INTENDED USE
1.1.
THE REACHSTACKERS (R.S) WILL BE USED AT ISR's sites
THE R.S WILL BE USED FOR HANDLING OF 20' - 40' ISO
CONTAINERS IN CONFINED AREAS WITH LIMITED
OPERATING AND NARROW MANEUVERING SPACE.
THE R.S WILL OPERATE IN HARD OPERATION
CONDITIONS AND DUSTY ENVIRONMENT.
AMBIENT TEMPERATURE CAN REACH THE 45° C.
RELATIVE HUMIDITY 20% TO 95%.
1.2.
THE R.S SYSTEMS, ENGINE, TRANSMISSION, TORQUE
CONVERTER, DRIVE AXLE WITH THE PLANETARY GEAR
MUST BE CAPABLE TO WITHSTAND THE SEVERE
WORKING CONDITIONS EXISTING IN ISR's sites.
1.3.
ALL SYSTEMS SHALL BE CAPABLE TO WITHSTAND THE
CHANGING OF TRAVELING DIRECTION WITHOUT
BRINGING THE R.S TO A FULL STOP.

OF AT LEAST +/-800 mm. THE SIDE SHIFT
CYLINDER SHALL BE MOUNTED IN A
PROTECTED LOCATION, TO PROTECT THE
CYLINDERS AGAINST OPERATION DAMAGE.
2.6.3. SPREADER ROTATION
A SPREADER ROTATION UNIT SHALL BE
PROVIDED THAT WILL ENABLE THE ROTATION
OF THE FULLY EXTENDED SPREADER TO - 105 /
+195 DEGREES FROM ITS NORMAL POSITION.
TRAVELLING MUST BE POSSIBLE WITH FULLY
LOADED 20' CONTAINERS WHEN THE
CONTAINER AXIS IS PERPENDICULAR TO THE
TRAVELLING AXIS AND WITH 30,000 Kg, 20'
CONTAINER LOAD WHEN THE CONTAINER
AXIS IS PARALLEL TO THE TRAVELLING AXIS.
2.6.4. SPREADER SIDE SLOPING– TILTING SYSTEM
A SPREADER FREE TILTING SYSTEM SHALL BE
PROVIDED THAT WILL ENABLE THE SIDE
SLOPING OF THE FULLY EXTENDED SPREADER
AT LEAST TO +2.5 / - 2.5 DEGREES FROM ITS
NORMAL POSITION
THE SUPPLIER SHALL BE PROPOSE HYDRAULIC
CONTROL TILTING SYSTEM AS AN OPTION (TO
BE PRICED SEPARATELY).
2.6.5. SPREADER DAMPING
SPREADER DAMPING SYSTEM SHALL BE
PROVIDED
(AT LEAST, TWO CYLINDER SHOULD BE
INSTALLED).
THE SUPPLIER SHALL BE PROPOSE HYDRAULIC
CONTROL DAMPING SYSTEM AS AN OPTION
(TO BE PRICED SEPARATELY).
2.7.
STABILIZER SYSTEM
A STABILLIZER SYSTEM IS NOT A MUST SYSTEM. IF THE
CONTAINER STACKING AND THE RAIL TRACKS
OPERATION, AS DEFINDED IN THIS SPEC., CAN BE DONE
WITHOUT USING THE STABILIZER SYSTEM, THAN, THE
REACHSTACKER CAN BE PROVIDED WITH NO
STABILIZER SYSTEM.
2.8.
A STABILIZER SYSTEM FOR INCREASING THE LOAD UP
TO 24,000 Kg ON THE
3RD ROW (DISTANCE AT LEAST 6,400 mm.) AND UP TO
43,000 ON 2ND ROW
( DISTANCE AT LEAST 3,850 mm.) CAN BE PROVIDED.
IN THIS CASE THE SYSTEM SHALL BE EXTRA HEAVY
DUTY TYPE AND RUGGED TO SUSTAIN THE HEAVY
PUNISHMENT OF ROUGH HANDLING.
THE STABILIZERS WILL BE ARTICULATED OR VERTICAL
TYPE.
3.
REACHSTACKER SAFETY FEATURES
3.1.
OVERLOAD
TO PREVENT DAMAGE CAUSED BY OVERLOADING, THE
R.S SHALL BE EQUIPPED WITH AN OVERLOAD
PREVENTION AND INDICATION SYSTEM.
THE SYSTEM SHALL AUTOMATICALLY INTERRUPT
LIFTING AND / OR EXTENSION OF THE BOOM MOTION IN
CASE AN OVERLOAD CONDITION TO BE REACHED.
THE SYSTEM SHALL ENABLE, IF SUCH A CONDITION TO
BE REACHED TO RETRACT THE BOOM TO ELIMINATE
THE OVERLOAD CONDITION.
AT LEAST THE FOLLOWING LIGHT & ALARM
INDICATORS SHALL BE PROVIDED:
► OUT REACH OVERLOAD
► WEIGHT OVERLOAD
A LOAD INDICATOR SHALL BE PROVIDED THAT WILL
SHOW THE OPERATOR THE ALLOWED SAFE LOAD AND
ACTUAL LOAD AT THE CURRENT BOOM LIFT OR BOOM
POSITION.
3.2.
STABILIZER HYDRAULIC SYSTEM( IF STABILIZER SYSTEM
PROVIDED)
►THE STABILIZER SYSTEM WILL ALLOWED TO ACTIVATE
WHILE THE R.S IN
STANDING AND STEADY POSITION.
► NO TRAVELLING (FORWARD OR REVERS) SHALL BE

4.2.
STEER AXLE AND STEERING CYLINDER
STEERING CYLINDER SHALL BE DOUBLE ACTING
DOUBLE ENDED SINGLE CYLINDER AND A FIXED
LENGTH ROD TYPE, HEAVY DUTY AND WELL
PROTECTED (PIVOTING STEER AXLE WITH DUAL STEER

FRONT AND REAR WINDOWS TO ASSURE UNOBSTRUCTED

AN AIR CONDITION SYSTEM SHALL BE PROVIDED. THE AIR
CONDITION UNIT INCORPORATING WITH HEATING
SYSTEMAND INSTALLED INSIDE THE CAB. THE
REFRIGERANT SHALL BE TYPE R134a. MAX. TEMPERATURE

11.
QUALITY CONTROL
11.1.
THE SUPPLIER'S QUALITY CONTROL SYSTEN SHOULD
FOLLOW ISO 9001 GUIDELINES OR EQUAL QUALITY
SYSTEM.
THE SUPPLIER SHALL SUBMIT A CERTIFICATE ISSUED BY
INDEPENDENT ORGANIZATION SHOWING THAT HE MEET
ISO 9001 REQUIREMENT.
11.2.
THE SUPPLIER SHALL BE RESPONSIBLE FOR INSPECTION
METHODS, MAINTAINING SURVEILLANCE AND
CONTROLS FOR ALL TESTING AND SPECIAL PROCESSES,
CHECKING MANUFACTURING METHODS, MATERIALS
AND BOUGHT IN ITEMS, FOR COMPLIANCE WITH
APPLICABLE SPECIFICATIONS, MAKING REPORTS OF
INSPECTIONS AND TESTS TO BE PROVIDED TO THE
PURCHASER.
TEST AND INSPECTION REPORTS SHALL BE FURNISHED

13.
SAFETY ARRANGEMENTS
13.1.
GENERAL ASSEMBLY AND DETAIL DESIGN OF THE R.S
SHALL CONFORM TO THE SAFETY REGULATIONS AND
CODES.
13.2.
ALL NUTS, CONNECTING THE MOVING AND ROTATING
PARTS (COUPLINGS, DRUMS, SHEAVES, ETC.) SHALL BE
OF THE SELF-LOCKING TYPE TO PREVENT THEIR
LOOSENING DUE TO VIBRATION.
13.3.
ALL EXPOSED ROTATING PARTS SHALL BE PROVIDED
WITH RIGID SAFETY GUARDS.
13.4.
UNAVOIDABLE HAZARDOUS POINTS SHALL BE MARKED
WITH A SPECIAL WARNING PAINT (YELLOW AND BLACK
STRIPES).

EASY ACCESS SHALL BE PROVIDED TO ENABLE THE
PERFORMANCE OF ALL DAILY MAINTENANCE CHECKOUT AND
LIQUIDS REPLENISHMENT TASKS WITHOUT THE NECESSITY TO
DISMANTLE OBSTRUCTING COMPONENTS.
15.
RECOMMEND SPARE PARTS LIST
THE SUPPLIER SHALL SUBMIT A QUOTED RECOMMENDED SPARE
PARTS LIST AMENDING. THE COMMON SPARE PARTS LIST TO
COVER SPARE PARTS REQUIREMENTS FOR 3 YEARS OPERATION,
BASED ON 2000 WORKING HOURS PER UNIT PER YEAR,
16. TECHNICAL MANUALS.
THE FOLLOWING TECHNICAL MANUALS IN ENGLISH SHALL BE
PROVIDED WITH THE REACHSTACKER (TWO COPIES PER UNIT
ORDERED AND ONE COPY IS TO BE PROVIDED WITH THE
PROPOSAL). IN ADDITION, ONE COPY ON MAGNETIC MEDIA (PC
DISC OR CD-ROM) SHALL BE PROVIDED.

16.2. MAINTENANCE MANUAL.
16.3. REPAIR AND OVERHAUL MANUAL.

NOTE: THE SUPPLIER CAN COMBINE ONE OR MORE MANUALS INTO ONE
VOLUME.
17. GENERAL INSTRUCTIONS.
THE LISTED CAPACITIES, DIMENSIONS AND RATINGS ARE ONLY
INDICATIVE. THE SUPPLIER SHALL PROPOSE HIS STANDARD EQUIPMENT
TO BE AS NEAR AS POSSIBLE TO THE LISTED CAPACITIES, DIMENSIONS
AND RATINGS.
THE SUPPLIER SHALL SUBMIT WITH HIS PROPOSAL DETAILED
SPECIFICATIONS FOR THE REACHSTACKER.
THE SUPPLIER SHALL PROVIDE WITH HIS PROPOSAL A LIST OF ALL
STANDARD EQUIPMENT AND A PRICED LIST OF ALL AVAILABLE
OPTIONS THAT ARE NOT INCLUDED IN THE PROPOSAL PRICE.
18.

19.
HANDING OVER.
IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO DELIVER THE
EQUIPMENT TO ISRAEL READY FOR OPERATION.
THE CONTRACTOR WILL PERFORM AT LEAST THE FOLLOWING TASKS
UPON THE ARRIVAL OF THE EQUIPMENT:
19.1. CHECKING AND REPAIRING OF VOYAGE DAMAGES.
19.2. REMOVE ALL VOYAGE PROTECTION MATERIALS.
19.3. ASSEMBLY AND INSTALLATION AS NECESSARY.
19.4. COMPLETE EQUIPMENT CHECKUP.
19.5. HANDING OVER OF THE EQUIPMENT IN A FULLY
SERVICEABLE AND OPERATIONAL STATUS.
20.
MAINTENANCE
20.1. THE CONTRACTOR SHALL MAINTAIN, REPAIR, INSPECT AND
SERVICE THE REACHSTACKER, WITH ACCORDANCE TO THE
MANUFACTURER'S INSTRUCTIONS, DURING THE WARRANTY
PERIOD.
20.2.
ISR SHALL HAVE AN OPTION, EXERCISABLE AT ITS SOLE
DISCRETION, TO REQUIRE THE CONTRACTOR TO PROVIDE
MAINTENANCE SERVICES FOR THE REACHSTACKER FOR A
PERIOD

COMPLETION OF THE INITIAL WARRANTY PERIOD. ISR MAY

20.3. DURING THE WAARANTY PERIOD AND THE MAINTENANCE
PERIOD, THE CONTRACTOR SHALL BE FULLY RESPONSIBLE
FOR THE REACHSTACKER AVAILABILITY, AND FOR THAT,
WILL SUPPLY THE FOLLOWING:
20.3.1. PREVENTIVE MAINTENANCE
20.3.2. CORRECTIVE MAINTENANCE, INCLUDING
20.3.3. SPARE PARTS ON DEMEND, INCLUDING EQUIPMENT.
20.4. THE CONTRACTOR SHALL PERFORM THE SERVICES AT ISR'S
FACILITIES IN BNEI-BRAK, HADERA, TZEFA, RAMAT-HOVAV
OR AT SUCH OTHER FACILITIES DETERMINED BY ISR.
20.5. CONTRACTOR FURTHER CERTIFIES AND CONFIRMS THAT
DURING THE WAARANTY PERIOD AND THE MAINTENANCE
PERIOD IT SHALL PROVIDE ISR WITH THE FOLLOWING:
20.5.1. MALFUNCTION REPORT SERVICE 24 HOURS A DAY 7
DAYS PER WEEK, INCLUDING HOLIDAYS AND REST
DAYS, WHETHER THROUGH HUMAN STAFFED STATIONS
OR THROUGH AUTOMATIC RECORDING. IF FOR ANY
REASON THE REPORTING SYSTEM IS UNAVAILABLE, THE
TRANSMITTAL OF A FAX OR E-MAIL TO THE OFFICES OF
THE SUPPLIER OR A LETTER BY MESSENGER SHALL BE
CONSIDERED REPORTING IN ALL RESPECTS.
20.5.2.20.5.1.
IMMEDIATELY UPON RECEIPT OF THE REPORT,
THE MALFUNCTION SHALL BE GIVEN A SPECIAL
IDENTIFICATION NUMBER TO WHICH ALL OF THE
SUPPLIER'S REPRESENTATIVES DEALING WITH THE CALL
SHALL REFER THROUGHOUT ANY TREATMENT.

20.5.3.20.6. IN CASE OF A MALFUNCTION, WHETHER SEVERE OR NOT,
THE RESPONSE TIME AND ARRIVING AT SITE SHALL BE IN
ACCORDANCE TO THE AGREEMENT. NOT EXCEED FOUR (4)
HOURS. IN SUCH TIME, THE CONTRACTOR SHALL PROVIDE
THE PERSONAL AND UNINTERRUPTED PRESENCE OF
PROFESSIONAL REPRESENTATIVES OF THE CONTRACTOR AT
SITE, HAVING THE APPROPRIATE SKILLS AND IN THE
RELEVANT NUMBER AS THE CASE MAY BE.
20.6.20.7. THE CONTRACTOR SHALL ATTACH TO ITS OFFER, A LIST
OF MALFUNCTIONS RESOLUTION TIME, BOTH FOR SEVER
MALFUNCTIONS AND FOR STANDARD MALFUNCTIONS
WHICH DO NOT CAUSE A STOPPAGE.
20.7.20.8. THE CONTRACTOR SHALL ATTACH TO ITS OFFER, A
PREVENTIVE MAINTENANCE PLAN, INCLUDING LEAD TIMES
AND REQUIRED SPARE PARTS AND EQUIPMENT.
20.8.20.9. THE CONTRACTOR SHALL COMPLY FULLY WITH THE
TERMS OF ANY MANUFACTURER’S WARRANTY ON
EQUIPMENT USED IN PROVIDING THE SERVICES AND SHALL
PROVIDE ISR WITH ANY INFORMATION RELATING TO SUCH
WARRANTIES REQUIREMENT.
