Competition Title: A digital tool for building information modelling
INVITATION TO TENDER

SUMMARY
Applicants are invited to tender for projects under the SBRI Programme to develop technology enabled solutions
to develop a free-to-use digital tool for building information modelling as outlined in the Functional Specification
(SBRI_TSB_189_010).
APPLICATION PROCESS
All bids should be made using the Application Form, which can be accessed by registering for the competition at

Details of the background can be found in the Brief (SBRI_TSB_189_002), but the Functional Specification
(SBRI_TSB_189_010) supersedes the Brief in defining the expected outcomes. The Functional Specification was
developed during three industry-led workshops hosted by the BIM Task Group during January 2014. You are also
strongly advised to read the Guidance Notes (SBRI_TSB_189_003) before completing the application form.
SBRI competitions are open to all organisations that can demonstrate a route to market for their solution. The
SBRI scheme is particularly suited to small and medium-sized business, as the contracts are of relatively small
value and operate on short timescales. Developments are 100% funded and focused on specific identified needs,
increasing the chance of exploitation. Suppliers for each project will be selected by an open competition process
and retain the intellectual property generated from the project, with certain rights of use retained by the
contracting Authority. This is an excellent opportunity to establish an early customer for a new technology and to
fund its development.
The competition has two phases. Phase 1 is intended to show the technical feasibility of the proposed concept.
Phase 1 development contracts will be for a maximum of 8 weeks, and up to £50,000 (inc. VAT) per project. It is
expect that around five to eight Phase 1 contracts will be awarded.
At this stage contracts will be let for Phase 1 only. After which, we plan to award a single Phase 2 contract. It is
anticipated that Phase 2 funding will be up to £1m (inc. VAT). Phase 2 is dependent upon successful completion
of Phase 1.
Within the Phase 1 proposal, applicants should state their goals and provide and outline plan for Phase 2, as an
explicit part of the path to full commercial implementation.

We strongly advise that the accompanying Guidance Notes are read prior to submission.
The competition closes at 1200 noon on 19 March 2014. All entries must be submitted in accordance with the
directions supplied in the Guidance for Applicants.

Assessment
In Phase 1 applications will be reviewed by a selected panel of experts. In Phase 2 applications will also be
reviewed by a panel of experts, and may be requested to attend an interview on 4 September 2014. Feedback to
unsuccessful applicants will be given after contracts are awarded.
The assessment criteria are:
The Functional Specification (SBRI_TSB_189_010) defines the required outcomes, and the Guidance Notes
(SBRI_TSB_189_003) provides details of what should be addressed within each question on the application form.
Applications will be assessed on how well they respond to the Functional Specification within the application
form. This includes:
How well does the proposal address the challenge presented in the Functional Specification?

To what extent does the proposed project have commercial potential to lead to a marketable
solution?
How appropriate is the technical approach that is being proposed?
How sound is the Phase 1 proposed plan for establishing technical and commercial feasibility?
What is innovative about this project? To what extent does the project develop or employ novel
concepts, approaches, methodologies, tools, or technologies for this area?
To what extent does the company appear to have the right skills and experience to deliver the
intended benefits?
How effectively will the project be managed? The proposal should demonstrate that there is a clear
management plan which will enable the resources, including manpower to be used to maximise high
quality research outputs.
What are the risks (technical, commercial and environmental) to project success? How effectively will
these be managed?
How appropriate is the proposal financially? Is the overall budget realistic and justified in terms of the
aims and methods proposed?
How appropriate are the milestones and evaluation procedures appropriate?
Successful applicants will be advised according to the published key dates and companies will be expected to
mobilise rapidly to start the project. It is important that Phase 1 projects start soon after the contract has been
issued so that all projects can be assessed fairly and a decision made as to which applicant will deliver Phase 2.

Payment
Phase 1 contracts will be paid in a single payment on submission of an invoice. This invoice can be submitted
once a Phase 1 End Report (SBRI_TSB_189_009) of suitable quality is submitted, using the structure provided.
The End Report is due by 11 July 2014.
