Brief Description of the Project:

The proposed investment project will support the efforts of the Government of Indonesia in: development of Java-Bali power transmission network and medium voltage substations; and meeting future power demand while improving long-term energy security and efficiency in Bali

Island. It will (i) develop the electricity transmission infrastructure by constructing 220 kilometer

(km) long extra high voltage (500 kilovolt [kV]) transmission lines and associated substations with capacity to transmit 1,500 megawatt (MW), (ii) develop medium voltage (150/20 kV) substations in Bali and Java; and (iii) support the management of the implementation of investment project.

Procurement

(i) One turn-key package with two lots for design, supply and construction of 500 kV transmission lines. Lot 1 is for 131 km transmission line in from Paiton substation to Watudodol in East Java and Lot 2 is for 75 km transmission line from Gilimanuk to Antosari in Bali.

Procurement method will be International Competitive Bidding (ICB), under Two-Stage Bidding

Procedure.

(ii) One turn-key package with two lots for design, supply and construction of 500/150 kV substations. Lot 1 for 500/150 kV, 1000 MVA new substation at Antosari in Bali island and Lot 2 is for extension of existing 500/150 kV Paiton substation in East Java. Procurement method will be International Competitive Bidding (ICB), under Two-Stage Bidding Procedure.

Consulting Services

The project requires a consulting firm for project implementation support and capacity building. Selection method will be Quality and Cost-Based Selection (QCBS) with 80:20 criteria and using full technical proposal, 270 person-months (120 person-months of international and

150 person-months of national consulting inputs). The services are 39 months full-time, based in East Java or Bali, Indonesia (precise location to be determined).
