Marina Advisory Committee (MAC)… Items of interest emanating from the July 30th, 2014 MAC meeting include:

A Notice to Boaters from the Office of City of Thunder Bay Corporate Project Manager, Lou Morrow was
dropped on boats at the marina. For those who did not receive one it reads as follows:
“Vehicle Access Impacts at Marina Park Due to Construction Begins Monday July 28 – The final roadwork
and landscaping at Marina Park, specifically in and around the Pearl Street entrance, will commence in
late July. For safety reasons related to construction, there will be no through traffic in the park and a
number of changes to boat launch and Boater Service parking access.
To access the boat launches and Boater Services parking lot, vehicular traffic (including persons with
Wednesday night crew passes) must use the Pearl Street entrance only. Pedestrian and cycling access is
also possible at Pearl Street. Please note: due to construction, the North Boat Launch will be closed for
the remainder of the season.
The remainder of Marina Park, which includes Piers 1, 2 & 3, the Festival area, Water Garden Pavilion,
Splash Pad and Baggage Building Arts Centre must be accessed by vehicles from the Howe Street overpass
or via the pedestrian crossing at Camelot Street or the pedestrian overpass for pedestrians or cyclists.
The City of Thunder Bay will provide construction and news updates regularly on the City’s website and on
Waterfront social media sites. For more information visit www.thunderbay.ca and look in the Recreation

At the request of MAC, further clarification was sought regarding Pier access during “Summer in the
Parks” events. Mr. Morrow replied: “I wanted to confirm our plans for Wednesday evenings during
Summer in the Parks events. As suggested below, we have arranged to allow through access for boaters
and waterfront workers only. This access will be allowed WITH A PASS via the Marina Park Overpass
through the park to the piers. Safety of all patrons will be our primary focus and we plan to have security
on site to monitor vehicle access and speed. No traffic will be allowed on the ring circling the festival area.

As a point of further clarification, “WITH A PASS” does not include Wednesday night crew passes. Those
with crew passes will be permitted access to the Boater Services parking lot adjacent to the Marine
Services Building. Crew passes will not provide access to the remainder of Marina Park.
The above-noted access restrictions will be in place for about 6 weeks, tentatively until mid September.
The north launch ramp will be closed (barricaded off) for the remainder of the season for safety reasons.
Phase 2 of construction (see below) will entail closing off the Pearl Street access. MAC pointed out that
this will create problems for those who haul out using the marina launch ramps. City officials agreed to
explore the feasibility of holding off Phase 2 until after October 15th when the marina will close and
agreed to put a mail drop on the boats in late August updating the situation and advising of a process to
be used for haul out should a delay not be possible. Phase 2 is scheduled for October to mid November.
Phase 3 will be underway summer 2015, but the public parking area at the base of Pier#2 should still be
available.

Other Marina News…
• Regarding parking on the Piers in designated “Disabled” parking spots, you need both a “Boaters’ Parking
Pass" and an “Accessible Parking Permit” to park in those spaces. Having only one, or neither, of the
permits will result in a ticket.

As reported in the June Bulletin, a marina consultant from Moffatt & Nichol was scheduled to complete
an on-the-water tour of the harbour in July. The tour has taken place. It covered the waterfront area from
the turning basin on the Kam River to the far north end of the harbour. The consultant will be submitting
a report to the City sometime in September, 2014. Moffatt & Nichol’s task is to look at the “big picture”
with respect to boating and marine facilities in the harbour which includes but is not limited to identifying
opportunities for a full or expanded marina in the Tug Boat Basin area as well as other potential sites for
marina expansion. They were also to look at the options for protection on the north side of Pier# 3.
• The idea of a “service rate review” at the marina was introduced. Further discussion of this matter was
put off to the fall.

• Theft & Vandalism at the Marina…There are reports that on Monday, July 21 and Tuesday July 22 ,
during the night hours, 1 boat was vandalized (its radio antenna was broken off a foot above the base)
and another was broken into with some small items stolen and others strewn over the cuddy sole. Both
boats were docked on the north side of Pier#1. The City is working on steps to enhance security at the
marina.

Racing…
Canadian Lightning Championships…
TBYC partnered with Temple Reef Sailing Club in hosting the
2014 Canadian Lightning Championships the weekend of July
12th & 13th. As well as the lightning championships, the two
clubs also hosted the Great Lakes Laser Masters
Championships. The 3 top Canadian Lightnings automatically
advance to the 2015 World Championships to be held in
Buffalo, NY.
Day 1 of racing presented a mixed bag of conditions. After
two shifty, light air races the wind finally filled in from the
south in the afternoon. After the first day Todd Wake from
Sheboygan, WI led the pack with Larry MacDonald and Adam
MacDonald, both of Toronto, tied for second with Richard

Walsh of Thunder Bay in 3 . Topping the Laser Masters’ fleet
was Bruce Martinson, followed closely by Susie Pegel with

Mike Madge of Thunder Bay in 3 .
Sunday started out with 12-15 knots, but gusts up to 25 knots
flipped 4 boats during race #2. At that point the Race
Committee cancelled racing while continuing to gather wet
racers from the chilly waters of Lake Superior. Final Lightning
standings have Todd Wake, with crew Kristine Wake and
Doug Wake taking first place (with 4 firsts and a third)
followed by Jamie Allan of Montreal in second and Thomas
Allen of New York finishing third. Richard Walsh, along with
crew Tina Walsh and Alex Cox, were the top Thunder Bay

sailors finishing in 5 place.
Bruce Martinsen from Minneapolis was first in the Laser
Masters Championship with Mike Madge of Thunder Bay in
second and Susie Pegel of Williams Bay, WI in third.
Lake Superior PHRF Championships…
The TBYC Lake Superior PHRF Championship Committee at a
recent meeting to make final arrangements for the
upcoming event.
The 5th edition of the Lake Superior PHRF Championships is just
around the corner. This year the organizers have explored new ideas
to fill the bay with racing. This includes adding a couple of new
divisions – PHRF A & B, “JAM” (Jib & Main Only) and even a Lightning
division. Friday night racers are encouraged to participate in the
Pursuit Race to tune up their crew and rigs. While the pursuit race
does not count points for the overall weekend event, there will be
prizes afterwards in Breakwater Taphouse (CN Station).
After the Sunday race, Temple Reef Sailing Club will host a BBQ
dinner at the end of Pier 1, where trophies will be presented along
with lots of great prizes that everyone will have a chance to win –
including a $1000.00 Gift Certificate from Doyle Sails – Detroit!
So, for those of you who are sitting on the fence - wondering if you
should register or not – REGISTER!! Come out for a great weekend
and to enjoy some wonderful camaraderie.

• Universe in the Park: Friday, August 15th, 8:30 pm: Tettegouche State Park or Split Rock Lighthouse State
Park, Visitor Center Theater. Join University of Minnesota Astrophysic students as they reveal the night
sky! Join them for a presentation as they travel through the night sky then join them outside to look at
stars and galaxies through telescopes! Indoor presentation will still take place in inclement weather. More

• Nipigon Bay Remedial Action Plan Tour: Sunday, August 17th, 10:00 am to 1:00 pm: If you are an
experienced kayaker with a kayak of your own, you are invited to join a Nipigon Bay Remedial Action
Plan (RAP) tour of the lower Nipigon River on Sunday, August 17th. The tour is free of charge and will
begin and end at the Nipigon marina. Departure is at 10 a.m., returning at 1 p.m. Certified instructor Lise
Vaugeois and Jim Bailey, Nipigon Bay Remedial Action Plan Coordinator, will accompany the tour. A light
lunch will be provided upon return. During the tour, information will be provided about various
environmental items and issues, especially as they relate to the Nipigon Bay RAP, or clean-up plan. The
following points will be visited: Nipigon River Lagoon; Clearwater Creek; Nipigon Water Pollution Control
Plant; Nipigon River Wetlands; Sawmill Point.

Dock Repair at Thompson Island…TBYC member Jerry Tiche works at re-installing the Thompson sauna dock after waves washed it
all onto the shore.
Fishing Results…
The Thunder Bay Salmon Associations 2014 Week-long Salmon Derby is in the books. Reports suggest that fishing was
difficult this year. The results are as follows:
Top 3 Overall: 1-Ernie Ukrainec - 8.39 lbs.; 2-Leo Elliott - 8.07 lbs.; 3-Keith Holmstrom – 8.00 lbs.
Youth: 1-Cole McVety - 6.91 lbs.;
Women: 1-Anne Lahtinon - 7.76 lbs.

The Canadian Lighthouses of Lake Superior (CLLS)…
The lighthouse group’s board of directors is
assembling a second work-party to continue
painting and sealing the dwellings from the
elements, while also developing a “needs
assessment” on opportunities for future community
use.
Nine volunteers and three hundred hours later, Porphyry Point Light
station is starting a new chapter, exposing the significance of the past
that built this big country of ours.
The woodlands have been tamed and deadfall removed. The wild grass
has been cut, exposing the original grounds with both dwellings being
cleaned upside and down, and many panes of glass replaced.
The sense of pride shown by all the volunteers was
illustrated by the fact that, so much work was
accomplished in so few days. Now others are joining
in to help where they can. More tools are being
donated for the work parties; along with some
much needed donations by local business.
In the coming months CLLS will share with
Department of Fisheries & Oceans, the collective
efforts made this summer, to continue to build
further the business case of the group taking-on the
lighthouse permanently.
