IA. School Instructional Leadership Team Members
School Instructional Leadership Team (ILT) Members shall include:
Teachers (Representation of each grade level or dept/team-specify position, i.e. 2nd grade teacher, mathematics chair, etc.)
Representatives of support populations (Special Education, English Language Learners, and other support staff)
Administration (Principal, Assistant Principal)
The Instructional Leadership Team’s primary role is to help lead the school’s effort at supporting the improvement of teaching and learning. The ILT
makes decisions about the school’s instructional program and leads and monitors the implementation of a sound instructional focus. This
instructional focus is unique and tailored to the needs of each school.
The ILT carefully monitors student performance data regarding progress toward SMARTe goals, conducts several internal audits and self
assessments to help determine future action plans for the school. In order to maintain steady progress, Instructional Leadership Teams meet regularly
and frequently, at least twice a month.

II. Comprehensive Needs Analysis (Good News, Urgent Statements)
Areas of Strength
Strength
The development and implementation of Professional
Learning Communities (PLCs) in grade 10 as grade 9
PLCs used as a model for this
Enrollment in Advanced Placement (AP) continues to
increase
Implementing the Structured English Immersion (SEI)
model with ELL students
Increase in Chapter 74 students
Addition of new support and instructional staff
Increase in graduation rate/decrease in dropout rate
Increased community support
Restorative Justice practices have decreased suspension
rates in grade 9 and circles will be used school-wide
going forward
Concern
Student achievement as measured by MCAS scores
Additional teachers need RETELL trained /SEI
endorsement
Drop-out rates
Attendance rates are too low
Culture and climate
Many students have at least 1 study hall
Evidence
PLCs, made up of grade 9 and grade 10 teachers in conjunction with the FIC, Assistant
Principals, Guidance, and School Adjustment Counselors. 9th grade teams meet at least 3
times during our 6 day rotation with the main goal being to raise student
achievement.10th grade teams meet 2 times in the 6 day cycle. Meeting times are
structured around curriculum, instruction, and assessment planning using Tiered Systems
to guide the work.
Enrollment data has indicated increased number of students enrolled in AP courses over
last year
Dual licensed teachers and SEI endorsed teachers are providing the SEI instructional
model to our Level 1-3 ELL students
A new cohort of Ch. 74 grade 9 students has been added and additional nurse instructors
will be hired
Lead Teacher for Safety and Accountability; Instructional Assistant for Safety; Internship
Coordinator; Early Childhood Teacher; and new teaching positions

Evidence
We are a Level 3 school in the bottom 4th
25% of teachers are RETELL trained/SEI endorsed
Although our dropout rates have improved we continue to work towards graduating

Lack of professional development in SPED/ELL
strategies
Develop inclusion model based on the 9th grade teams
Need a deeper understanding of SSP process and how it
is integrated into a tiered system
Math scores on state testing
SAGE discipline reports, observation, data collected by the Lead Teacher for Safety &

Implementation
(Explain how ILT members
implement and measure schoolwide strategies.)
Worcester Public Schools will implement strategies that result in high student achievement
North High will increase our graduation rate by 10%.
Differentiation to ensure access for targeted student populations
100% of North High teachers will develop, implement, support, and monitor the three core instructional
strategies in addition to the behavior and academic expectations matrices. This will ensure every student,
including Tiers 2 & 3, has the opportunity to be taught curriculum and assessed until there is evidence of
mastery of grade level content and skills. This practice will also promote increased passing rates on MCAS
exams required for graduation. Some of the things in place are attendance meetings once a week, schoolwide implementation of restorative circles, PLCs, implementation of expectations matrices, guidance
meetings once a week, credit recovery programs, drop-out intervention meetings, and individual student
triage.
The ILT will lead school-wide initiatives including implementing Tiered System of Support, use of
homeroom as an advisory model, college awareness activities, the Naviance program, and sustaining the
Mass Grad Coalition.

We will hold specific assemblies to address targeted behaviors on an as-needed basis.
Recognition assemblies will be held each quarter to reinforce school expectations for academics and
behavior.
Homeroom teachers will be advocates for their homeroom students. Homeroom will be used
