INSTALLATION REQUIREMENTS, RULES AND
GUIDELINES
1. The installation of a load management device installed by Horry Electric Cooperative (HEC) on a qualifying
electric water heater is a prerequisite for qualification in the incentive from Horry Electric Cooperative.
2. To qualify for a credit and other incentives under the H2O Load Management Program, the member must
complete an enrollment form and must allow an HEC approved plumbing contractor or HEC approved electrical
contractor to install a load management device on each approved water heater in the home.
3. The water heater must be 5 years old or less in age. This will be determined and verified by looking at the
manufacturing date on the water heater. This information will be included on the enrollment form. The contractor
or HEC representative reviewing the water heater for eligibility is required to confirm by signing.
4. Each applicant’s home and account will be reviewed for the installation of a load management device on an
individual, case-by-case basis.
5. A $50 credit will be applied to the member’s account for each load switch installation on a qualifying water
heater.
6. The qualifying standards for water heater equipment are all electric and ASHRAE Standard 90 or the
National Appliance Efficiency Standard. (All manufacturers were required to conform to NAES as of Jan. 1,
1990).
7.
Minimum total tank capacity for the water heater program is 50 gallons.
8. Before work can be performed pursuant to this agreement, any junction box installation, any disconnect box
or rewiring required for the switch must be completed.
9. The installation of the water heating equipment must comply with local and state plumbing and NEC Code
specifications. All water heater installations must comply with HEC’s Installation Requirements as well as all state
and local codes. This includes a junction box or a disconnect box.
10. The member or his successor in interest grants permission for HEC representative(s) to monitor and
evaluate the load management devices and gain access for the life of the load management device(s).
11. The member grants HEC permission to install specialized metering equipment to evaluate energy
consumption and use patterns.
12. The member or his successor agrees that this load management device remains installed and active for at
least five (5) years. The member or his successor in interest grants HEC the right to recoup all previous incentives
should the member disconnect or manipulate the load management device for any reason during the minimum 5
year period.
13. The member must own the home, and must not rent the home.
14. Mobile/Manufactured Home members must own the home and land on which it resides, and it must be
attached to a permanent foundation.
15. HEC must be allowed to inspect any water heater(s) at reasonable times to insure proper operation and
program compliance. The member agrees to report any problems regarding the load management system.
16. HEC may end or change the program without notice at any time.
17. Control periods: Water heaters may be controlled (cycle off) as needed, up to 5 hours per day. Typically there
are not more than 10 controlled days per month.
18. Maximum wattage for a water heater element is 4500 watts.
