PRESIDENT’S REPORT
Bill Siler
President
April 2016
So your ASPE board are putting together
some fun things for us all to participate
in. The picnic of course as always will be
happening again. I am all healed up from
my major injury from last year. I think I
am going to have to ask for more money
this year to play though, as it keep me from
playing Major League ball last year. We
are going to have to work on the contract
this year or I might have to Strick. We are
working on dates for the Hollywood Bowl, a baseball game and a few other
things as well. Keep an eye out for the event flyers in the next month's.
Also don’t forget to but on your calendar the date for the 2016 ASPE
National Convention October 28th to Nov 1st in Phoenix Arizona. You
should all plan on dressing up on Halloween night. We need to make this
event one that no one forgets. This event is almost in our back yards so
let’s fill this convention with Los Angeles ASPE members.
2016 Donald F Dickerson Golf Tournament
Don’t forget to get your foursomes in early. To date we have 12 foursomes
for a total of 56 golfers. To most this does not sound good I know. To me it
sounds great, it means people are getting there sponsorship and foursome
info in sooner than they have in the past. What you have to understand is
that we are notorious for waiting until the last minute to do things as we
are all so very busy. Chris and his group are so very busy the last month
preparing for the tournament, and taking in the majority of the sponsorship

the modern commercial plumbing approach, such as smart
design, engineering and solution. If you are interested in
obtaining a PDF copy of this presentation, please contact
any board members or Mr. Tim Schroeder.
Upcoming ASPE-LA Technical Programs are as follows:

Latest news from the ASPE Pipe Line, volume 9, No. 5:
Plumbing Engineer seeks articles on plumbing system
designs for commercial buildings:
ASPE's official publication, Plumbing Engineer, is looking for
case studies that detail innovative and challenging plumbing
system designs for commercial facilities. Submissions must
be 1,000 to 1,500 words, with high-quality images of the
project and/or graphics explaining design methodologies.
Education experts are needed to help develop plumbing
engineering curriculum:
ASPE is interested in collaboratively developing a Bachelor
of Engineering with an emphasis on plumbing engineering
or expanding an existing Bachelor of Engineering degree
curriculum to include plumbing engineering as a technical
option. For more information or to participate, contact
Donna Novickas at dnovickas@aspe.org
Specifically, we are interested in:
• Partnering with a college/university that currently has
ABET accreditation
• Utilizing curriculum experts in the engineering area
to develop a curriculum that prepares candidates
for successful completion of the NCEES-sponsored
Professional Engineer exam
• Developing a National Science Foundation (NSF) grant
proposal for October 2016
Proposed Bylaws amendments are due June 30:
The Society is now accepting proposed changes to the
current ASPE Bylaws. Please submit changes to Executive
Director/CEO Billy Smith, FASPE, at bsmith@aspe.org.
Latest news from the Plumbing Engineer Publication,
Vol. 44, No. 3, March 2016:
Flint water crisis runs deep By Steve Smith:
Everybody knew that Flint, Michigan, regarding water
crisis. Steve is sharing about the City. For the sake of saving
$4 million annually on a cheap source of public drinking
water for 100,000 residents, and for the lack of federallyrequired anti-corrosive treatment measures that might
have cost the city around $100 a day, city, state and federal
officials ultimately poisoned 8,657 children with tap water
laced with lead. the corrosive nature of the Flint River and
the astoundingly high levels of lead in tap water – some test
samples were 900 times above the EPA’s safe limit. Such
high levels are what the EPA defines as “toxic waste.
It is very interest to read and we recommend that all should
read.
That is all for this month. Just reminder for CPD holder.
ASPE web site has Member benefit “the CEU Center”.
As usual, do not hesitate to e-mail any board member for
any particular topics that you may want to see in any of our
technical programs. Also check our Technical Calendar for

One Member’s Opinion
The concept of Basis of Design for a project, is probably
as older as I can remember, and this is a long time ago.
It was a time when my company was doing a lot of
design work for the Government, perhaps 1975 - 1985.
In any case, for these Government projects, the Basis for
Design was mandatory. But we were so much familiar
with this concept that we prepared a Basis of Design for

please get in touch with the committee to reserve your place
by mid-April. If you would like to sign up after the deadline,
there will be a fee of $50 applied.
The meeting began with the Treasurer’s Report given by Hal
Alvord.
Bill Siler asked all representatives to send the contact details
of the members to the Board to create a list of register/
database. He added that he will be visiting the engineering
firms to meet the engineers and try to get them involve in
ASPE. He then handed over Ron Bradford, the Sergeant of
Arms, and Ron fined the following people:
• Roland Gutierrez for mentioning Orange County Chapter
during introduction ($5)
• Maile Akina for coming all the way from San Francisco
($5)
• Alex Jimenez for willing to fine a past president over a text
message ($5)

Following to this, Thura Zin introduced Maile Akina from
LiquiTech Environmental Solutions to give an overview of
the company’s domestic water treatment systems.
continued on page 11
The Treasurer’s report was followed by the Golf Tournament
update. Platinum and Silver sponsors are now confirmed and
some members confirmed their attendance.
Following to the Golf Tournament update, the Board talked
about the Social Events. Baseball game, Hollywood Bowl,
Carting Event and Bowling were discussed.
Regarding the ASPE National Event in Phoenix, Jeff Atlas
reported his findings about the bus trip. Taking a bus from
Los Angeles to Phoenix might not be a feasible option due to
the long drive and high cost.
David Kelly gave an updated about the Picnic.
The location will be secured and electrical supply, bathrooms
and cleanliness are going to be the top priorities. The picnic
is scheduled to be held on Sunday September 25, 2016.
Lastly, the Board talked about the email distribution list as it
seems that some people have been dropped off the mailing
list. Bill Siler would like to visit engineering firms to raise
the interest to ASPE events and activities.

Thura Zin invited Mr J. Timothy Schroe from Staff Sales
Engineer, Rada North America. He gave a presentation
about how to minimize Legionella production.
He started his presentation with legionella outbreaks. He
continued that some fixtures/valves might cause legionella
growth. He talked about the gooseneck faucets where there
is a potential for legionella growth due to the volume of
stagnant water if the fixture is not used regularly. He added that
check valves can also be problematic as if it fails to operate
then the system will have a crossflow and the temperatures
might drop to 60-125degreeF which is considered to be the
temperature range for legionella growth. In addition to the
check valves, solenoid valves can cause legionella growth
due the stagnant water behind the diaphragm.
He concluded that incorporating simply designed products,
minimizing the volume of retained water within the fixtures
itself and increasing the water velocity in the system, right
material selection* will help reducing the risk of legionella
production. (*Germany and United Kingdom are currently
doing some research about the materials that may cause
bacteria growth in domestic water systems).
The meeting was ended with a raffle. The prizes were
