GUIDELINES FOR COMPLETION OF (COC)
Confine responses to checkboxes () only and ensure additional handwritten
comments are added to the space allocated for plumber’s comments.
If item 1, Hot Water Cylinder (HWC) in the checklist forms part of a centralised
boiler system as opposed to a HWC, please list this in your plumber’s
comments below and the Hot Water Cylinder checkbox is to be left unticked.
If item 3 (Heat Pump water installation) in the checklist is ticked as “No”, then
the checkbox in item 4 is to be left unticked.
If item 5 (Solar Heated water installation) in the checklist is ticked as “No”,
then the checkbox in item 6 is to be left unticked.
If item 7 (Municipal water and sewer services) in the checklist is ticked as
“Yes”, please note that you are therefore not required to tick the checkboxes
for items 8 and 10 if there is no municipal water service available.
If item 9 and 11 is not in place, the City will engage with the Body Corporate
or Home Owner’s Association. This will not affect the completion of this COC.
Item 12, terminal water fittings include (mixers, pillar & bib taps, shower roses,
etc.)
Item 14, please refer to the Guidelines for the use and installation of
alternative water systems and in particular the matrix of risk and water quality,
for guidance. If item 14 in the checklist is ticked as “Yes”, then items 15 & 16
must comply. Guidelines for the use and installation of alternative water is
available on www.capetown.gov.za
Item 16, requires a Certificate of Approval (COA) for the use and installation
of an alternative water system which forms part of the COC. If a COA is not
available, then contact the Water Inspectorate Division for assistance.

Section 14 (3) Any person who provides false information on a certificate
referred to in subsection (1), may be prosecuted in terms of section 64
Section 46A (6) Subject to subsection (7), the Director may cancel the
registration of a registered plumber and remove his or her name from the
register if such registered plumber -
(a) fails to comply with the requirements as contemplated in any
provision of this by-law;
(b) falsely or misleadingly completes and issues a certificate of
compliance; or
(c) allows his or her registration details to be used in a fraudulent
manner.

The water pipes in the plumbing installation (especially
within the roof space) are properly saddled as per
SANS 10252: or as amended.
A heat pump system forms part of the water
installation?
The heat pump water installation complies with the
relevant standard set by SANS 1352:2012 or as
amended.
A solar heated system forms part of the water
installation.
The solar heated water installation complies with the
relevant standard as set by SANS 10106:2006 or as
amended.
No municipal water & sewer services are available to
this property.
The water meter records the flow when water is drawn,
and does not register when consumption stops.
In the absence of a private sub-meter to an individual
unit within a gated /multi storey development, is a bulk
water meter in use?
The private isolating valve as per subsection 23(2) (a)
or (b) of the Water By-Law 2010 is in place and
functioning.
Note: In addition, a non-return valve as per subsection
52 (1)(h) of the Water By-law 2010 - of similar size as
the service pipe needs to be installed immediately
downstream of the private isolating valve (regardless
of whether it being a stopcock or ball-valve).

None of the terminal water fittings leak and they are
correctly fixed in position.

All stormwater discharges to the stormwater system
and is not discharged into the sewerage system
(waterborne, septic or conservancy).

The property is supplied with municipal drinking and an
alternative water source which forms part of the
private plumbing system.

The appropriate level of backflow prevention such as
a Reduced Pressure Zone (RPZ) backflow prevention
valve or an air gap must be installed and that no
interconnection is effected between the municipal
drinking water and any alternate water source within
the private water installation.

Has a Certificate of Approval for the use and
installation of alternate water system been issued by
