EXECUTIVE ORDER NO. 2020-37
AN EXECUTIVE ORDER REORGANIZING THE MUNICIPAL ANTI-DRUG ABUSE COUNCIL
(MADAC) OF THE MUNICIPALITY OF TALUGTUG, NUEVA ECIJA.
WHEREAS, Section 16 of the Local Government Code .of 1991 provides that the Local
Government units shall pursue undertakings to improve public moral and maintain Peace and Order,
among other quality concerns;
WHEREAS, DILG Memorandum Circular No. 2012-94 mandates Local Government Units to
activate their Anti-Drugs Abuse Councils and formulate action plans to address the problems of illegal
drugs, among others in their communities;
WHEREAS, there is a need to organize the council to replace members who were transferred
to other areas or positions.
NOW, THEREFORE I, PACIFICO B. MONTA by virtue of the power in me vested by law
as the Local Executive of the Municipality of Talugtug, Nueva Ecija, do hereby order;
Section I. The Municipal Anti-drug Abuse Council is hereby reorganized and shall be composed of the
following to wit:

Section II. Roles and Responsibilities of the Municipal Anti-Drug Abuse Council. The Municipal
Anti-Drug abuse Council shall have the following roles and responsibilities:
1. Serve as a focal point through which various organizations and individuals work together
cooperatively in the planning, implementation of programs and evaluation of programs on
drug abuse prevention;
2. Provide for an effective mechanism for the coordination of existing services and programs
and those which might be developed in the immediate future;
3. Provide for an effective mechanism to obtain funds, volunteers, facilities and technical
expertise;
4. Provide technical assistance to all the 28 Barangay Anti-Illegal Drug Abuse Council
(BADAC) in the entire municipality of Talugtug, Nueva Ecija;
5. Provide financial assistance to all the 28 Barangay Anti-Illegal Drug Abuse Council
(BADAC) in the entire municipality of Talugtug, Nueva Ecija;
6. Perform other related responsibilities as maybe assigned by competent authorities.
Section III. Compensation and Remuneration. The Local Anti-Drug Abuse Council (LADAC)
shall perform their duties as such without additional compensation or remuneration.
Section IV. Meeting. The schedule of the meeting shall depend upon on the behest of the Chairman.
Section V. Effectivity. This order shall take effect immediately.
