.
ECOLOGICAL WASTE MANAGEMENT - a method of handling wastes that
facilitates their sanitary retrieval, reuse or recycling without degrading the
environment non polluting air, water and soil.
EFFLUENT - wastewater discharged into the environment resulting from process of
industry, manufacturing, trade or business from the development, processing or
recovery of any natural resources which may cause or tend to cause pollution, or
contribute to the pollution.
EGRESS - an arrangement of facilities to assure a safe means of exit from the
building.
EMBALMER - a duly licensed person, who applies, injects or introduces any
chemical substance or drug or herbs internally or externally to a dead human body
for the purpose of embalming, disinfecting and preserving it.
EMBALMING - preparing, disinfecting and preserving a dead body before its final
disposal.
EMBALMING ESTABLISHMENT - a place where a body of a human being is
embalmed or treated for burial with preservatives.
EMERGENCY CLINIC - means an enclosed area, room or building located within
the premises of the establishment and equipped with the necessary medical
facilities and supplies, where workers maybe brought for examination and treatment
of their injuries or illnesses in case of emergency, where more elaborate instruments
and equipment (such as examining bed, oxygen tank) are made available for the
workers and where the services of a more competent medical staff are provided,
who may handle or treat a few simple cases of injuries or illnesses needing shortterm confinement, or may refer such cases to hospitals. ·
EMERGENCY TREATMENT ROOM - means an enclosed area or room equipped
with the necessary medical facilities and supplies, and located within the premises
of the industrial establishment where workers maybe brought tor examination and
treatment of their injuries or illness in cases of emergency.
EMOTIONAL ENVIRONMENT - factors which affect the emotional health of
students and members of the faculty, non-teaching personnel and other support
staff.
ENTERTAINERS - include hosts/hostesses, singers, hospitality girls, male and
female escorts, receptionists, guest relation officers, ago-go dancers, male and
female sexy dancers, dance instructors/ instructresses and models of night/day
clubs and similar establishments who entertain patrons or customers by seating and
conversing, dancing, singing, eating or drinking with them.
ENVIRONMENT - all that which is external to the individual human host. It
includes the physical, biological, chemical, social or economic factors that can
influence human health
ENVIRONMENTAL COMPLIANCE CERTIFICATE (ECC) - issued by the DENR
secretary or the Regional Executive Director (RED) certifying that based on the
representations of the project proponent and the EIS preparers, as reviewed and
validated by the Environmental Impact Assessment Review committee (EIARC ), the
proposed project or unde1taking will not cause a significant negative environmental
impact, and that the proponent has complied with all the requirements of the
Environmental Impact Statement (EIS) system.
ENVIRONMENTAL HEALTH ASSESSMENT REPORT (EHAR) -a report issued by
the duly authorized officer of the DOH (i.e., the director of the environmental health
service in case of health sensitive projects, and the regional health director in case
of health sensitive project locations) which contains comments, recommendations,
and other inputs, that the proposed project, activity or undertaking has undergone
review by the DOH. This report shall be submitted by the DOH to the DENR.
ENVIRONMENTAL HEALTH IMPACT ASSESSMENT (EHIA) - a formal study used
to predict and determine the positive and negative consequences of developmental
projects and existing environmental conditions on public health.
ENVIRONMENTAL HEALTH RISK ASSESSMENT (EHRA) - the use of scientific
methods and information to define the probability and magnitude of potentially
adverse health effects which may result from exposure to hazardous materials or
situations.
ENVIRONMENTAL HEALTH - the characteristics of environmental conditions that
affect the quality of health. It is the aspect of public health that is concerned with
those forms of life, substances, forces and conditions in the surroundings or person
that may exert an influence on human health and well-being.
ENVIRONMENTAL IMPACT STATEMENT (EIS) - the document(s) of studies on
the environmental impacts of a project including the discussion on direct and
indirect consequences upon human welfare and ecological and environmental
integrity and the appropriate mitigating and enhancement measures.
ENVIRONMENTAL IMPACT STATEMENT SYSTEM - the entire process of
organization, administration, and procedures institutionalized for purposes of
assessing the significance of the effects of any project or undertaking on the quality
of the physical, biological and socioeconomic environment, and designing
appropriate preventive, mitigating and enhancement measures
ENVIRONMENTAL IMPACTS - the probable effects or consequences of proposed
projects or undertakings on the physical, biological and socioeconomic environment,
which can be direct or indirect, cumulative, and positive or negative.
ENVIRONMENTAL SANITATION CONTROL - the maintenance of cleanliness of
the immediate premises and proper building construction and maintenance so as to
prevent access of pests into human dwellings.
EQUIPMENT - include all appliances, furniture, machinery, instruments, apparatus
and articles used or intended to be used in the establishment.
ERGONOMICS - refers to the joint application of certain biological sciences and
engineering techniques so as to ensure the optimum mutual adaptation of man and
work.
ESTABLISHMENT - a collective term construed to include all public laundry as well
as laundry section in institutions which includes its premises, facilities, equipment
and appurtenances thereto.
ESTABLISHMENT - a collective term construed to include camps and picnic
grounds and its premises, facilities, equipment and appurtenances thereto.
ESTABLISHMENT - a collective term construed to include dancing schools, dance
halls, discos, discotheques, night/day clubs, cabarets, folk houses, karaoke bars,
videoke bars, music lounges and other similar establishments or facilities.
ESTABLISHMENT - a collective term constructed to include all the schools
mentioned within the scope of these rules and regulations.
ESTABLISHMENT - a collective term construed to include all ports and airports and
other business entities operating within their premises.
ESTABLISHMENT - a collective term construed to include barber shops, beauty
parlors/salons, cosmetics salons, hair and hairdressing salons, manicuring and
pedicuring, establishments, tattooing and skin piercing shops and similar
establishments, and figure slenderizing salons that include figure salons, physical
fitness salons/clubs, aerobic centers/clubs, slimmer salons and similar
establishments.
ESTABLISHMENT - a collective term construed to include hotel, apartel, motel,
boarding house, tenement house, apartment house, dormitory, inn, lodge,
condominium and other similar establishments.
ESTABLISHMENT - a collective term construed to include hotels, motels, tourist
courts, resorts, apartments or condominium houses, clubhouses, sports and
recreation areas, religious areas, and other similar establishments with public
swimming pools, bathhouses and other swimming or bathing places, facilities, and
premises, including all appurtenances thereto.
ESTABLISHMENT - a collective term construed to including all firms, institutions,
entities, including its premises, facilities, equipment, machinery, which are engaged
in production, handling, storing, transporting, selling, distributing, using,
processing, and disposing any product or substance considered as a nuisance, or
which are engaged in offensive trades and occupation.
EXPOSURE - any contact between a potential harmful agent present in an
environmental medium like air, water, food, soil, and surface of the human body like
the skin or the lining of the digestive tract or respiratory tract. Exposure can occur
in a number of routes like via inhalation, ingestion, direct skin or eye contact,
transplacental blood contact or injection directly into the body.
FACIAL TREATMENT - a procedure used to maintain or improve the appearance or
freshness of the human face especially by the use of massage or cosmetics.
FERTILIZER - an organic or inorganic material that is added to soil to supply
elements essential to plant growth.
FILL AND DRAW SWIMMING POOL - a pool filled with fresh water, used, drained,
cleaned, and refilled.
FIRST-AID TREATMENT - means adequate, immediate and necessary medical
and! Or dental attendance or remedy given in case of injury or sudden illness
suffered by the workers, irrespective of whether or not such illness/injury is
occupational in nature, before more extensive medical and/or dental treatment can
be secured. It does not include following treatment for an injury or illness.
FIRST-AIDER - means any person trained and duly certified or qualified to
administer first-aid by the Philippine National Red Cross (PNRC ) or by any
organization accredited by the same.
FIT FOR HUMAN CONSUMPTION - meat that has been transferred passed and
appropriately stamped by the meat inspector or meat control officer and in which no
change due to disease, decomposition or contamination has subsequently been
found.
FOLK HOUSE/KARAOKE BAR/VIDEOKE BAR/MUSIC LOUNGE
- an
establishment serving food and drinks and where the major form of entertainment
is singing or listening to music.
FOOD - any raw, cooked or processed edible substances, beverages or ingredient
used or intended for use or for sale in whole or in part for human consumption.
FOOD ANIMAL - includes all domestic livestock slaughtered for human
consumption, such as cattle, carabao, buffalo, horse, sheep, goat, swine, deer,
rabbit and poultry such as chicken, duck, goose, turkey and pigeon.
FOOD CART - a non-enclosed, movable food stand, with or without wheels, selling
take-out foods and/or drinks such as bread, pastries, cakes, bottled or canned
drinks or in mechanical dispensers, and usually located in the fast food areas of
malls, atriums, shopping complex or multi-purpose establishments.
FOOD ESTABLISHMENT - an establishment where food or drinks are
manufactured, processed, stored, sold or served, including those that are located in
vessels.
FOOD ESTABLISHMENT OPERATOR - any person who by ownership or contract
agreement is responsible for the management of one or more food establishments.
FOOD HANDLER - any person who handles, stores, prepares, serves food, drinks
or ice or who comes in contact with any eating or cooking utensils and food vend ing
machines.
FOOD HANDLER - any person who handles, stores, cooks, prepares, or serves food
or drinks.
FOOD STALL - a permanently constructed food booth with partition walls, dividers
or equivalent, with food showcases and food displays, counters, with or without
kitchen, selling cooked meals or snack foods and usually found in fast-food areas of
multipurpose establishments. They are sometimes referred to as self-service
restaurants.
FOOT-CANDLE - a unit of illumination on a surface that is everywhere one foot
from a uniform source of light of one candle and equal to one lumen per square
foot. One foot candle 10.76 lux.
FOREIGN PORT/ AIRPORT - any port/airport situated outside Philippine territorial
limits.
FOREIGN SCHOOL - as distinguished from a Philippine school. Is one that is duly
established and authorized in accordance with existing Philippine laws to operate
certain education programs which are primarily and principally adhering to either
universally accepted and recognized educational policies and s tandards or the
unique differentially prescribed system of education of a particular country other
than the Philippines.
FORMAL EDUCATION - refers to the hierarchically structured and chronologically
graded learning experience organized and provided by the formal school system and
for which certification is required in order for the learner to progress through the
grades or move to higher levels. Formal education corresponds to the levels of the
elementary, secondary, and tertiary education.
FREEBOARD OR AIRSPACE OF A SEPTIC TANK - the distance as measured from
the liquid level line to the inside top of the septic tank.
FUMIGATION - the act of applying, releasing or dispensing a toxic chemical so that
it reaches the target organism primarily or wholly in gaseous state.
FUNCTION ROOM - a room in a hotel or other similar establishments rented for
public or social ceremonies or gathering or festivities or other forms of
entertainment.
FUNCTION ROOM - a room in an establishment serving food and drinks and rented
for public or social ceremonies, gatherings or festivities.
FUNERAL ESTABLISHMENT - includes funeral parlors, funeral chapels and any
similar place used in the preparation, storage and care of the body of a deceased
person for burial or cremation.
GALLEY -the cook room or kitchen and cooking apparatus of a vessel/aircraft.
GARBAGE - refers to the wastes or rejected food constituents which have been
produced during the preparation, cooking or storage of meat, fruit, vegetables, and
other food materials.
GARDEN REFUSE - waste from cutting or loping of grasses, trees, bushes, shrubs,
flowers, seeds, or other similar materials.
GENERAL WASTE - domestic type of waste and other waste materials or
substances that do not require special handling.
GLARE - refers to excessive luminance in the field of vision which disturbs the
adaptation process of the retina produced by excessive light stimuli.
GROCERY - where staple food articles commonly called" groceries" are handled and
sold.
GROUNDWATER - that portion of the rainwater which has percolated into the earth
to form underground deposits called aquifers.
GUEST - the occupant of a hotel/motel and other boarding and lodging rooms.
GUTS CLEANING - cleansing, washing or scouring of bowels or entrails of fishes,
poultry, mammals and other animals.
HAZARD - risk or danger to one's health or life. A source of danger; a qualitative
term expressing the potential that an agent or condition can cause harm.
HAZARDOUS WASTE - any waste that is potentially dangerous to environment and
health because of chemical reactivity, flammability, and explosiveness.
HAZARDOUS WORKPLACE - refers to an establishment where any or all of the
following conditions exist:

Where the nature of work exposes the workers to dangerous environmental
elements, contaminants or work conditions including ionizing radiation,
chemicals, fire, flammable substances, noxious components and the like;

Where the workers are engaged in construction work, logging, fire fighting,
mining, quarrying, blasting, stevedoring, dock work, deep sea
fishing/diving and mechanized farming;

Where the workers are engaged in the manufacture or handling of
explosives and other pyrotechnic products;

Where the workers used or are exposed to power driven or explosive
powder actuated tools and equipment; and

Where the workers are exposed to biological agents such as bacteria, fungi,
viruses, protozoa, nematodes and other parasites.
HEALTH CARE FACILITY - includes hospitals, health centers, clinics, laboratories,
medical research institutions and other similar establishments that provide
preventive, promotive, curative and rehabilitative health services.
HEALTH CERTIFICATE - a certification in writing, using the prescribed form, and
issued by the municipal or city health officer to a person after passing the required
physical and medical examinations and immunizations if deemed necessary and
found to be free from communicable, contagious or infectious diseases or any other
disease which may disqualify a particular person from working in any establishment.
HEALTH HAZARD - risk or danger to one's health or life.
HEALTH SENSITIVE PROJECT - a project, whose raw materials, by products,
intermediate products, finished products, waste products, and other processes
during the construction, operation and decommissioning phases will pose a
significant health risk to the workers and the communities exposed. These
undertakings can be classified into major development projects such as, but not
limited to the following:

Heavy industries (e.g., non-ferrous metal industries, iron and steel mills,
smelting plants, petroleum, and other petrochemical industries, including
oil and gas);

Resource extractive industries (e.g., major mining and quarrying projects,
forestry projects like logging, grazing and extraction of mangrove products,
fishery projects including dikes and fishpond development projects);

Power generation operations (e.g., thermal, geothermal, hydroelectric,
nuclear, and other non-traditional sources of power and energy);

Infrastructure projects (e.g., major dams, major reclamation projects,
major roads and bridges); and

Golf course projects
HEALTH SENSITIVE PROJECT LOCATION - a project located in an area that
meets any of the following characteristics:

Health sensitive project location defined by the prese nce of endemic
diseases in the area, presence of vulnerable environmental pathways which
can cause an exposure situation, and presence of significantly high number
of vulnerable sector of the community (children) elderly, sick and
differently-able);

Areas such as national parks, wildlife preserves, watersheds and aquifers
where environmental damage may compromise the health of resident
communities dependent on these areas for their water, food and other
necessities vital to the maintenance of good health;

Areas traditionally occupied by indigenous cultural communities or tribes
where development may pose a significant impact on their health;

Areas classified as prime agricultural lands, bodies of water, mangrove
areas, coral reefs, and other locations used by nearby communities as
sources of income and sustenance; and

Areas frequently visited or hard-hit by natural calamities like volcanic
activities, earthquakes, floods, etc. That may affect or disrupt the project
cycle once located therein, and thereby pose additional hazards or risks to
the resident communities.
HEATED WATER - water heated to a temperature of not less than 49°c (120°f ) at
the outlet.
HEAVY METAL - metallic element with high molecular weight, generally toxic to
plant and animal life.
HOLDING PENILAIRAGE - facility used in keeping clean and adequately rested
animals that are fit for slaughter at the rate equal to the through put of the
slaughterhouse.
HOTEL - a building, edifice or premises or a completely independent part thereof,
which is used for the regular reception of transient guests, accommodation or
lodging of travellers and tourists, and the provisions of services incidental thereto
for a fee.
HOUSE SEWER - the pipeline conveying sewage from the house or building to the
septic tank or to any point of discharge.
IN QUARANTINE - the state or condition during which measures are applied by a
quarantine medical officer to a vessel, an aircraft or other means of transport, to
prevent the spread of disease or vectors of disease from the object of quarantine.
INCINERATION - the controlled process by which combustible wastes arc burned
and changed into gases and residues that contain little or no combustible materials.
INDIVIDUAL EXCRETA DISPOSAL SYSTEM - an excreta disposal system serving
a dwelling unit
INDIVIDUAL SEWAGE DISPOSAL SYSTEM - a sewage disposal system serving a
dwelling unit/building.
INDUSTRIAL ESTABLISHMENT - refers to establishment which is either engaged
in the manufacture, sale and distribution of goods or processing of raw ma terials
into end products.
INDUSTRIAL HYGIENE - the science and art devoted to the anticipation,
recognition and control of those environmental factors or stresses, arising in or from
the workplace which cause sickness, impairs health and inefficiency among workers
as well as the surrounding communities.
INDUSTRIAL REFUSE - solid wastes resulting from industrial processes and
manufacturing operations, such as food processing wastes, boiler house cinders,
wood, plastic, and metal scraps and shavings and other similar wastes.
INFECTED AREA - it is that part of a territory that, because of population
characteristics, density and mobility and/or vector and animal reservoir potential,
could support transmission of the reported disease. It need not correspond to
administrative boundaries.
INFECTED
PERSON
an
individual
who
is
suffering
from
an
infectious/communicable disease.
INFECTIOUS WASTE - includes cultures and stocks of infectious agents from
laboratory work, waste from surgery and autopsies of patients with infectious
diseases, waste from infected patients in isolation wards, waste from potentially
infectious cases, waste that has been in contact with infected patients undergoing
haemodialysis and waste that has been in contact with animals inoculated with a n
infectious agent or suffering from an infectious disease.
INFESTATION - the presence within or around a building, place or conveyance of
any insect, rodent or other pests.
INITIAL ENVIRONMENTAL EXAMINATION (IEE) - the document required of
proponents describing the environmental impact of, and mitigation and
enhancement measures for projects or undertakings located in an Environmentally
Critical Area (ECA).
INITIAL HEALTH EXAMINATION (IHE) - part of the lee which consists of a list of
health hazards which may have significant health risks, including prevention and
mitigating measures for projects or undertakings classified under health sensitive
project locations.
INSECTS - flies, mosquitoes, cockroaches, bedbugs, fleas, lice, ticks, ants and
other insects
INTEGRATED CONTROL - controlling pests through the use of several different
methods and procedures which are used to complement each other. These
procedures may include the use of pesticides, environmental sanitation measures,
natural as well as mechanical and biological control methods.
ISOLATION - the separation of an infected person or group of persons during the
communicability period from other persons except the health staff on duty, in such a
manner as to prevent the spread of infection.
ISOLATION PEN - an enclosure used to keep animals suspected of disease.
JUNK DEALER - any person, firm, agency, or entity engaged in the collection,
transportation, sorting, segregation, storing, exchange or sale of waste matter or
rubbish, or of any old, used or second-hand materials of any kind, including cloth,
rags, paper, bottle, rubber, iron, brass, copper, or other metal, furniture, used motor
vehicle or parts thereof, or of any other article which from its worn condition
renders it practically useless for the purpose for which it was made .and which is
commonly classified as junk
KINDERGARTEN SCHOOL - a school for children four (4) to five (5) years old.
KITCHEN - a room or some other space with facilities for the preparation and
cooking of food.
LARGE SCALE INDUSTRIES - establishments employing two hundred (200)
workers or more.
LAUNDROMAT - a type of neighbourhood laundry establishment, which provides
coin-operated washing machines, dryers and other laundry facilities.
LAVATORY - a fixed bowl or basin with running water and drain pipe for washing
hands and face. Specially designed lavatories are used for shampooing and washing
hair, and for tattooing.
LETTABLE ROOM - any room or rooms in an establishment intended for the use or
occupancy of any of its guest for a fee.
LEVEL I (POINT SOURCE) - a protected well or a developed spring with an outlet
but without distribution system, generally adaptable for rural areas where the
houses are thinly scattered. A level i facility normally serves around 15 households.
LEVEL II (COMMUNAL FAUCET SYSTEM OR STAND POSTS) - a system
composed of a source, a reservoir, a piped distribution network and communal
faucets, generally suitable for rural and urban fringe areas where houses are
clustered densely to justify a simple piped system. Usually, one faucet serves 4 to 6
households.
LEVEL III (WATERWORKS SYSTEM OR INDIVIDUAL HOUSE CONNECTIONS)
- a system with a source, a reservoir, a piped distribution network and household
taps, generally suited for densely populated urban areas.
LIFEGUARD - an expert swimmer trained on life saving procedures employed at a
public bathing place to safeguard bathers and to prevent drowning.
LIME BURNING - the process of burning limestone or shells.
LINEN - includes sheets, tablecloths and other similar materials.
LINEN-SUPPLY - a type of laundry which supplies uniforms and other linens to
such customers as offices, restaurants, hotels, motels, manufacturing plants,
automotive shops and hospitals. It also supplies linens such as shop towels, dust
mops, dust rags and other dust control items used in industry and other businesses.
LIVESTOCK - domestic animals used on a farm, especially those kept as food
animals.
LOBBY - a foyer or an anteroom or a waiting room furnished with lounges, chairs or
sofas where guests can register.
LOCAL GOVERNMENT UNIT - the local political subdivision which refers to the
province, city, municipality or barangay.
LOCAL HEALTH AUTHORITY (LHA) - an official or employee responsible for the
application of a prescribed health measure in a local political subdivision. For the
provincial level, the local health authority is the governor and the mayor for a city or
municipality as the case maybe.
LOCAL HEALTH OFFICER - an appointed employee of local government unit
concerned who is a licensed medical physician. He is in charge of formulation and
implementation of health policies, plans, programs, and projects of the people in the
LGU concerned.
LODGING HOUSE - a building where persons are supplied with and charged for
sleeping accommodations only. This will include inn, lodge, cabin, cottage, resort,
spa, cabana, club, pension house, hostel and all other similar establishments not
classified as hotel by the department of tourism.
LYE - any strong alkaline solution used for cleansing purposes.
LYE MAKING - the process of producing lye from strong alkaline liquor that chiefly
contains potassium carbonate.
MANICURE - the care of the hands and fingernails including massage of the hands
and cleaning, shaping and polishing of the fingernails.
MANURE - refuses from stables and barnyards, consisting of animal excreta with or
without litter.
MANURE STORING - stockpiling or deposition of manure.
MARKET - a general term referring to a public place, building or structure where
commodities such as foodstuffs, wares and other merchandise may be bought or
sold. It includes any of the following:

PUBLIC MARKET - a market owned, operated and/or managed by the
government intended to serve the general public.

PRIVATE MARKET - a market owned, operated and/or managed by
private individuals or entities, cooperatives, institution or corporation.

FOOD TERMINAL - a market where products such as sea foods, fruits,
vegetables and other food merchandise are being sold on a wholesale basis
(e.g. Fish landing, trading posts, "bagsakan", "consignacion").

SATELLITE MARKET/TALIPAPA - a type of public market with less than
150 stalls that cater to limited number of customers.

SUPERMARKET - a market distinct from a wet or dry market and larger
than a grocery in which shoppers serve themselves by using baskets or
pushcarts in selecting commodities from shelves or cold display storage
and pay their purchase at the exit.

WET MARKET - a market where most of the commodities for sale are
readily perishable foods.

DRY MARKET - a market where most of the merchandise displayed for
sale are dry goods.
MARKET ADMINISTRATOR - a person who has full control of the administrative
direction of all government owned/operated markets within a local government unit.
MARKET MASTER - officer-in-charge of the market where he is assigned. He has
direct supervision over the employees of the market.
MASSAGE - a method wherein the superficial soft parts of the body are rubbed or
stroked or kneaded or tapped for remedial or aesthetic or hygienic purposes. I t also
includes the practice of reflexology, synchrotherapy, physical therapy and other
similar techniques that use instruments and/or other parts of the body.
MASSAGE ATTENDANT - a trained person who have complied with the basic
requirements under the provisions of these rules and regulations and authorized to
massage customers under the guidance and supervision of a registered masseur.
MASSAGE CLINIC - an establishment equipped with necessary facilities for the
practice of massage under the guidance/supervision of a registered masseur.
MASSEUR/MASSAGIST - a trained person who has passed the masseurs'
examination and· is a holder of a valid certificate of registration for masseur issued
by the department of health committee of examiners for masseurs.
MATERIAL SAFETY DATA SHEET (MSDS) - the document that describes the
identity of a substance which includes the following: product and company
information; composition information on ingredients; hazards identification; first-aid
measures; fire fighting measures; accidental release; handling and storage;
exposure controls and personal protection; physical and chemical properties;
stability and reactivity; toxicological information; ecological information; disposal
considerations; transport and regulatory information.
MECHANICAL CONTROL - a pest control method which utilizes mechanical devices
like rodent traps, fly traps, mosquito traps, air curtain and ultraviolet light.
MEDICAL EXAMINATION - the preliminary examination of persons on board and
those embarking, including scrutiny of health documents.
MEDIUM-SCALE INDUSTRIES - establishments employing fifty one (51) to one
hundred ninety nine (199) workers.
MEMORIAL PARK - a cemetery with well kept landscaped lawns and wide
roadways and footpaths separating the areas assigned for ground interments,
tombs, mausoleums and columbaria; with or without a mortuary chapel; and
provided with systematic supervision and maintenance.
MEAT - the edible part of the muscle of food animal which is skeletal or which is
found in the tongue, in the diaphragm, in the heart or in the esophagus, with or
without the accompanying or overlying fat, and the portions of bones, skin, nerve
and blood vessels which normally accompany the muscle tissue and which are not
separated from it in the dressing.
MEAT BY - PRODUCT - includes edible part other than meat which has been
derived from food animal whether boned or boneless and whether ground or
unground to which no other ingredient has been added.
MEAT CONTROL OFFICER - a veterinary health officer or a registered Doctor of
Veterinary Medicine who directs and supervises the implementation of policies,
guidelines, rules and regulations with regard to meat inspection and effective meat
control measures.
MEAT HANDLING - as used in the meat trade, includes slaughter inspection,
cutting, processing, preservation, and packaging of meat.
MEAT INSPECTION CERTIFICATE - an official certificate issued by the meat
inspector or meat control officer who conducted the postmortem inspection to
certify that the carcass is fit for human consumption.
MEAT INSPECTION STAMP - any mark or stamp approved by the National Meat
Inspection Commission (NMIC ) and includes any tag or label bearing such mark or
stamp.
MEAT INSPECTOR - a properly trained officer authorized by the local government
chief executive or National Meat Inspection Commission to conduct inspection of
meat and meat by-product.
MISBRANDING - indicates all possible conditions of fraud, mislabelling, imitation

MORGUE - a place in which dead bodies are temporarily kept pending identification
or burial.
MOTEL - a roadside hotel consisting of private cabins usually intended for
motorists.
MPN (MOST PROBABLE NUMBER) - a statistical method of determining microbial
populations. A multiple dilution tube technique is utilized with a standard medium
and observations are made for specific individual tube effects. Resultant coding is
translated by mathematical probability tables into population numbers.
MULTIPARTITE MONITORING TEAM - a multi-sectoral team convened for the
primary purpose of monitoring compliance by the proponent with the ECC and
applicable laws, rules and regulations.
NAIL SCULPTURING - the process of mending, bevelling, filing, and overlaying of
nails, or applying sculptured nails, nail extensions and manicure and pedicure.
NATURAL BATHING PLACES - include streams, rivers, lakes, beaches, springs,
falls, tidal waters and other natural bodies of water.
NATURALISTIC CONTROL - a pest control method which utilizes nature and
nature's systems without disturbing the balance of nature. Pest - any destructive or
unwanted insect or other small animals (rats, mice, etc.) That causes annoyance,
discomfort, nuisance or transmission of disease to humans and damage to
structures.
NICHE - interment space for remains.
NIGHT SOIL - any refuse material composed wholly or partly of human excrement
and shall include the ext meted contents from privies, privy vaults, latrines, septic
tanks, cesspools, sanitary sewage grit chambers, screens or racks, grease traps,
raw sewage sludge, and other such materials retaining the characteristics of human
excrement, provided that properly digested and dried sewage sludge from public
sewage treatment plant shall not be included.
NIGHT/DAY CLUB - an establishment open during the night or day usually serving
liquor and food, providing a show or live entertainment, or music and . Space for
dancing.
NITS - eggs of the head lice attached to the shaft of the hair and can be passed
from one person to another by way· of combs, brushes, hats, head scarves and
towels.
NOISE - an erratic, intermittent, or statistically random oscillation, or any unwanted
sound.
NON-BIODEGRADABLE WASTE - refers to non-compostable/non-putrescible
NON-FORMAL EDUCATION - refers to any organized school-based educational
activity undertaken by the department of education, culture and sports or by other
agencies, including private schools, and aimed at attaining specific learning
objectives for a particular clientele, especially the illiterate, out-of-school youth, and
adults who cannot avail of formal education. Distinct from and outside of the regular
offerings of the formal school system.
NON-HAZARDOUS WORKPLACE - refers to establishment where none of the
condition (s) under hazardous workplace exists in the principal activity of the
establishment.
NON-PERISHABLE FOOD - consists of food products in hermetically sealed
containers processed by heat to prevent spoilage, and dehydrated, dried or
powdered products so low in moisture content as not to produce development of
microorganisms. (e.g. Cereal, powdered milk, canned goods, bottled catsup and
other similar products)
NOXIOUS - anything offensive to the human senses and/or tends to cause injury.
NUISANCE - anything that injures health, endangers life, offends the senses or
produces discomfort to a person or group of persons. Anything that offends the
senses, produces discomfort to the community, may injure health or endanger life.
NURSERY SCHOOL - a school for children three (3) to four (4) years old.
OBJECTIONABLE ODOR - any odor present in the indoor or outdoor atmosphere
that, by itself or in combination with other odors, is or may be harmful or injurious
to senses, interferes with comfortable use and enjoyment of life and property, or
creates a nuisance.
OCCUPATIONAL HEALTH PERSONNEL - refers to the qualified first-aider, nurse,
dentist, or physician, whose service/services have been engaged by the employer in
order to provide occupational health services in the establishment/undertaking.
OCCUPATIONAL HEALTH PRACTITIONER - refers to a physician, nurse,
engineer, dentist or chemist and other qualified health professional duly licensed to
practice his/her professions in the Philippines and possessing all of the additional
qualifications required by the department.
OCCUPATIONAL HEALTH SERVICES - services entrusted with essentially
preventive functions and responsible for advising the employers, the workers, and
their representatives, in the establishment/undertaking of the following:

The requirements for establishing and maintaining a safe and healthy
working environment which will facilitate optimal physical and mental
health in relation to work; and

The adaptation of work to the capabilities of workers in the light of their
state of physical and mental health.
OFFAL - the by-products, organs, glands and tissues other than meat of the food
animal which may or may not be edible.
OFFENSIVE TRADES OR OCCUPATION - any trade or occupation that has the
potential to cause damage to life and property, injury, pain, unpleasant or
nauseating sensation or produces uneasiness and unbearable conditions to a person
or group of persons.
OPEN DUMPSITE - a site used for the disposal of refuse where waste is exposed in
the open.
OPERATING PERMIT - the permission or certification in writing issued by the
regional health office that the refuse collection and disposal system complies with
the existing sanitation requirements upon evaluation and inspection.
OPERATIONAL PERMIT - the permit to discharge effluent from sewage disposal
system.
OPERATOR - a person or group of persons, who owns, leases, operates, manages,
supervises, and controls an establishment, its premises and facilities; the actual
holder of the sanitary permit.
OUTFALL - the outlet of a drain or sewer.
OVERCROWDING - the convergence of large number of persons or motor vehicles
closely accommodated together or adjacent to each other without order.
PACKAGED FOOD - food that is bottled, canned, cartoned, wrapped or otherwise
enclosed.
PASSENGER/CARGO VESSEL - any vessel authorized by the maritime industry
authority to carry passenger/cargo.
PATHOLOGICAL WASTE - includes tissues, organs, or body parts from surgical
operations, biopsies and autopsies, remains, aborted fetuses and animal carcasses,
and blood and body fluids.
PATHOLOGICAL WASTE - includes tissues, organs, or body parts from surgical

PEDICURE - the care, cleaning, shaping and polishing of the toe nails.
PERIMETER - when applied to an airport means a line enclosing the area

PERMISSIBLE OCCUPANCY - the maximum number of individuals permitted to
stay in a hotel/motel room or similar establishment room.
PERSONAL PROTECTIVE EQUIPMENT (PPE) - includes equipment necessary for
the protection of workers and other persons against bodily harm resulting in sudden
illness, occupational diseases or injury.
PESTICIDE - any substance or product, or mixture intended to control, prevent,
destroy, repel or mitigate pests. It includes insecticide, fungicide, bactericide,
nematocide, herbicide, molluscicide, larvicide, rodenticide, plant regulator, defoliant,
desiccant, and the like.
PHARMACEUTICAL WASTE - includes spoiled, spilled, banned, expired,
contaminated or used pharmaceutical products, drugs and chemicals that arc to be
discarded because they are no longer necessary.
PHYSICAL ENVIRONMENT- the school plants, grounds, and facilities.
PICNIC FACILITY - a space or structure having tables and seats used for picnic
gatherings.
PICNIC GROUNDS - a place having amenities such as picnic facilities, sanitary
facilities, restaurants, sundry shops, and recreational facilities.
PIGGERY - refers to any parcel of land, building or other structure used for
keeping, raising or breeding, depasturing, feeding or watering of swine.
PIPE LINES - pipes used to transport water.
PLACE - land, building, residence, pier, watercraft, aircraft or any means of
conveyance.
POLLUTANT - any substance whether solid, liquid or gas, which has direct or
indirect impact on health, may alter the quality of the environment, imparts
objectionable odor, noise, temperature change, physical, chemic al or biological
change to any segment of the environment, or is in excess of allowable health and
environmental quality standards prescribed by the government.
POLLUTED WATER - water whose physical, chemical, bacteriological, biological
and radioactive properties have been altered due to the presence of domestic
sewage, industrial waste or other substances in water that are possibly
objectionable or harmful to human lives.
POLLUTION - any alteration of the physical, chemical and biological properties of
any water, air and/or land resources of the Philippines, or any discharge thereto of
any liquid, gaseous or solid wastes as will or is likely to create or to render such
water, air and land resources harmful, detrimental or injurious to public health,
safety or welfare, or which will adversely affect their utilization for domestic,
commercial, industrial, agricultural, recreational or other legitimate purposes.
PORT - a place where ship may anchor or tie· up for the purpose of shelter, repair,
loading or discharge of cargo, or for other such activities connected with water borne commerce and including all the land and water area and the structure,
equipment and facilities related to those functions.
PORTABLE WATER/SAFE DRINKING WATER - water that is free of
microorganisms or disease-producing bacteria (pathogens). In addition, the water
should not possess undesirable taste, odor, color, levels of radioactivity, turbidity or
chemicals and it should pass the standards of the Philippine national standards for
drinking water.
POULTRY - refers to domesticated fowls, which serve as sources of eggs and meat
for human consumption or any other purpose. It includes any species of fowl such
as chicken, duck, goose, turkey, quail, pigeon or guinea fowl.
PRE-EMPLOYMENT EXAMINATION - physical examination conducted before an
applicant is accepted or hired for employment.
PREMISE - includes any land, building or other structure or part thereof.
PRE-SCHOOL SERVICE - any service which during all or part of the day regularly
gives care to children who are below five (5) years old, whether or not the care is
given for compensation, and whether the service is known as child minding center,
child care center, day nursery, day care center, nursery school, kindergarten, play
school or by any other name.
PRESSURIZED CAN OR CONTAINER - includes innocuous or inert gas and aerosol
can or container that may explode when incinerated or accidentally punctured.
PRIVACY - the existence of conditions in hotels and other similar establishments
which will permit its guest to carry out an activity without interruption and/or
interference either by light or sound.
PRIVATE BURYING GROUND OR PLACE OF ENSHRINEMENT - a family or
individual or other similar exclusive burial ground established and authorized
subject to these rules and regulations.
PRIVATE SCHOOL - a privately owned and managed institution for teaching and
learning authorized by the department of education, culture and sports or by the
commission on higher education to operate certain educational programs in
accordance with law and the prescribed policies and rules of the department of
education, culture and sports or the commission on higher education.
PRIVATE SWIMMING POOL, BATHHOUSE, BATHING BEACH OR NATURAL
BATHING AREA - a bathing place used only by an individual, his family or house
guests for non-commercial purposes.
PRIVY - a structure which is not connected to a sewerage system and is used for
the reception, disposition and storage of feces or other excreta from the human
body.
PROPONENT - any natural or juridical person intending to implement a project or
undertaking.
PROTECTIVE AREA - area within a designated distance of at least 400 meters
around the perimeter of an airport as per requirements by the international health
regulations.
PUBLIC CEMETERY - a burial ground, government or privately owned, open for
general use of the public.
PUBLIC LAUNDRY - a laundry established and operated for, and opens to the
public and/or to an exclusive clientele.
PUBLIC OR PRIVATE WATER SUPPLY SYSTEM - a government or private owned
system for the provision of potable water for human consumption. The water
system could either be of level i (point source), level ii (communal) or level ill
(waterworks) type. The system includes

Any collection, treatment, storage and distribution facilities under the
control of the operator of such system and used primarily in connection
thereto; and

Any collection, pre-treatment, or storage facilities not under the control of
the operator of the system which are used primarily in connection with
such system.
PUBLIC PLACES - parks, plazas, picnic grounds, camps, roads, cemeteries and
memorial parks, terminals, rest areas, and other open fields and enclosed areas of
public assembly.
PUBLIC PLACES ESTABLISHMENTS - hotels, motels, dormitories, lodging and
boarding houses, tenement houses, apartels, condominiums, hospitals, libraries,
museums, offices, malls, markets, supermarkets, movie houses, and other similar
institutions.
PUBLIC SANITARY SEWER - is a common sewer to which all abutters have equal
rights of connections.
PUBLIC SCHOOL - an educational institution which is established by or pursuant to
law, supported and maintained principally through public funds, and administered
by the local or national government, or an agency or subsidiary of the latter.
PUBLIC SWIMMING POOL AND BATHING PLACE - a bathing place intended to
be used collectively or publicly by a number of persons for swimming or bathing and
other recreational purposes operated by an operator as defined ·herein, whether he
be the owner, lessee, licensee, or concessionaire, regardless of whether a fee is
charged or not for such use.
PUBLIC TOILET - a toilet facility located at public places like markets, bus stations,
buildings, etc. Intended for public use.
PUPIL - a child who attends classes in any grade of the elementary education level,
including pre-school, under the supervision and tutelage of a teacher.
QUARANTINE INSPECTION - the inspection of a carrier together with its crew,
passengers and cargo from ports and airports infected with diseases subject to
international health regulations (e.g. Cholera, plague, yellow fever) to determine
the state of sanitation and health existing therein.
QUARANTINE MEDICAL OFFICER - a person authorized by the director of the
national quarantine office to perform the quarantine inspection of vessels and
aircraft and establishments in designated ports and airports of entry.
RADIOACTIVE WASTE - waste contaminated with radioactivity generated from
hospital nuclear medicine section, research institution, nuclear plant, radioactive
implant, diagnostic and therapeutic procedures and the paraphernalia used.
READILY PERISHABLE FOOD - any food of such type or in such condition as may
spoil and which consists in whole or in part of meat, poultry, fish, shellfish, milk,
eggs and their products or other foods or ingredients capable of supporting the
progressive growth of microorganisms which can cause food infection or food
intoxication.
READILY PERISHABLE FOOD - any food of such type or in such condition as may

feeds, factory returnable, fuel, fermentable, fine crafts or filling materials.
REFUSE DEPOSITORY - a designated temporary storage point for solid waste prior
to final disposal.
REFUSE OR SOLID WASTE - all organic and inorganic non-liquid and non-gaseous
portions of the total waste mass. It consists of all putrescible and non-putrescible
solid materials except for body waste.

REMAINS - the body or parts of the body of a dead person including the cremated
remains.
REMOVAL OF CEMETERIES - termination of all burial activities in the cemetery
and subsequent exhumation of all human remains.
RESERVOIR - a pond, lake or basin, either natural or artificial, designed for
storage, regulation and control of water.
RESOURCE RECOVERY - the extraction of materials or energy from wastes.
REST AREA - a facility located at strategic point along the national highway or
route of the travelling public which is provided with parking space, restaurants or
snack bars, other business shops, recreational facilities, service stations, public
restroom facilities or waiting sheds for travellers and commuters.
RESTAURANT - coffee shops, canteens, panciteria, bistro, carinderia, fast food,
refreshment parlors, cafeteria, snack bars, cocktail lounge, bars, disco, night club,
food kitchens caterer's premises and all other eqting or drinking establishments in
which food or drink is prepared for sale elqewhere or as part of a service of !
hospital, hotel, motel, boarding house, institution caring for people and other similar
establishments.
RISK - a negative consequence or adverse effect of some action or inaction; a
quantitative 聴erm expressing the magnitude and probability of the adverse effect
occurring after쀠an individual has been exposed to a specific amount of hazard.
RODENTICIDE - chemicals or other preparations used to destroy rats.
RODENTS - small mammals such as rats, mice, characterized by constantly
growing incisor teeth used for gnawing or nibbling.
ROOM SERVICE - any service or thing supplied and delivered to the guest rooms
such as food, drinks, sundries, etc.
RUBBISH - refers to the non-putrescible solid waste constituents and includes such
items as papers, tin cans, glass, wood, bottles, broken glass, cardboard, plastics,
yard cuttings, discarded porcelain wares, pieces of metals and other wrapping
materials.
SAFELY - the condition of being free from danger and hazard which may cause
accident or disease.
SANITARY ENGINEER - a person duly registered with the board of examiners for
sanitary engineers (REPUBLIC ACT 1364) who heads and/or works with the
sanitation division/section/unit of the local health office or employed with the
department of health or its regional health offices.
SANITARY INSPECTOR - a government official or personnel employed by the
national, provincial, city or municipal government who enforces sanitary rules, laws
and regulations and implements environmental sanitation activities under the
supervision of the provincial/city/municipal health officer/sanitary engineer.
SANITARY LANDFILL - a land disposal site employing an engineered method of
disposing solid wastes on land in a manner that minimizes environmental hazards
by spreading the solid wastes in thin layers, compacting the solid wastes to the
smallest practical volume, and applying cover material at the end of each operating
day.
SANITARY PERMIT - the certification in writing by the city or municipal health
officer or in his absence, by the chief or head of the sanitation division/section/unit
that the establishment complies with the existing sanitation requirements upon
evaluation or inspection conducted in accordance with PRESIDENTIAL DECREE NOS.
522 and 856 and its implementation of rules and regulations and local ordinances.
SANITARY SEAL -a mixture of cement and water placed in the annular space of
the well casing and drill hole to seal space and about 3 meters deep to prevent the
intrusion of water.
SANITARY SURVEY - an activity to inspect and investigate the existing
environmental conditions around the water source which may affect the quality of
the water.
SANITATION INSPECTOR - a government official or personnel employed by the
national, provincial, city or municipal government. Who enforces sanitary rules, laws
and regulations and implements environmental sanitation activities under the
supervision of the provincial/city/municipal health officer/sanitary engineer.
SANITIZE - the application of any effective method or substance to a clean surface
for the destruction of pathogens and other organisms. Such treatment shall not
adversely affect the equipment.
SARI-SARI STORE - a convenient store where a variety of food and food materials
and other household merchandise are sold in small scale.
SAUNA BATH ATTENDANT - a person who applies the proper technique of giving
steam bath to customers.
SAUNA BATH ESTABLISHMENT - an establishment where customers are exposed
to steam which is generated by sprinkling water on hot stones or by some other
means.
SCAVENGER - a person engaged in the business of collection, recovery and
transportation of recyclable refuse by specific hire or contract with another
individual, firm, corporation, public agency or institution and does not include public
agency responsible by law for the collection of refuse in a given jurisdiction.
SCALDING - the process of subjecting slaughtered swine or poultry between 58°C 65°C water to facilitate hair or feather removal.
SCHOOL - a public or private educational institution undertaking educational
operations with an organized group of pupils or students pursuing defined studies at
defined levels, receiving instructions from teachers, usually located in a building or
group of buildings in a particular site specifically intended for educational purposes.
SCHOOL ADMINISTRATOR - a person, usually the owner, who manages the
activities of a particular school.
SCHOOL FOR PERSONS WITH DISABILITIES - school for persons who are
suffering from restriction or lack of ability to perform an activity in the manner or
within the range considered normal for a human being as a result of a mental,
physical or sensory impairment.
SCRAP PROCESSING - recovering, preparing, treating, disinfecting, or other
means of processing of discarded materials such as scrap metals, leftover food from
slaughterhouses or food establishments, or any reusable solid or liquid.

SECTARIAN SCHOOL - a school run or managed by a particular religious
organization.
SECTIONING OR ZONING - grouping together in one section or zone in the
market of similar commodities, goods or foodstuffs offered for sale.
SEPARATION EXAMINATION - physical examination conducted prior to the
resignation or termination of the workers.
SEPTA - steel shell of metal, stone, or plastic containing porous elements (tubes,
leaves, disks, or trays) with openings generally less than 1.27 millimeters (0.005

SEPTIC TANK - a water tight receptacle which receives the discharge of a plumbing
system or part thereof, and is designed to accomplish the partial removal and
digestion of the suspended solid matter in the sewage through a period of

SEPTIC TANK ABSORPTION BED OR DRAIN FIELD - an underground system of
pipes leading from the outlet of the septic tank, consisting of open jointed or
perforated pipes so distributed that the effluent from a septic tank is oxidized and
absorbed by the soil.
SERVICE BUILDING - a strategically located structure forming part of the
establishment which houses different facilities and/or amenities.
SERVICE FACILITIES - part of bus terminal/bus station that refers to the sanitary
facilities, washing bays, parking areas. Repair stations.
SERVICE STATIONS - (commonly known as gasoline stations) where service for
motor vehicles may be obtained such as fuel, oil, water, air for tires, greasing and
repair.
SEWAGE DISPOSAL SYSTEM - a system of collection, transportation, treatment
and disposal of sewage.
SEWER - the pipe line conveying sewage from the building to the septic tank or to
any point of discharge.
SEWERAGE OR SEWERAGE WORKS - system of pipes, pumps, devices and other
appurtenant structures for the collection, transportation and final disposal of waste
water.
SEWERAGE SYSTEM - means pipeline or conduits, pumping station, force mains
constructed drainage ditches, and all other constructions, devices and
appurtenances used for collecting or conducting sewage and industrial wastes or
other wastes to a point of treatment discharge or ultimate disposal.
SHALL - is construed to mean mandatory.
SHALLOW WELL - a well measured from the natural ground surface with a depth

SHAMPOOING -washing the hair and massaging the scalp with water and soap or

SHELF LIFE - the span of time a product is determined to be fit for human
consumption.
SHIP HEALTH OFFICER - an authorized person in-charge of the medical
department of the ship.
SINGLE SERVICE ARTICLES - straws, cups, toothpick, chopsticks, containers, lids
or closures, plates, knives, forks, spoons, stirrers, paddles, placemats, napkins,
doilies, wrapping and packaging materials and all other similar articles which are
made wholly or in part from paper, paperboard, molded pulp, foil, wood, synthetic,
and other readily destructible materials which are intended to be discarded after
use.
SKIMMER - a device for removing floating pollutants in a swimming pool.
SKIN CURING/TANNING - an art or process by which a skin of an animal is
exposed to the sun.
SKIN PIERCING - a process of perforating the skin that is carried out by means of
an apparatus or by the use of a sealed pre-sterilized disposable fittings.
SLAUGHTER - the butchering of food animal.
SLAUGHTER ANIMAL - any food animal brought into an abattoir for slaughte r.
SLENDERIZING SALONS - include figure salons, fitness center, slimmer salon,
physical fitness club, aerobic centers and similar establishments and facilities.
SMALL-SCALE INDUSTRIES - establishments employing fifty (50) workers or less.
SOAP BOILING - the process of boiling or cleansing which is made usually by the
action of alkali on fats, fat acids and oil in boiling or cold process, consisting
essentially of a mixture of water-soluble sodium or potassium salts of fat acids, and
may contain other ingredients such as sodium carbonate or other builders, perfume,
coloring agents, fluorescent dyes, disinfectants, or abrasive material.
SOIL - visible dirt or debris such as organic matters, organic substances, residual
soil, blood and body substances which may protect, harbor or assist the growth of
microorganisms.
SOLID WASTE - all organic and inorganic non-liquid and non-gaseous portions of
the total waste mass. It consists of all putrescible and non-putrescible solid

STALL - a compartment or area designated for the display or sale of commodities,
goods or foodstuffs.
STALLHOLDER - a person or entity that has been granted the right to use a stall

STERILIZATION - any chemical or physical process which kills and destroys all
microorganisms.
STRAY ANIMALS - any animal not subject to the control and/or found in a place
outside the premises of its owner.
STUDENT - any person who is enrolled and engaged in formal education studies
and attends classes at the secondary or higher education level.
SUNDRY SHOP - a store selling miscellaneous articles, details or items and other
personal products of any size or amount.
SURFACE WATER - a mixture of surface run-off and groundwater. Surface sources
include rivers, lakes, streams, ponds and impounding reservoirs.
SUSPECT - a person who may have been exposed to an infection or a disease and
considered capable of spreading such disease.
SUSPECT - any animal suspected of being affected with a disease or condition,
which may require its condemnation and is subject to further examination to
determine its disposition.
SWILL - includes that particular garbage which is wholly or nearly so, edible and
usable as a food and having food value for animals or fowls, accumulating from
animal, vegetable or other matter wasted from households or food establishments.
SWINE - refers to hog or pig.
TATTOOING - marking or coloring the skin by pricking with a coloring matter so as
to form indelible marks or figures or by production of scars.
TECHNICAL/VOCATIONAL SCHOOL - any school undertaking a non-degree
.program at the post-secondary education in preparation for a particular occupation.
TENEMENT HOUSE - a building or portion thereof which is leased or sold to an
occupant as residence by a number of families but living independently of one
another and having a common right in the use of halls, stairways, terraces,
verandas, toilets and baths.
TENT - a portable lodge of skin, canvas, cloth, or other similar material usually
stretched and sustained by poles used for shelter by campers.
TENT EMPLACEMENT - a space or location in a camp where a tent is set-up.
TEST WELL - an excavation made to determine the quality and quantity of water.
THEOLOGICAL SCHOOL - a school established to undertake educational activities
for priesthood or religious ministry.
THRESHOLD LIMIT VALUES (TLVS) - refer to airborne concentration of
substances that represent conditions under which it is believed that nearly all
workers may be repeatedly exposed day after day without adverse effect.
TONSORIAL AND BEAUTY ESTABLISHMENTS - include barber shops, beauty
parlors, hairdressing and manicuring establishment and figure slenderizing salons,
and tattooing and skin piercing salons, and other similar establishments.
TRADE SCHOOL - a school which incorporates technical/vocational activities such
as welding, refrigeration and air-conditioning, electronics, carpentry, electrical and
other related activities into their curricula.
TRADITIONAL PESTICIDES - plant extracts or plant substances that are used to
control pests.
TRAILER EMPLACEMENT - a space or location in a camp allotted for a
caravan/mobile home.
TRIPPERY AND GUTTERY SECTION - section of an abattoir used for cleaning the
viscera of the slaughtered animal.
UNDERTAKER - a duly licensed person who practices undertaking.
UNDERTAKING - the care, transport and disposal of the body of a deceased person
by any means other than embalming.
URBAN PEST CONTROL - pest control activities in all habitable areas but not to
include agricultural pest control activities.
URBAN PEST CONTROL APPLICATOR - any individual who uses or supervises the
use of pesticides or any other methods or services for urban pest control or
implementation of a vermin abatement program.
URBAN PEST CONTROL OPERATOR - refers to establishments or entities engaged
in the application of pesticides or any other methods or services for urban pest
control or implementation of a vermin abatement program.
UTENSILS AND EQUIPMENT - any kitchenware, tableware, glassware, cutlery,
containers, stoves, sinks, dishwashing machines, tables, meat blocks and other
equipment used in the storage, preparation, distribution or serving of food.
VALID CERTIFICATE - a certificate conforming to the rules and the model laid
down by the world health organization in the international health regulations and
issued by the national quarantine office.
VECTOR - any organism which transmits infection by inoculation into the skin or
mucous membrane by biting; or by deposit of infective materials on the skin or food
or other objects; or by biological reproduction within the organism.
VENDOR - any person who sells goods, commodities, foodstuffs, and other
merchandise.
VERMIN- refers to a small group of animals such as mice, rats, and insects which
are vectors of diseases.

Rats/mice- refer to a small group of animals inhabiting human households
and premises which are vectors of diseases.

Insects - refers to any of the several kinds of arthropods which include
flies, mosquitoes, cockroaches, fleas, lice and bedbugs which are vectors of
diseases.
VERMIN ABATEMENT PROGRAM - a series of preventive and control activities or
procedures to eliminate or reduce the presence of vermin in land, public places,
public places establishments, buildings and residences, food establishments,
markets, ports, airports, vessels, aircraft or any means of conveyances, and other
similar establishments
VESSEL - a general term for all craft or artificial contrivance capable of floating in
water, designed to be used or capable of being used as a means of water
transportation utilizing its own motive power or that of others.
VISCERA - the internal organs of food animal.
WADING POOL - any concrete or masonry structure, basin, tank, located either
indoors or outdoors, used for bathing or swimming, recreational purposes, and
religious or therapeutic healing purposes, and filled with a controlled water supply
and having a maximum depth of 91 centimeters (3 feet) or below at any point.
WAITING AREA - a designated place for waiting passengers located inside the bus
terminal.
WAITING AREA/PASSENGER LOUNGE - a designated place for waiting
passengers located inside the ports and airports.
WAITING SHED - a designated place for commuting passengers located along the
highway that can accommodate a minimum of thirty (30) passengers.
WATER HAULER - any person, firm or company, who transports, stores, delivers
and operates equipment used to transport or deliver water for human consumption.
WATER SUPPLIER - any entity, government or private company, responsible for
source development, water abstraction, treatment and distribution of water.
WATERWORKS - the system of reservoirs, channels, mains, pumping and purifying
equipment by which a water supply is obtained and distributed.
WELL - a man-made hole used for recovering ground water from the water bearing
strata by digging, boring, drilling or by any other method.
WELL DRILLER - an individual, partnership, corporation, cooperative and the like
who undertake well drilling work or activities for the purpose of extracting ground
water.
WORKPLACE - means the office, premises or worksite, where the workers are
habitually employed and shall include the office or place where the workers who
have no fixed or definite worksite, regularly report for assignment in the course of
their employment.
REGIONAL DIRECTOR:


Act on applications for the establishment of burial grounds; and
Close any burial ground which is a menace to public health.
LOCAL HEALTH AUTHORITY:





Administer city or municipal cemeteries:
Issue permits to inter, disinter or transfer remains;
Apply prescribed measures when cause or death is due to a dangerous
communicable disease;
Keep records of death occurring within his area of jurisdiction; and
Authorize the delivery of unclaimed remains to medical schools and
scientific institutions for purposes specified in this chapter and in
accordance with the rules and regulations of the Department.
LOCAL GOVERNMENT UNIT:



Reserve appropriate tracts of land under their jurisdiction, for cemeteries
subject to approval of Regional Directors concerned;
Utilize judiciously grants, gifts, bequests of property or financial donations
for the establishment or improvement of cemeteries; and
Close cemeteries under their jurisdiction subject to approval of the
Regional Director.
PENAL PROVISIONS:


Unless otherwise provided in any Chapter or section in this Code, any
person who shall violate, disobey, refuse, omit or neglect to comply with
any of the rules and regulations promulgated under this Code shall be
guilty o.f misdemeanor and upon conviction shall be punished by
imprisonment for a period not exceeding six (6) months or by a fine of not
exceeding PIOOO.OO or both depending upon the discretion of the court.
Any person who shall interfere with or hinder, or oppose any officer, agent
or member of the Department or of the bureaus and offices under it, in the
performance of his duty as such under this Code, or shall tear down,
mutilate, deface or alter any placard, or notice, affixed to the premises in
the enforcement of the Code, shall be guilty of a misdemeanor and
punishable upon conviction by imprisonment for a period not exceeding six
(6) months or by a fine of not exceeding PIOOO.OO or both depending
upon the discretion of the court.



Act on the recommendation of the local health officer to suspend or revoke
sanitary permit.
Ascertain the validity of sanitary permit of the establishment and health
certificates of the employees in the establishment.
Assist in the enforcement of the requirement on the examination of meat in
the abattoir as provided for by existing laws and rules and regulations of
the National Meat Inspection Commission.
Assist the local health officer and other health regulatory personnel by
providing necessary facilities, supplies, equipment, training programs and
seminars for the promotion and improvement of the state of health and
sanitation of the community.
Cause the revocation of the permit or closure of the establishment when it
is deemed necessary for the protection of public health.
Certify the passing of local laws and ordinances for the adoption, guidance
and enforcement of these implementing rules and regulations and other
pertinent rules and regulations of the Code on Sanitation of the Philippines
(P.D.856).
Conduct hearings regarding erring establishments to include appeals from
such establishments. and
Coordinate with representatives of the Department of Health and National
Meat Inspection Commission to ensure that animal slaughtering, dressing,
handling, storing and transporting procedures are carried out in a sanitary
manner.
Direct the conduct of periodic inspections of establishments and premises,
and collect samples of water and food for laboratory examination to
determine if they are fit for human consumption.
Direct the local health officer or authorized representative to conduct
periodic sanitary inspection of establishments in his area of jurisdiction.
Directs Local Health Officer to prepare and submit yearly reports to the
Department.
Enforce the Code on Sanitation of the Philippines (P.D. 856) and its
implementing rules and regulations.
Enforces all laws, ordinances, rules and regulations relating to sanitation
and public health.
Exercises jurisdiction over the enforcement of the Sanitation Code including















its implementing rules and regulations in their localities subject to the
standards set by the Department.
For the collection, analysis and evaluation of the water samples thru the
regular inspection/sanitary surveys during the existence of a potential
cause of contaminations. This is to ensure the water quality and potability
and to inform the public on the latest quality of the drinking water in the
locality.
For the establishment of Water Monitoring/Surveillance Program thru the
creation of the Local Drinking Water Quality Monitoring Committee to
oversee the operation of the water systems and the quality of water
produced and distributed by them and to monitor the implementation of
the provisions of the Rules and Regulations to ensure the adequate
sanitation.
In case of problem areas, the local health authority shall prepare programs
for its control and conduct public health campaigns involving the
community, government agencies and the private sector.
In places where the owners, operators or administrators of
entities/establishments covered by these rules and regulations fail, neglect
or refuse to maintain a vermin abatement program, the local health
authority shall undertake the work at the expense of the owners, operators
or administrators.
Initiate and enforce local zoning ordinance.
Issue directives upon recommendation of the local health officer for the
prevention and control of any untoward circumstances that may jeopardize
public health and safety.
Issue sanitary order to establishments not complying with these rules and
regulations.
Issue sanitary permit to massage clinics and sauna bath establishments.
Issues licenses/business permits and suspends or revokes the same for any
violations of the conditions upon which said licenses or permits had been
issued, pursuant to existing laws or ordinances.
Pass an ordinance consistent with these implementing rules and regulations
to strengthen its enforcement.
Prescribe and enforce all practicable measures to keep port and airport
installation free of vermin.

and appurtenances, if it is insanitary.

Supervise over the maintenance of adequate sanitary conditions in
government or privately owned markets and abattoirs and their premises.
Supervise the sanitary disposal of all solid and liquid wastes incidental to
the operation of the establishment subject to the DOH rules and
regulations, standards and regulations set by the Department of
Environment and Natural Resources and other existing health and
environmental laws.
Suspend or stop the operation of establishments violating the provisions of
these implementing rules and regulations.
Take samples of food and drinks from any establishments or vendors as
often as necessary to determine unwholesomeness, adulteration,
contamination or spoilage, or contamination by radioactivity.
The local authority shall enforce the provisions of these rules and
regulations.
The local health authority shall approve vermin abatement program as to
its procedure and frequency based on existing local conditions.
The local health authority shall direct the local health officer to conduct
periodic sanitary inspection in his area of jurisdiction and to identify insect
and rodent problem areas.
The local health authority shall institute education and training program on
pest management for local personnel who shall oversee pest control
operations of public health importance based on sound ecological
principles.
To enforce rules and regulations for sanitation
Vermin control in public places owned, operated or managed by the local
government unit shall be the responsibility of the local health authority
which has jurisdiction over the area.
CONSUMERS




Observe proper handling of foods- that are being sold in the market.
Observe proper maintenance of cleanliness in the market and its premises.
Protect market facilities from damage.
Return merchandise to the shelves specifically provided for the purpose if
they have decided not to purchase such merchandise.
MARKET STALLHOLDERS





Comply with these implementing rules and regulations
Keep the aisles free from obstructions to allow smooth flow of customers.
Maintain the cleanliness of their stalls at all times.
Observe proper solid waste management.
Protect market facilities from damage.
MARKET MASTERS/PRIVATE MARKET MANAGER



Be responsible for keeping the market and its premises, including stalls and
offices, in a clean and sanitary condition at all times.
Be the custodian of all the properties belonging to the market.
Comply with these implementing rules and regulations.



Ensure that the floor in the wet section of the market is scrubbed to avoid
accumulation of mud/dirt.
Furnish each stallholder a copy, in English or Filipino or local dialect, of the
rules and regulations herein mentioned.
Post in conspicuous areas of the market, in English or Filipino or local
dialect, the rules and regulations relative to the sanitation and good order
in the market.
MARKET ADMINISTRATORS


Initiate and oversee the posting of rules and regulations regarding
sanitation and good order in the market.
Ensure that all the public markets within the city or municipality shall be
maintained in accordance with these implementing rules and regulations.
SUPERMARKET MANAGER





Post in conspicuous areas of the supermarket, in English or Filipino or local
dialect, the rules and regulations relative to the sanitation and good order
in the supermarket.
Be responsible for maintaining the sanitary condition of all areas in the
supermarket as well as its premises.
Keep the supermarket and its premises free from solid waste and vermin.
Protect the establishment from damage.
Comply with these implementing rules and regulations.
LAUNDRY SUPERVISOR








Comply with all the requirements and standards as stated in these
implementing rules and regulations.
Ensure the proper laundry operation and cleaning and care of laundry
equipment and facilities.
Provide schedule of laundry operation for an adequate and continuous
supply of linen and according to the needs of the user at all times.
Be knowledgeable in the selection, quantity, and proper use of laundry
cleaning supplies.
Provide a schedule for regular maintenance and cleaning of equipment and
facilities.
Evaluate the effectiveness of the laundry operation.
Ensure that the linen is safe for the customer's use.
Ensure the state of sanitation of the establishment.
LAUNDRY OPERATOR



Comply with all the requirements and standards as stated in these
implementing rules and regulations.
Promote good personal hygiene among his employees and ensure updating
of their health certificates.
Ensure the health, safety and comfort of all employees and customers in
the establishment.





Provide adequate and appropriate sanitary facilities, personal protective
equipment, and necessities to promote health, safety and sanitation in the
establishment.
Renew the sanitary permit every year.
Assist the health authorities in conducting inspection of the establishment.
Ensure that the processes and materials used in the trade shall be
environment friendly.
Provide regular training programs and instructions to all employees on
health, sanitation and safety, conservation of the environment, and proper
operation and maintenance of the establishment.
LOCAL HEALTH OFFICER

















Act on complaints against establishments, premises and facilities emitting
or discharging pollutants and institute necessary measures to prevent the
spread of diseases from such pollutants.
Advice bus operators and drivers to patronize bus stops/rest areas with at
least a satisfactory rating.
Apply precautionary measures to prevent accidents and spread of
communicable disease among the customers and employees.
Apply precautionary measures to prevent accidents and the spread of
communicable diseases among the employees, students and clients of the
establishments.
Apply precautionary measures to prevent the spread of any communicable
disease or possible outbreak of disease within the school and investigate all
reported outbreaks and deaths.
Apply precautionary measures to prevent the spread of any communicable
disease among persons staying in the hotel and other similar
establishments and investigate all reported illnesses and deaths.
Ascertain if the personnel of the establishment are examined regularly for
the presence of any infectious, communicable or contagious diseases.
Ascertain that effective disinfectant solutions, methods and procedure s are
being applied to prevent transmission of diseases.
Ascertain the validity of sanitary permit of the establishment and health
certificates of the personnel employed in this establishment.
Assist in the enforcement of the provisions of these rules and regulations
Assist the DOH in the implementation of EHIA process
Attends to complaints related to industrial hygiene and recommends
appropriate measures for immediate compliance.
Check at least every two weeks the sexually transmitted diseases clearance
records of massage clinic masseurs and attendants.
Check STD clearances of entertainers at least every two (2) weeks.
Conduct classification or rating system for establishments catering to the
travelling public and post the Sanitation Standard Rating Sticker (SSRS) in
a conspicuous part of the establishment for public guidance.
Conduct constant dialogue with the holder of the sanitary permit for the
purpose of discussing the terms and conditions deemed necessary to
assure compliance with these implementing rules and regulations.
Conduct information, education and advocacy campaigns within his area of
jurisdiction in relation to the enforcement of these implementing rules and

regulations.
Conduct or cause the conduct of regular inspections and visits to any pla ce
or premises wherein refuse may accumulate and to all refuse collection,
transportation and disposal sites, locations, equipment and premises for
the purpose of ascertaining the status of compliance with the requirements
of these implementing rules and regulations.
Conduct or cause the inspection and evaluation of massage clinics and
sauna bath establishments at least once every three (3) months to
ascertain their state of sanitation.
Conduct or cause the regular inspection of hotels and other similar
establishments and their premises to ascertain their state of sanitation.
Conduct or cause the regular inspection of rest areas, bus terminals, bus
stations and service stations and their premises to ascertain their state of
sanitation.
Conduct or cause the regular inspection of schools and their premises to
ascertain their state of sanitation.
Conduct sanitary surveys of outdoor bathing places.
Coordinate with and/or refer inspection findings to the nearest local ports
with the National Quarantine Office.
Coordinate with other government agencies and non-government
organizations in the enforcement of these rules and regulations in
establishments
Coordinate with the Department of Health or its regional health offices for
information and guidance on the enforcement of these implementing rules
and regulations.
Coordinate with the Department of Tourism in the classification of hotels.
Coordinate with the other government agencies and non-government
organizations in the improvement of the operation of these establishments
in accordance with Presidential Decree Nos. 856 and 522 and Letter of
Instruction No. 247.
Coordinate with the Philippine Ports Authority, Bureau of Customs,
Philippine Coast Guard, Maritime Industry Authority, and other offices in
the enforcement of the sanitation laws and regulations.
Coordinates with other government agencies relative to the implementation
of this implementing rules and regulations.
Enforce the provisions of these implementing rules and regulations.
Ensure the employment and training of lifeguards and the required number
as compared to the bathing load of the establishment.
Ensure the test for the bacteriological quality of water, chlorine content of
water, ventilation and lighting.
Ensure the validity of the sanitary permit of the public swimming or bathing
places.
Evaluate and inspect the compliance of funeral establishments with these
implementing rules and regulations.
Examine sanitation records of the establishment.
Facilitate the conduct and evaluation of the establishment at least once
every three months to ascertain their compliance to these implementing
rules and regulations.
Implement the posting of the SSRS for the guidance of the general public.
Inform all concerned agencies/organizations regarding these implementing







rules and regulations. and
Inspect or cause the inspection and evaluation of establishments, premises
and facilities to ascertain their compliance to these implementing rules and
regulations.
Institute precautionary measures to prevent and control the spread of any
communicable disease or outbreak among the travelling public and prevent
them from the exposure to air pollution caused by the motor vehicles
within the rest area/bus terminal, bus station or service station.
Investigate complaints concerning alleged nuisances as mentioned in these
implementing rules and regulations and apply necessary corrective actions.
Investigate reported drowning incidents in coordination with the local police
and institute preventive measures to mitigate the spread of communicable,
contagious or infectious diseases coming from these establishments and
facilities.
Issue and ensure the validity of health certificates of employees of the
establishment.
Issue mission order to sanitation inspector in conducting inspections
Issue sanitary order to funeral establishments for non-compliance with
these rules and regulations. and
Issue sanitary permit after a complete investigation of the premises,
equipment, plan of operation, schedules of collection, places of disposal,
and other pertinent information indicative of ability to comply with all
standards and requirements.
Issue sanitary permit and the Sanitation Standard Rating Sticker (SSRS) to
establishments complying with the sanitation standard.
Issue sanitary permit upon completion of the requirements stated in these
implementing rules and regulations.
Issue the death certificate in the absence of an attending physician.

Recommend to the local health authority the issuance of transit, burial,

transfer and exhumation permits.
Recommend to the local health authority the suspension and revocation of
sanitary permit for funeral establishments.
Recommend to the local health authority the temporary or permanent
closure of establishments violating the provisions of these implementing
rules and regulations.
Recommend to the local health authority the withholding, disapproval or
revocation of the sanitary permit upon violation of or pending compliance
to certain terms and conditions stipulated under these rules and
regulations.
Recommend to the regional health office the approval of school site
clearances. and
Recommends to Local Health Authority issuance of licenses/business
permits and suspensions or revocation of the same for any violation of the
condition upon which said licenses or permits had been issued, pursuant to
existing laws and ordinances.
Refer all notices for quarantine inspection and clearance from all vessels
coming from foreign ports to the acting or alternate quarantine medical
officers or if there is none, to the Director of National Quarantine Office,
Manila.
Refers/elevates to higher authority unsolved issues in relation to industrial
hygiene.
Require the posting of the sanitary permit in a conspicuous place of the
establishment.
Supervise the exhumation of remains for medico-legal cases.
Undergo training conducted by the Department Of Health before actively

SCHOOL ADMINISTRATOR









Conduct and supervise the maintenance of a healthful physical and
emotional environment for the school as provided in these implementing
rules and regulations.
Apply sanitary permit before operating a school and renew such permit at
the beginning of each year thereafter.
In medical school or scientific or research institutions, the administrator
shall monitor and supervise the use and storage of remains or cadavers
and conduct the decent burial or disposal of said cadavers or remains.
Provide protective equipment or dust mask for the personnel or
pupils/students when erasing the boards.
Maintain a vermin abatement program within its buildings and school
premises. Maintain a school clinic as prescribed in the foregoing provisions
of these rules and regulations.
Report the occurrence of notifiable diseases and disease outbreaks in the
school to the local health office.
Guide the health authorities in the conduct of inspection.
Assist the local health officer in the campaign for the promotion of health
and the prevention and control of diseases.
Comply with the provisions of these implementing rules and regulations.
REGIONAL DIRECTOR

Issue school site clearance after evaluation and validation of proposed
school sites.

Issue operating permit as recommended by the sanitary engineer to refuse
collection service, refuse disposal area and facilities upon evaluation of the
application and site validation.

Cause the conduct of regular inspection and monitoring of refuse collection
service, refuse disposal area and facilities.
LOCAL GOVERNMENT





















Allocate tract of land for use in sanitary disposal of refuse/solid waste.
Apply appropriate measures or actions to maintain a healthful physical and
emotional environment for the school, particularly, as to its distances from
proposed or existing establishments that are considered nuisances under
these rules and regulations.
Certify the passing of an ordinance consistent with these rules and
regulations to strengthen its enforcement.
Close cemeteries under their jurisdiction subject to the approval of the
regional health director.
Conduct training on proper solid waste management.
Direct the local health officer in the enforcement of these rules and
regulations.
Disseminate information regarding the patronage of bus stops/rest areas
with sanitation Standard Rating Stickers (SSRS) in coordination with PIA,
DOT, DOTC, DPWH, DILG and DOH
Disseminate information regarding the patronage of ports and airports with
sanitation standard rating stickers (SSRS) in coordination with PPA,
MARINA. PCG, PIA, DOT, DOTC, DPWH, DILG and DOH.
Enforce the provisions of these implementing rules and regulations
Establish buying stations for the recovery of re-cycled materials.
Every city/municipality shall prohibit unnecessary blowing of horns within
120 meters from the school site. The school shall provide the necessary
signs to this effect.
Guide the local health officer in the enforcement of these rules and

service stations, and other similar establishments catering to the travelling
public to provide adequate sanitary facilities in conformity with the
provisions of these implementing rules and regulations
Require all public transportation companies with units plying along the
highways and operating within their jurisdiction to use areas at strategic
places along the national highways in accordance with the requireme nts of
these rules and regulations.
Reserve appropriate tract of lands under their jurisdiction, for cemeteries
subject to approval of regional health directors concerned.
Reserve appropriate tracts of land under their jurisdiction as school site.
Strengthen the regulatory function of the local health office.
Upgrade the social hygiene clinic of the local health office. and
Utilize judiciously grants, gifts, bequest of property or financial donations
for the establishment or improvement of cemeteries.
SECRETARY












Formulates policies, standards, guidelines and programs for the promotion
and protection of workers' health.
Prescribes a list of Threshold Limit Values of atmospheric/environmental
contaminants as a guide in appraising health hazards and evaluating
control measures.
Reviews concentration values at regular intervals to amend or modify the
list where indicated.
Develops standards regarding other concentrations of short intermittent
duration capable of causing acute impairment to health.
Requires the control of other contaminants known or believed to be capable
of causing impairment of health but not included in the list already issued
by the Department.
Prescribes control measures to eliminate/minimize industrial contaminants
and infectious diseases caused by processing or handling industrial
products or waste.
Promulgates illumination standard values and orders their review at regular
intervals to alter or amend values when indicated.
Promulgates measures to effectively and adequately control any possible
radio-activity to which workers and the general public may be exposed.
Promulgates measures to reduce hazardous workplace noise levels.
Provides technical assistance to local government units for the
implementation of Sanitation Code of the Philippines (PD 856) and its
implementing rules and regulations.
Monitors and evaluates the implementation of PD 856 in coordination with
the local government units.

concerned agencies found violating any of the provisions of the Sanitation










Provides, installs and maintains in good condition all control facilities, and
protective barriers for potential and actual hazards.
Informs all affected employees regarding the nature of the hazards and the
reasons for the control measures and protective equipment as provided
under Rule V Section 3 of this IRR.
Makes periodic testing for hearing capacity, visual acuity, and other health
examinations as related to worker's exposure to potential or actual hazards
in the workplace as enumerated in Rule V Section 2 of IRR
Provides control measures to reduce noise, dust, heat and other hazards as
enumerated to Rules V Section 2 of this IRR.
Provides adequate and appropriate personal protective equipment free of
charge, when considered necessary in accordance to Rule V Section 3 of
this IRR.
Ensures strict compliance on the regular use and proper maintenance of
Personal Protective Equipment (PPE).
Provides his employees occupational health services and facilities in
accordance with the provision under Rule V Section 4 of this IRR.
Creates and supports the activities/programs of the company's health and
safety committee.
Submits yearly reports required by the Department or the Local Health
Authority (NCDCS/OH/IH FORM III)
EMPLOYEES





Strictly observe and practice the use of personal protective equipment and
other control measures in accordance with the provision of Rule V Section 3
of this IRR.
Observe the proper use and maintenance of equipment provided to them
by their employers.
Report, potential health hazards present in the working environment to
company's health and safety committee.
Cooperate in the conduct of health and safety programs and inspection.
All employees shall undergo health examinations [Pre-employment
Examination, Annual Periodic Examination, Return to Work Medical
Examination, Transfer Examination, Separation Examination, Special
Medical Examination (Optional)]
COMPANY'S HEALTH AND SAFETY COMMITTEE

Plans and develops health maintenance and accident prevention programs








for the establishment.
Implements the health maintenance and accident prevention programs in
accordance with the set government rules and regulations.
Conducts regular safety meetings (at least once a month).
Reviews reports of inspection, accident and illness investigations and
implementation of program.
Submits progress reports to the manager/employer on a quarterly basis.
Provides necessary assistance to government inspecting authorities during
the conduct of inspection.
Initiates and supervises health and safety trainings for employees.
Develops and maintains a disaster contingency plan and organizes such
emergency service units as may be necessary to handle disaster situations
pursuant to the emergency preparedness manual for establishment of the
Office of C ivil Defense.
Furnishes the Department or the Local Health Authority, copy of the Illness
Investigation Reports.
PUBLIC SWIMMING AND BATHING PLACES OPERATOR






Operators shall comply with all the sanitary requirements and standards for
public swimming or bathing places stated in these implementing rules and
regulations.
The operator shall maintain operational records which shall be kept for six
months and include informations (Health record of personnel, Number of
bathers per month, Period when each filter is backwashed or cleaned,
Results of all test for pH, residual chlorine, bacteriological quality of water,
Types, quantity and amount of chemical added and other pertinent
information required by the local health office), and data of incidents
happened in the bathing place, whether or not it results in a fatality, the
operator or person in charge shall report the incident to the local health
office and local police station and shall furnish such information as the local
health office may require.
Assign a qualified attendant, trained in first aid and resuscitation, who shall
be on duty at all times when the swimming or bathing place is in operation,
and shall be in full charge of bathing and have authority to enforce all rules
of safety and sanitation.
Employ a competent and trained lifeguard who shall be on duty at all times
when the swimming or bathing place is in operation.
Conduct regular in-house inspection of the swimming pool or bathing place
to ascertain compliance with these implementing rules and regulations.
Posting and updating of Sanitation Standard Rating Sticker, sanitary permit
and health certificates.
REST AREAS/BUS TERMINALS OPERATOR



Maintain and preserve a clean and healthy environment or surrounding in
the establishment as provided in these implementing rules and regulations:
Assist the health authorities in the conduct of inspection:
Promote healthy initiatives campaign of the Department within the
establishment and its public land conveyance:






Instruct bus drivers to stop only at designated bus stops and other
establishments with at least satisfactory rating from the local health officer
or local government:
Operators of public conveyance vehicles shall provide at least one refuse
receptacle inside all their public conveyance vehicles. The refuse
receptacles shall depend on the actual need inside the vehicle:
Operators of public conveyance vehicles shall maintain cleanliness in all
their vehicles:
Instruct all bus drivers to avoid unnecessary blowing of horns and idling of
engine when not in motion:
Implement the "No Smoking" campaign of the Department
Comply with the provisions of these implementing rules and regulations.
CAMPS AND PICNIC GROUND OPERATOR









Comply with all the requirements and standards as stated in these
implementing rules and regulations
Ensure the state of sanitation of the establishment.
Promote good personal hygiene among his employees and ensure updating
of their health certificates.
Ensure the safety and comfort of all guests and employees in the
establishment.
Provide adequate and appropriate sanitary facilities, personal protective
equipment, and necessities to promote safety and sanitation in the
establishment.
Renew the sanitary permit every year.
Assist the health authorities in conducting inspection of the establishment.
Hire competent and qualified individual to work in the establishment
Provide regular training programs and instructions to all employees on
health, sanitation and safety, conservation of the environme nt, and proper
operation and maintenance of the establishment.
OPERATORS OF DANCING SCHOOLS/STUDIOS










Post the sanitary permit and sanitation standard rating sticker in a
conspicuous part of the establishment for public guidance.
Renew the sanitary permit every year.
Make sure that all employees possess updated health certificates.
Accept only students/trainees/talents that are physically and medically fit.
Provide first-aid kit for emergency use and trained first aid personnel.
Report to the local health officer accidents and notifiable diseases among
employees and students.
Conduct drills for emergencies and provide emergency lights on all egress.
Conduct periodic in-house inspection of the establishment to determine
compliance with the sanitation standard.
Assist the local health office during the conduct of inspection. and
Maintain the cleanliness and safety of the establishment and premises.
OPERATORS OF NIGHT CLUBS AND SIMILAR ESTABLISHMENTS















Post the sanitary permit and the sanitation standard rating sticker in
conspicuous place for public guidance.
Renew the sanitary permit annually.
Employ only personnel with up-to-date health certificate and make sure
that the VD clearance of club hostesses/hosts is obtained at least every
two (2) weeks.
Provide first-aid kit for emergency use.
Report to the local health officer accidents and notifiable diseases among
employees and clients.
Assist the local health officer in the campaign for the prevention and
control of STD, AIDS and other diseases.
Conduct drills for emergencies and provide emergency lights to all egress.
Provide control measures to reduce the exposure of employees and patrons
to physical hazards.
Provide medical services to employees.
Conduct periodic in-house inspection of the establishment to determine
compliance with the sanitation standard.
Assist the local health office during the conduct of inspection.
Prevent the overcrowding of the establishment.
Designate smoking and non-smoking areas in the establishment.
Make sure that there are no private rooms or separate compartments for
public use in the establishment except those used for lavatories, dressing
rooms, bars and kitchens.
Maintain the cleanliness and safety of the establishment and premises.
OPERATORS OF BARBER SHOPS, BEAUTY PARLORS AND TATTOOING AND
SKIN PIERCING ESTABLISHMENTS















Renew the sanitary permit every year.
Hire only barbers/beautician and employees who possess up-to date health
certificates.
Prevent employees from working or staying in the establishment if they are
suffering from communicable diseases.

requirements of the Department of Health regarding observance of good
personal hygiene, habit and practices.

regulations.
OPERATORS OF FIGURE SLENDERIZING SALONS






Ensure cleanliness and disinfection of all equipment used at the end of the
day with disinfectant solution specified in these rules and regulations.
Require customers before entering/applying for work-out in such
establishment a physical and medical examination certificate.
Install required facilities and egress in the establishment and post the exit
plan for information of the customers.
Prevent attendants and physical fitness instructors/instructress from
working if they are suffering from skin diseases and other communicable
diseases.
Provide the establishment with sufficient first-aid kit.
Comply with the prescribed provisions of these rules and regulations.
REGIONAL HEALTH DIRECTOR








Act on the renewal of the certificates of registration of masseurs.
Approve the Environmental Health Assessment Report (EHAR) for projects
in health sensitive location.
Assign technical staff or reviewers who shall assess/evaluate the Initial
Health Examination (IHE) component of the IEE for projects classified
under health sensitive project location.
Cause the transmittal of the EHAR or the request for additional information
from the project proponent to the DENR Regional Office.
Coordinate with the DENR Regional Office and other regional offices of
national government agencies in relation to the implementation of the EHIA
process and its integration with the EIS System at the regional level
Recommend to the Secretary of Health the suspension or revocation of the
certificate of erring masseurs.
Review and approve the Health and Safety Management Plan submitted for
projects not covered by the EHIA process.
Submit the list of renewed licenses of masseurs to the committee every
year.
HOTEL/MOTEL/APARTMENT OWNER





Report the occurrence of notifiable disease in his establishment to the local
health officer.
Report all deaths occurring in his establishment to the local health officer.
Conduct in-house inspection of the establishment.
Keep the records of all registered guests.
Assist the local health officer in the campaign for the prevention of sexually
transmitted diseases, AIDS and other communicable, contagious and
infectious diseases.


Assist in the preservation of drinking water and promote proper sanitation
practices in his establishment.
Guide the authorized officers in the conduct of inspection.
QUARANTINE MEDICAL OFFICER


Conduct inspection of vessels, aircraft and establishments in ports and
airports of entry.
Provide a copy of the inspection report and recommendations to the
establishments being inspected.
AIRPORT/PORT AUTHORITY











Provide hygienic premises for food to be used in airports.
Cooperate in the training and medical examination of airport food handlers.
Provide adequate supply of potable water at all terminal buildings and for
aircraft supplies.
Take all the necessary measures to exterminate all vermin from the general
airport area, including passenger and terminal buildings
Maintain and preserve a clean and healthy environment in every airport as
provided in these implementing rules and regulations.
Assist health authorities/officers in the conduct of inspection
Comply with the provisions of these implementing rules and regulations.
Ensure the provision of all the sanitary facility requirements for ports.

REFUSE COLLECTOR










Provide refuse collection services for residential areas at least twice a
week.
Provide daily collection service of putrescible wastes produced by public
markets, food establishments, health care institutions, schools, public
places and other congested/urban areas.
Transfer the contents of all containers into t)le vehicle provide d thereof,
without spilling any refuse on stairs, walks, yards, or streets.
Clean all refuse spilled during the collection and completely empty
containers and replace the lids
Use every precaution while collecting refuse at night or in the early
morning to prevent unnecessary noises.
Return containers/cans to their proper locations or designated places
without damage after each refuse collection.
Use personal protective equipment while conducting collection services
Clean immediately oneself after working.
Submit information, records and periodic report as may be required by the
local health officer for the purpose of evaluating the compliance with these
implementing rules and regulations. and

OPERATOR OF THE ESTABLISHMENTS

















Assist the health authorities in conducting inspection of the establishment.
Assist the local health office in the evaluation and inspection of the
establishment, premises or facility.
Comply with all the requirements and standards as stated in these
implementing rules and regulations and all other pertinent provisions of the
Code on Sanitation of the Philippines (P.D. 856) and its implementing rules
and regulations.
Employ only workers with up-to-date health certificate.
Ensure that the processes and materials used in the trade shall be
environment-friendly.
Ensure the safety and comfort of all employees in the establishment.
Ensure the state of sanitation of the establishment.
For proposed development projects or projects for expansion classified
under health sensitive projects and health sensitive project location, secure
the necessary clearances/permits from appropriate national government
agencies.
Orient and provide regular training seminars, programs and instructions on
the importance of environmental health and sanitation and promote
awareness on all existing laws, rules and regulations, and ordinances on
the conservation of the environment among his employees
Post the Sanitary Permit and Sanitation Standard Rating Sticker (SSRS) in
a conspicuous part of the establishment.
Prevent the escape of pollutants from the establishment, premises or
facility by installing pollution control devices.
Promote good personal hygiene among his employees and ensure updating
of their health certificates.
Provide adequate and appropriate sanitary facilities, personal protective
equipment, and necessities to promote health, safety and sanitation in the
establishment
Provide regular training programs and instructions to all employees on
safety and proper operation and maintenance of the establishment.
Renew the sanitary permit as prescribed.
Secure sanitary permit from the local health office before operating the
establishment, premises or facility.
Submit regular reports to the local health authority through the local health
officer.
