Label Orders
Labels orders are run and sent to Contractors
the first week of each month. Please keep the
following in mind when you need to order more
labels:

Do not wait until you are out of labels to put
in your order. Depending upon when we
receive your request it could take 3-4
weeks to fill.
We require a “Label Order Form” to be filled
out and sent in for each order. This form
indicates key information that will appear on
your labels. A copy of the Label Order
Form is attached for your use in case you
don’t have one, or you can get a copy from
our website at www.esasafe.com - go to the
ACP page under the tab ACP Participation
Requirements.
Leave Behinds
All ACP Contractors have been sent a supply
of “Leave Behinds” in an effort to assist our
Inspectors in gaining access on ACP Small
Jobs ($24 permits). Please ensure these are
given to your customers.

New ACP Verticals
Pole Line and
Substation Maintenance
Have you signed up yet?
As you know, the ACP Program now includes
Pole Line and Substation Maintenance work. A
number of our members have decided to
include one or both of the new verticals to their
existing membership.
Please be aware: if you were part of the After
Hours Emergency Listing for pole line and/or
substation work, you now have to participate in
ACP to continue to receive after hour
emergency connections.
The After Hours
Emergency Listing was in place until February
1st, but has since been removed.
This work is now included in ACP and preauthorized connections are a benefit of the
ACP Program. Under the Program, members
are allowed a pre-authorization on all daily pole
line and substation maintenance work and may
request an emergency connection after hours,
which will be granted providing the on-call
Inspector determines an inspection is not
required prior to connection.

Licensing of Electrical Contractors
and Master Electricians
Key Dates
What – Every electrical contractor (EC) and
master electrician (ME) will need to complete
an ESA/ECRA licence application form and
include all of the required documents.
How – By June 2006, application forms
including instructions will be available through
ESA’s Customer Service Centre (CSC) and
downloadable from the licensing website at
www.esaecra.info.
Where – Send all completed applications to
ESA’s CSC at PO Box 24143, Pinebush Postal
Outlet, Cambridge, Ontario N1R 8E6
When – All EC’s and ME’s (including municipal
licence holders) will need to apply between July
1 and November 30/06 to provide time for
processing their ESA/ECRA licence
application.
Why – Effective January 1, 2007 every
electrical contracting business engaging in
electrical work in Ontario, will require an
ESA/ECRA licence to operate.

In the Technical Section of the
December
2005
Newsletter,
we
indicated that Rule-2-022 was an
administrative defect. While this is in
the administrative section of the Ontario
Electrical Safety Code, the ACP
Program treats this rule as a technical
defect and it therefore impacts a
Contractor's defect ratio.
Therefore, please understand, if an
Inspector has issued this defect to an
ACP Contractor, it will be counted in the
ACP Contractor’s defect ratio.

have caused.

30-320 Combination Exhaust Fan/Light In Ceiling Of Shower Or Tub Enclosures
Q. Can a combination exhaust fan light fixture that is marked “suitable for ceiling installation over a tub or shower” and not
marked as “suitable for a damp or wet location” be installed in a shower enclosure?
A.
Yes. A combination fan and luminaire suitable for mounting on the ceiling over a tub or shower will bear the marking
“Suitable for ceiling installation over a tub or shower” when certified to CSA C22.2 No. 113, “Fans and Ventilators”. This
marking shall be acceptable when applying Rule 30-320 of the OESC. Luminaires that are certified to C22.2 No. 250,
and that are suitable for use over a tub or shower will bear the marking “Suitable for damp locations” or “Suitable for wet
locations” as required by Rule 30-320 of the Code.
2-034 Receptacles With Push-In Terminals, Number Of Terminations
Q. How many conductors may be terminated on a receptacle that has both side wire terminals and back push-in quick wire
terminations?
A.
One conductor may be terminated per wire termination position up to the total number of positions. Neither the Code nor
Product Standards restrict the number of conductors that may be terminated on a receptacle.
The exception is identified conductors of multi wire circuits as Rule 4-034(4) which requires the continuity of the identified
conductor to be independent of device connections.
Note: Where push-in terminals are concerned, the conductor size is restricted to solid #14 AWG only. Number (#)12
AWG conductors shall not be used. Table 23; box fill requirements to be followed.
30-408 Replacement Of Luminaire- Minimum 90 Deg C Wiring At A Ceiling Outlet Box
Q. Can a replacement luminaire, which has a marking stating that the supply conductors shall be rated for minimum 90 deg
C, be installed in an older dwelling unit where the wiring was rated 60 or 75 deg C?
Background: The dwelling was built pre-1970 so it is likely wired with either NMD-3 (60 deg C rated) or NMD-6 (75 deg
C rated). The replacement fixture is a surface mount.
A.
No. Due to the temperature limitations, install an approved fixture that does not exceed the maximum temperature ratings
of the existing branch circuit wiring.
26-750 *Wiring Of Hot Water Tanks
Q. Does a hot water tank with a nameplate stating: “Maximum Allowable Element Size – 4500 Watts” or similar words
require a branch circuit with minimum #10 AWG copper wire complete with a 30 amp overcurrent device?
A.
No, a hot water tank is permitted to be wired as per the installed element rating. This information may be found on either
the nameplate or on the element (Note - the CSA standard does not require the installed rating to be marked on the tank
nameplate). The tank is not required to be wired to the nameplate maximum allowable element rating
14-010 Slash Rated Breakers
Q. Where Can Slash Rated Breakers (120/240, 480/277, 600/347) be installed?
A.
Slash rated breakers (120/240, 480/277, 600/347) are not acceptable for use on delta (ungrounded systems) or
resistance grounded systems.
Slash, voltage rated breakers shall be permitted to be installed in SOLIDLY GROUNDED CIRCUITS ONLY, where the
nominal voltage of any conductor to ground does not exceed the lower of the two values and the nominal voltage
between any two conductors does not exceed the higher value. The mandatory tests required by the product standard
are quite different for slash rated breakers, they are tested under line to ground faults rather then phase to phase faults.
Therefore the breaker cannot safely clear fault currents on ungrounded systems.
