SYNOPSIS
In Malaysia, there are the Factory & Machinery Act 1967 and
Occupational Safety & Health Act (OSHA) 1994 to manage on
the occupational safety. As for process safety, there is a
regulation under OSHA 1994 called Chemical Industrial
Major Accidents and Hazards (CIMAH) to provide some
guidelines on process safety though less extensive. This is to
ensure that an appropriate steps to control and prevention
accident could be done at the preliminary stage of plant
design. For the operators, they will be able to monitor the
process industry production effectively and competently,
able to identify and choose the most suitable criteria to
achieve the best and consistent plant operation condition in
daily and during a plant maintenance. Besides that, the
operators were not only become knowledgeable and able to
comply to the related law, but they also able to predict short
term and long term effects of any development project and
activity. This may avoid unfavorable effects to the plant and
environment.
OBJECTIVES
To achieve the aim, you will by the end of the course be able
to:

Familiarise participants with the requirement of the
CIMAH regulations 1996

Enable participants to write or manage the
preparation of the CIMAH report

Be able to conduct site assessment on the compliance
to the CIMAH regulations

Enable participants to conduct consequence
modelling on the hazards due to hazardous
substances available in the plant.

BENEFITS OF ATTENDING
Upon completion of this course, the participants will
understand, familiarize with the requirement of CIMAH
regulations 1996, and be able to use the theoretical and
practical aspects of CIMAH in preparing CIMAH report, able
to conduct site assessment related to classification of
chemicals, safety management system, ERP, OSHMS, risk
preventive and mitigation on the compliance to the CIMAH
regulations.

ABOUT THE TRAINER
Assoc. Prof Ir Dr. Zulkifli Abdul Rashid P.Eng, C. Eng
MIChemE is a senior lecturer at UITM. He attained his first
degree in chemical engineering at University of Manchester
Institute of Science and Technology (UMIST) UK. After
graduated, Ir Dr Zulkifli works as a project engineer and
project manager for about 3 years in a few oil and gas
companies. He then served as Environmental Control officer
at DOE Malaysia. During his service at Department of
Environment (DOE), he directly involved in various
enforcement activities such as prosecutor officer, assess
hazardous material installation projects, river rehabilitation
project evaluation, analyze the reliability and performance of
industrial wastewater and air pollution control system Whilst
at DOE, Ir Dr Zulkifli pursued his study in MSc Eng (Env Eng)
at UPM and after 5 years, he joined UiTM. Ir Dr Zulkifli holds
his PhD from UTP in Process Safety and Loss Prevention. In
UITM, Ir Dr Zulkifli involved in various projects such as
assessment RDF technology for KPKT, research associated
with process safety and quantitative of risk assessment,
accident prevention and modelling, waste to energy,
hazardous waste management, CIMAH consultancy works,
major hazard installation (MIH), Hazard area classification,
collaborative research in industrial safety and environmental
management at local and overseas. Ir Dr Zulkifli has
published 2 books, 3 chapter in books, 10 technical report in
MHI, and more than 50 research articles in journals and
proceedings. Ir Dr Zulkifli is a Chartered Engineer member of
MIChemE, UK (99919241), registered professional engineer
(chemical engineer) to Board of Engineers Malaysia Safety
and Health Officer (SHO) competence (SHO3114-J) and
CIMAH competent OKMH: HQ/16/MH/00/201).
Fazril Irfan C. Eng, MIMechE is a lecturer of Oil & Gas
Department, Faculty of Chemical Engineering,UiTM. He holds
a Master Degree in Petroleum and Gas Engineering from The
University of Salford, UK and Bachelor Degree in Mechanical
Engineering (Materials and Petroleum) from University
Technology Petronas, Malaysia. Prior to joining UiTM, he has
more than three years working experience in Maintenance,
Reliability and Safety fields with various oil and gas
companies such as DNV GL, Worley Parson Sdn Bhd,
Petrokon Brunei. He has been involved in various project
design phases including Conceptual Design (CD), Front End
Engineering Design (FEED) and Detailed Design (DD). His
experience covers execution Reliability, Availability and
Maintainability (RAM) study, Safety Critical Element
Management & Establishment of Performance Standard
(SCE-PS), Acoustic Induced Vibration (AIV) Analysis,
Maintenance Manual Development including inspection
scopes and frequencies, High Level Sparing Philosophy
Establishment, Consequences Analysis and prepared the
concerning reports for various clients as well as maintenance
aspects in repair activities, job unit notes, engineering
packages and maintenance documentation. He has also
involved in implementation of safety methodologies,
ergonomics and human factors, and safety and risk
management techniques including CIMAH, ERP and QRA,
Muhd Fazril Irfan is a Chartered Engineer member of
MIMechE, UK .
Assoc. Prof Dr. Azil Bahari Alias holds a B.Eng Degree in
Chemical Engineering from Universiti Teknologi Malaysia
(2001), a M.Sc. in Chemical Engineering (energy and
Environment) from Universiti Teknologi MARA, Selangor,
Malaysia (2005) and a PhD in Chemical Engineering from
University of Melbourne, Australia (2012). He has over 10
years experience in chemical engineering field especially in
waste management, energy and environment.
Mohd Arshad has served more than 30 years with
PETRONAS working in various sectors of oils and gas and
petrochemicals, upstream and downstream. He has gone
through various stages of petroleum phases including design,
construction and operation. Much of his time has been
devoted in the construction of oil production platforms,
pipelines and petrochemical plants in Malaysia as well as
international such as Japan, Korea, Iraq, Singapore and some
short stints in the UK and the USA.He has vast experience in
the management of contractors HSE and in the field of risk
assessment as well as Behavioral Safety (BS). He trained and
assisted the BS implementation in various plants in
PETRONAS. Mohd Arshad is a DOSH CIMAH Competent
Person and has prepared several CIMAH Reports and Risk
Assessments for PETRONAS as well as other non-oil and gas
companies.Mohd Arshad has been involved in Health, Safety
and Environment as early as 1985 and has been the HSE
Manager for EPEMSB (Ethylene and Polyethylene plants),
Optimal (Petrochemical plants), PMLSB (Methanol plant) and
INSTEP (a PETRONAS technical training center) and Petronas
Sabah Ammonia Urea Project (SAMUR).
Ts Dr. Safari Zainal holds a B. Sc. (Hons) Applied Chemistry
and a M.Sc. in Environmental Technologies from Unversiti
Teknologi MARA, and a PhD in Process, Environmental and
Materials Engineering from the University of Leeds, UK. After
obtained MSc, he worked as research assistance in UiTM for
almost 2 years, focusing in oil spill treatment using organic
materials. He had over 4 years experience as an
environmental consultant in Alam Sekitar Malaysia Sdn. Bhd
(ASMA). As an environmental consultant he directly involved
in various field works, monitoring, sampling and consulting
customers for wastewater, noise, ambient air and stack
sampling (isokinetic). For isokinetic sampling, he specialized
in measured dioxins and furans as well as various
parameters such as particulate matters, heavy metals and
toxics gases using USEPA method for stack sampling. He
involved in stack sampling, measuring dioxin and furan from
cements industries, clinical wastes incinerator, municipals
solid wastes incinerator and hazardous solid wastes
incinerator.
Mohd Aizad Ahmad,AMIChemE is a lecturer at UiTM. He
attained his first degree in chemical engineering at
University Teknologi Petronas (UTP), Malaysia. After
graduated in 2009, Mohd Aizad Ahmad pursued his study in
MSc Eng at UiTM, specialized in Fuzzy Logic control system
on heat exchanger from 2010 -2013. In 2013, he joined UiTM
Shah Alam as lecturer of Faculty of Chemical Engineering
(FKK). In UiTM, Mohd Aizad Ahmad involved in CIMAH
Consultation Team and work as consultant for various
companies such as Venator Asia, Behn Meyer,Malay-Sino,
Tomoe and Sumisauujana TCM Chemicals.

CANCELLATION & SUBSTITUTIONS - A substitute delegate is always welcome at no additional charge. All bookings carry a 50% liability
immediately after a fully completed sales contract has been received. All fees are inclusive of a 15% administration and service
charge, which is completely non-refundable and non-creditable. For cancellations received in writing more than seven (7)days prior to
the training course you will receive a credit to be used at another UiTM training course for up to one year from the date of issuance.
For cancellations received seven (7) days or less prior to an event (including day 7), no credits will be issued, however the delegate will
still be entitled toa complete set of course documentation. In the event that UiTM cancels or postpones an event due to
circumstances beyond its control, delegate payments at the date of cancellation or postponement will be credited to a future or
rescheduled UiTM event. This credit will be available for up to twelve months from the date of issuance.
Should for any reason outside the control of UiTM, the venue, speakers or dates change, or the event be cancelled due to an act of
terrorism, fortuitous events, extreme weather conditions, industrial action, or any reason beyond management control, UiTM shall
endeavour to reschedule but the client hereby indemnifies and holds UiTM harmless from and against any and all costs including
airfare, hotel and other costs, damages and expenses, including attorney fees, which are incurred by the client as a result of
substitution, alteration, postponement or cancellation. The construction, validity and performance of this Agreement shall be
governed in all respects by the laws of Malaysia to the exclusive jurisdiction of whose Courts the Parties hereby agree.
