1.0 OBJECTIVE:
The purpose of the Emergency Preparedness and Response or EPR is to define the
coordination mechanisms of the response team and the relevant Government institutions
for emergency preparedness and response. Furthermore, its objective is
A. To assess current programs to develop, implement and maintain a plan to mitigate,
prepare for, respond to and recover from emergencies.
B. It specifies procedures for handling sudden unexpected situations which reduce the
possible impact of the emergency by:
 Meeting legal and social responsibilities
 Preventing fatalities and injuries
 Reducing damage to buildings, stock, and equipment
 Accelerating the resumption of normal operations
C. Additionally, through the development of specific Emergency Action Plans, it ensures all
personnel can:
 Identify and use on-site emergency equipment (fire alarms, extinguishers, etc.)
 React safely to specific emergencies (fire, hazardous material spills, etc.)
 Quickly evacuate buildings and move to designated assembly areas outside.
2.0 SCOPE:
The Emergency Preparedness and Response, is designed to provide duties/responsibilities,
instructions and guidance throughout the Company, in the event of an accident, incident or
other occurrence of a serious nature and consolidates information on the architecture,
tools and services of the ERP Team.
3.0 REFERENCE:
The Factories Act (Cap. f1 LFN 2004) and Labour Act (Cap L1 LFN 2004)

4.0 RESPONSIBILITY:

4.1 Emergency Response Coordinator (ERC)
 Employer designate Emergency Response Coordinator and a Deputy coordinator.
 Coordinators are drawn from management ranks -engineering manager, HSSE manager or
environmental compliance manager.
Duties of the coordinator and employer include:
 Determining what emergencies may occur and seeing that emergency procedures are
developed to address each situation.
 Directing all emergency activities including evacuation of personnel.
 Ensuring that outside emergency services are notified when necessary.
 Directing the shutdown of plant operations when necessary.
4.2 Emergency Respond Teams (ERT)
 Team members could be managers, heads of departments, supervisors, staffs, security etc.
 First lines of defense in an Emergencies.

ERT members trained for potential crises and physically capable handle their duties.
Team members need to know about toxic hazards in workplace and be able to judge when
to evacuate personnel or when to rely on outside help.
One or more teams must be trained in: Use various types of fire extinguishers, first aid,
including CPR, Blood borne pathogens risk, Shutdown procedures, Chemical spill control
procedures, Search an emergency rescue procedure, Hazardous materials ER.
Other Basic Emergency Functions to be provided include:
I.
COMMUNICATIONS/PUBLIC INFORMATION – Establishment of a line of communication
with the media through telephone, radio, messenger reception and it Includes both internal
and external links. All communications with the news media and the public will be solely
through designated Company spokespersons.
Responsible Units – Company Spokes Person, Emergency Response Team.
II. DAMAGE ASSESSMENT - Examine all buildings and utility systems for structural damage.
Report findings to the ERC. Post all structures with notice of findings and possible closure
status.
Responsible Units – Emergency Response Teams
III. EVACUATION – Relocation of personnel from dangerous scenes or areas throughout the
company.
Responsible Units – Emergency Response Teams, Department Safety Coordinators, Security
Outfit.
IV. FOOD and SHELTER – Provide for the basic physical needs of evacuees and emergency
response personnel during recovery activities.
Responsible Units – Emergency Response Teams.
V. FIRE SUPPRESSION – Containment, control, and light suppression of fires while awaiting
arrival of Lagos state Fire Department personnel. Securement of utility systems by Facilities
Management.
Responsible Units – Emergency Response Teams.
VI. HAZARDOUS SPILLS – Provide technical expertise in the containment and clean-up of spilled
chemical, radioactive, biological, asbestos-containing, or other regulated materials.
Responsible Units – EH&S, outside contractors.
VII. HEALTH SERVICES – Coordination of medical and psychological personnel and resources to
address the needs of casualties and trauma victims.
Responsible Units – Trained doctor/nurse/psychologist, ERT, King Solomon Hospital.

VIII. LAW ENFORCEMENT, SECURITY and TRAFFIC – Enforcement of laws and special orders to
protect public safety, civil order, and University functions. Control campus access.
Coordination with outside law enforcement agencies.
Responsible Units – Police, Security personnel’s, Transportation Services, ERT.
IX. SEARCH and RESCUE – Identification and removal of missing or entrapped persons.
Provision of critical life safety information for the ERT.
Responsible Units – Police, Emergency Response Teams, Lagos state Fire Department,
Facilities Management personnel with vehicles and heavy equipment, ERT.
X. SUPPLY and PROCUREMENT – Obtain, order, receive, store, distribute and maintain
emergency response equipment required by the ERT and the Emergency Response Teams.
Responsible Units – EH&S Manager/Executive, ERT
XI. TRANSPORTATION – Coordinate the allocation of vehicles and related resources to move
people, equipment, and essential supplies.
Responsible Units – Police, Transportation Services, Facilities Management, ERT.
XII. UTILITIES – Coordinate the continued utilities operation (water, gas, electricity).
Responsible Units – Facilities Management, ERT.
XIII. DOCUMENTATION OF RECOVERY OPERATIONS – Coordinate preparation of damage
assessment reports for submittal to State and insurance for reimbursement of costs
incurred during emergency.
Responsible Units – Capital Planning, Financial Services, Risk Management Office, ERT.
5.0 MATERIAL AND EQUIPMENT
5.1 Communication and Suppression System
 Alarm, fire extinguishers, hydrant, smoke detectors
6.0 PROCEDURE:
According to risk identification, emergency conditions including but not limited to fires,
explosions, riots, poisoning, and HSSE accidents leading to death.
6.1 REPORTING AN EMERGENCY:
When contacting authorities or any Emergency Response Team member, calmly state:
 Your name and location of the emergency (building/room).
 Nature of the emergency; fire, chemical spill, etc.
 Any injuries.
 Any hazards which may affect responding emergency personnel.

A phone number near the scene where you can be reached.
6.2.1
FIRES: Small fire:
Pull/push the fire alarm or alert any of the ERT members or emergency contact
numbers/personnel to alert them of the incident.
Alert people in the area to begin evacuation.
Use a fire extinguisher:
 Keep an exit available behind you and bring the extinguisher within six feet of the fire.
 Pull the pin.
 Aim at the base of the fire.
 Squeeze the handle.
 Sweep side to side, at the base of the fire until it is out or the extinguisher is empty.
Evacuate the building and move to the Designated Assembly Area for headcount.
Do your best to make sure all your co-workers are accounted for.
Assist and provide information to emergency personnel when they arrive, and wait for
direction.
6.2.2
FIRES (continued): Large fire
Pull/Push the fire alarm and call Lagos Emergency Free Line at 767, 112 or Ilupeju fire
station at 08032265576, 08150901973, 08150901974 and also call any of the emergency
contact numbers/personnel to alert them of the incident.
Alert people in the area to begin evacuation. Stay upwind from the fire.
Close doors and windows to confine the fire, if able to do so safely.
Evacuate the building and move to the Designated Assembly Area (see attached maps for
your specific building) for headcount.
Do your best to make sure all your co-workers are accounted for.
Have persons knowledgeable about the incident and location assist emergency response
team.
Wait for direction from emergency response team member
6.3 Building Evacuation Procedures
A. Safely stop your work.
 Shut down equipment that could become unstable or present a hazard.
 Gather your personal belongings such as glasses, prescription medication, keys, purse.

Leave the building through the nearest door with an EXIT sign.
Do not use elevators.
Go to the nearest safe stairway.
Help those who need special assistance, such as disabled and injured persons.
Touch closed doors before opening. If the surface is hot, do not open — use another exit
route.
 Close, but do not lock, all doors as you leave.
C. Report to your designated assembly area.
 Stay in your designated outdoor assembly area for a head count/roll call.
 Report any missing individuals and last known locations to emergency responders.
 Notify emergency responders about sensitive research, operating equipment, animals
left in buildings, etc.
D. Wait for instructions from emergency responders.
 Remain outside at your designated assembly area.
 Do not re-enter the building until authorized to do so by an appropriate authority
(police, fire department, etc.)
 In a situation where everybody needs to vacate the premises, wait to be released by
emergency personnel. Everyone must go to the Designated Assembly Area before
leaving to report three things: where you are going, how you are getting there, and
when you are leaving

CAUTION
1. All information relative to an incident or other emergency should be treated as
extremely sensitive and held in strictest confidence as "Heat of the moment"
statements may be admissible as evidence in court trials involving liability even
though they may be hearsay. Therefore, it is OKL’s policy and in the best interest of
all concerned to decline responses to questions that seek an expression as to the
cause of any incident. All communication with regard to an incident or other
emergency will come from senior management only, and all inquiries should be
referred for response.
2. Each new document should be clearly explained to all concerned employees and
should be implemented in accordance with the contents of the document, without
any addition or subtraction.
3. The document must be stored / placed at work area of the document user.
4. In the event of a document replacement, the document holder must immediately
destroy the old document.
5. Any consequences caused by not destroying the old document is the responsibility
of the holder of the document.
6. The definition of the holder of the document is all employees whose names are
listed on the Distribution.
